THE FBI’S PLAN to enlist community leaders in “Shared Responsibility Committees” all across the country with the goal of identifying “radicalized” individuals is raising alarm among civil rights activists.
The Shared Responsibility Committees, known as SRCs, “are expanding the informant program under the guise of an intervention program, which it is not,” said Abed Ayoub, legal director of the American-Arab Anti-Discrimination Committee.
The FBI’s idea is to have social service workers, teachers, mental health professionals, religious figures, and others interdict young people they believe are on a path toward radicalization. The program was first revealed last November, and while details remain scant, it is widely believed to have been developed along the lines of similar “anti-radicalization” programs in the United Kingdom.
The FBI did not respond to multiple requests for comment.
Experts acknowledge the need to have options beyond sending young people to jail for making threatening statements. The committees purport to offer such an option, by allowing members to offer non-binding recommendations to law enforcement about whether certain individuals should be arrested or offered rehabilitation for their alleged radicalization.
But critics say that despite the FBI’s benign characterization of the SRCs, the proposal amounts to nothing more than an expansion of already existing FBI informant programs. The committees “would be doing the work of the FBI, gathering information,” said Ayoub. “This initiative failed in the U.K. It’s not like this is a new idea.”
The U.K. program, called “Channel,” has been widely blamed for alienating the communities it targeted while inflaming attitudes toward authorities. Arun Kundnani, an adjunct professor at New York University and expert on U.K. counterterrorism policy, said he worries that the U.S. program would “suffer from the same problems, such as drawing non-policing professionals into becoming the eyes and ears of counterterrorism surveillance, and thereby undermining professional norms and relationships of trust among educators, health workers, and others.”
And Faiza Patel, co-director of the Liberty and National Security Program at the Brennan Center, said the U.K. program simply doesn’t work. “The premise of these committees is that school teachers, mental health and social workers, and Muslim religious leaders will be able to identify ‘radicalized’ youth. But this is completely contrary to the experience of the U.K., where about 80 percent of Channel referrals are rejected as unfounded.”
Why did those committees do such a poor job? “All the studies that I have reviewed, including those funded by the government, state quite clearly that there are no predictors or indicators of who is going to become a terrorist,” Patel said. “So on what basis are people going to be hauled before these committees?” she asked. “The idea that ‘alienation’ is an indicator of someone who is going to become a terrorist is so general as to be laughable. There are plenty of alienated people in the world and very, very few terrorists.”
An open letter to the United Nations published last December by the Brennan Center, the ACLU, and the British human rights organization Article 19 criticized a number of proposed government programs to fight radicalization, specifically identifying the forthcoming Shared Responsibility Committees as an area of concern. A report by the George Washington University Program on Extremism published last month showed that since March 2014, a total of 84 Americans have been arrested on charges of supporting ISIS.
As a recent HBO documentary revealed, many of those arrested were young men who came to the FBI’s attention through their online activities and ended up facing lengthy jail sentences. Law enforcement agencies faced with a mandate of preventive policing in terrorism cases say they are often compelled to err on the side of making arrests rather than giving a pass to individuals who might be just blowing smoke online.
Seamus Hughes, a former official with the National Counterterrorism Center and now the deputy director of the George Washington program, said that if implemented transparently, the SRCs could offer the promise of an “off-ramp” for people on a road to either radicalization or arrest.
“We haven’t provided families with any tools to help them. Parents are taking passports away, bringing their kids to local imams, but these are ad hoc approaches set up to fail with no support system in place,” Hughes said. “Law enforcement is given very few options besides arrest. There are a lot of attacks on heavy-handed counterterrorism approaches, like informants and agent provocateurs, but that’s the status quo now until we have other options.”
But, Hughes said, the responsibilities of the interveners would need to be well defined if SRCs are going to succeed. For instance, there are concerns that the social worker or mental health professional who fails to tell the FBI someone poses a threat before they go out and commit an attack might be held civilly liable by families of the victims.
Abed Ayoub of the American-Arab Anti-Discrimination Committee says the FBI has been unreceptive to community concerns. “We had a meeting in October, a couple meetings at local field offices and FBI headquarters,” he said. “But the FBI is not listening to the community advocates. They’re listening to the people receiving grants, who are paid to put programs like this into place.”

If prosecutors today started prosecuting the surviving FBI agents in the CoinTelPro program (war crimes justified by the Vietnam War) that was uncovered by Congress in the 1970’s – it would create a “deterrent” for today’s 21st Century CoinTelPro war crimes (justified by 9/11).
Another deterrent against this type of war crime would be a maximum “10 year De-Classification” law so FBI would be deterred from these types of war crimes since the files would likely be opened during their lifetime and could risk their children’s inheritance. For really secret material, within 10 years every agency would at minimum have to open the files to any and all federal judges (their co-equal partners).

The FBI has become radicalised.
This piece, a very good one, is an indicator of what the FBI could be, would be or is doing to the rest of us. Everyone should be denouncing these tactics because I’m confident each one of you falls into a group whom the FBI has investigated.
This is unlikely to have any effect but the question becomes: what will have any effect? Muslim communities already tend to be insular (which is understandable, a lot of smaller minority ethnic groups are), and most people are radicalized online and only sometimes in person. Tracking and preventing this without surveillance is next to impossible, meaning we have one of two options besides that:
1. Accept terrorist attacks as a way of modern life, the same as we have accepted gun violence. Likely not going to happen.
2. Give in to terrorist demands and forcibly convert everyone to Islam.
The fact is, you’ll wish these small-time measures and surveillance was in place when Trump or someone like him gets into office due to terrorist attacks every few months. Whole Muslim communities are going to be persecuted for the actions of a few so long as those few keep doing it every so often.

Ah, how the myths persist. In 2008, the majority of the US electorate thought they were repudiating the ideology of Bush and the neocons by electing Obama. How wrong you were! Imagine, if you can, what would have happened had McCain been elected instead. Would the Bush policies of war in the Middle East been continued? Indeed: No different from Obama. Would whistleblowers have been persecuted? Hard to say, but even if so, no worse than Obama. Would the Justice Department have pursued the criminals on Wall Street: Probably not: no difference again.
Now we have an upcoming election in which the myopic masses argue over who would be worse, Trump, Cruz or Clinton, failing to realize both that there is no essential difference among the three and also that discernibly better alternatives to any of the aforementioned exist. But you will vote for the democlian or the repubcrat and swear afterwards that it made a difference. Just as you think Obama is somehow different from Bush, despite the overwhelming evidence that such a belief is deluded.
Muslims in Portland, Oregon, know better than to trust the FBI when it comes to dealing with Muslim youth who might become radicalized: They remember the case of Mohamed Mohamud, a teen Somali whose father contacted the FBI asking for help in dealing with his son, who seemed to be susceptible to radicalization. The FBI took over and, instead of counseling or channeling the youth, set up an immense sting operation with the usual flair