The National Security Agency concocted a plan to find Osama bin Laden by hiding tracking devices in medical supplies, in an attempt to cross what officials called the “non-electronic moat” surrounding the reportedly ailing terrorist leader.
The scheme is laid out in a top-secret NSA presentation dated June 2010 and titled “Medical Pattern of Life: Targeting High Value Individual #1,” which was among the files provided by former NSA contractor Edward Snowden.
The presentation cites CIA reports on bin Laden’s poor health, including renal disease, urinary tract infections, kidney stones and intestinal problems.
Analysts could “Determine Likely Meds/Equipment” and target the “Supply Chain to HVI [high value individual],” including International Committee of the Red Cross hospitals, the presentation suggests.
The slides describe “Project Planning,” and it is unclear if the scheme ever got beyond the idea stage. The U.S. reportedly located bin Laden’s compound in Abbottabad, Pakistan in the months after the presentation was dated, and he was killed in a raid on May 2, 2011.
A spokesperson for the International Committee of the Red Cross, or ICRC, declined to comment on the documents specifically, but she said that “the ICRC is absolutely against the use of humanitarian aid for other purposes.”
She also noted that at the time of the presentation, the ICRC hospital in Peshawar, Pakistan, “admitted weapon-wounded patients but did not disperse medical supplies to the population.”
The NSA declined to comment or answer questions.
The scheme appears to highlight concerns that U.S. spies lacked SIGINT, or signals intelligence, on bin Laden. As another internal NSA newsletter published this week by The Intercept makes clear, the NSA had not picked up electronic communications from bin Laden since he stopped using a satellite phone in the late 1990s.
“Tagging and tracking medications/supplies,” the presentation reads, “enables us to leap over the non-electronic moat with which HVIs [high value individuals] surround themselves, enabling their geolocation.” It describes embedding electronic chips capable of being tracked at long range with medications and devices like dialysis solution bags or injection bottles. The project would need the help of a variety of “stakeholders,” including the NSA, CIA, British intelligence agency GCHQ and a number of U.S. government laboratories, the presentation states.
The plot to go from “Pharma to Target,” as one slide puts it, fits into a history of U.S. spies tracking bin Laden’s health. In 2002, the FBI and CIA detained a Pakistani surgeon for a month, interrogating him about the times he had treated bin Laden. The medications reportedly found inside the Abbottabad compound after bin Laden’s death fueled more speculation about his health. (One unnamed intelligence official told to the British tabloid Daily Star that an herbal aphrodisiac was significant because “his sexual performance is an indicator of his state of health and how active he may have been in other areas.”)
Once the compound was located, the U.S. government also wanted DNA evidence that bin Laden was inside. Not long after the raid, it was reported that the CIA had set up a hepatitis vaccine drive in Abbottabad as a front to obtain DNA samples. The doctor working for the CIA, Shakil Afridi, was arrested by Pakistani intelligence and eventually sentenced to decades in prison — not for allegedly working for the CIA, but on charges of aiding a militant group.
The ruse caused huge backlash against vaccine drives, with international aid groups painted as spies and vaccinators targeted.
James Curran, dean of the Rollins School of Public Health at Emory University, said that spy agencies should consider the consequences of using health care institutions for their own ends. “It is always important to disassociate public health missions from wartime or spy missions that could disrupt the bonds of community trust,” he said.
Curran was one of many prominent public health scholars who signed on to a letter to the Obama administration protesting the sham vaccine drive.
“We felt it was not legitimate to risk the trust in people in public health campaigns,” Curran said. “I’m not blaming the CIA for the vaccination campaign workers that were killed, but you have to consider those things in the same thread.”
The Obama administration later pledged that the CIA would stop using vaccines as cover for operations.
The vaccine story was thrown into the spotlight again last week by a new report by Seymour Hersh in the London Review of Books, which disputes many aspects of the White House narrative of how the U.S. tracked and killed bin Laden.
Hersh writes that while Afridi was indeed a CIA asset, collecting information on militants, the fake vaccination campaign was invented as a cover story for a Pakistani military doctor who had been treating bin Laden for years, and who actually obtained DNA for the Americans.
The White House and Hersh accounts converge on one point: The critical turning point in the hunt came around August 2010, when the White House says it followed an Al Qaeda courier to Abbottabad, and when Hersh says a Pakistani informant went to the CIA with bin Laden’s location.
The medical intelligence presentation is dated two months before that, and its focus on geolocation would suggest that the analysts still did not know much about where bin Laden was hiding.

I find it interesting, among other 11Sep01 related facts, that no one seems to remember how the US went into Afghanistan, that the US “asked” the ruling party, the Taliban, to provide bin Laden, and when the ruling party asked for proof that bin Laden did “it”, BUSHCOM invaded. I guess providing “proof” might have shortened the entire middle east adventure, denying the MIC their revenue.
Since the Taliban is the judiciary in such a situation right? At that point in 2001, the U.S. at most had evidence, not proof of his involvement. And to assume that the Taliban would fulfill such a promise is highly questionable since they had already provided him sanctuary for years and ignored U.S. requests to hand him over. OBL had been indicted in 1998 for the U.S. embassy bombings so if the Taliban really believed in the American judicial system (LOL if you believe this, they had been implementing shariah law for years) than they should have already turned him over.

Not convincing. You cannot make such an assessment off of a single still. I’m pretty sure if I took a grainy photo of myself from ten years ago and did a transitional comparison to today, I wouldn’t look exactly the same with the same expression from the older still photograph.
As a more practical matter, if OBL was dead since 2001, why would Al Qaeda and Zawahiri willingly let the U.S. enjoy a propaganda victory based on the Abbottabad raid? Wouldn’t they be proclaiming he was martyred years ago and that the U.S. was a bunch of liars? He was VERY ill in October of 2001 with severe kidney disease requiring dialysis AND he had been diagnosed with Marfan Syndrome.
He denied any involvement in the OBVIOUS “false flag” event of 9/11 then his death and obituary were announced in Pakistani newspapers.
Even Bhutto declared he had died prior to her assassination.
Couple all this with the Pakistanis/NSA not realizing “OBL” was “living” practically inside a Pakistan military base for YEARS, then he was “killed” by a special Seal Team, and there is NO video of the assassination, then his body is dumped in the open sea with NO video then all the members of the Seal Team mysteriously die in an obscure helicopter mishap.

How about the fact that I saw one of the Seals on TV last week?
22 members of SEAL team 6 were killed in the crash; US authorities claim none of those killed were those involved in the ‘raid,’ but US authorities claim a lot of things which are unbelievable, and this incident certainly seems to qualify as ‘suspicious’.
Note that my skepticism here is my own opinion, just as the notion that bin Laden died a decade or so ago is, as I said, my own opinion – even though you retorted, somewhat oddly, “So basically everybody is a lying idiot except for Cindy. Mr Bin Laden was aware of embedded tracking devices. In one of his letters to one of his numerous wives, he asked her to remove the tooth filling in case any tracking device was installed there. The Paki ISI spying agency is a mighty suspicious lot even if not all that tech-savvy.

The upsurge of Polio cases a couple of years ago in Syria and Pakistan can be linked to one of those Machiavellian schemes. I have lived with the effects of Polio since the age of 13 months, so I have personal experience with how that disease affects not just the one who became ill, but everyone in the family, for the rest of their lives. This is the same MO as today’s TI story on hacks at the app stores. To get at targeted individuals, they’re tainting the stream of commerce generally, whether it’s buggy apps or tracking devices in the medical supplies. It’s not just ICRC or Doctors Without Borders who will be under suspicion, but the pharmaceutical companies as well. Now, maybe we’re a little slow to sympathize with big business, but if Big Pharma’s lawyers are talking to those at Google and Samsung, it could get interesting.

This is indeed an important article. Note, however, that the tracking devices need not be embedded “with” the medications – some clever scientists have been at work designing “smart pills” that can be tracked inside a patient, ostensibly for no creepier purpose than making absolutely sure people designated as mentally ill can’t get away with second-guessing their doctors’ demands. (It seems like most of what is funded nowadays is spying/enforcement tools, so that’s most of what is invented. Science itself is becoming disreputable.)
The article also fails to capture the full impact of that single vaccination ploy on the world. It showed up in Israeli sewage, requiring the revaccination of one million children there (luckily there were no observed cases, but for every paralytic case that shows up in the hospital there are 1000 subclinical infections). Even Europe has been afraid of an outbreak. After years of public health daydreaming about the plan to eradicate polio from the face of the Earth, it appears that the disease has won the battle. It will never really be gone, and patiently awaits the collapse of civil order to become a commonplace of life.

The tracking device doesn’t have to be in the patient, although it can be in the packaging, like in those little silica packets, dessicant, or maybe attached to the bottle lid or the little box. We often get (and ignore) the little anti-theft tags stuck to the packaging, so there’s any number of ways. That’s creepy enough, methinks.
Out of 1000 exposed 1 becomes infectious, and out of 1000 infected only 1 becomes symptomatic, so it’s a 1 in a 1,000,000 chance after exposure to being damaged or killed by polio. I got sick in Oct.1953 and the Salk vaccine was released to the public in early 1954, which meant I just missed it. There are times when all you can do is laugh.
I think you misunderstand. As far as I know, polio can potentially be spread by anyone infected – even “asymptomatic polio” (95% of cases). In fact, oral polio vaccine sometimes allows the asymptomatic sort of infection to go on, and even though these kids have been vaccinated they can still spread the virus (but with a lower chance) – see http://www.ncbi.nlm.nih.gov/pubmed/20367459 . In 5% of cases, polio infection is much like an ordinary cold (it is actually related to rhinoviruses/enteroviruses) and so you can imagine it spreads all the usual ways a cold spreads. And actually the 0.1% figure for paralysis seems to be at the lower end of some of the ranges given online.
We may well have a chance to relearn all this with enterovirus D68, the apparent cause of “acute flaccid myelitis” that broke out last summer. That is also a sort of cold virus, and causes paralysis almost exactly like polio in a very small minority of patients. It went away last fall, but polio season is nearly on us again, and I fear it will be back.
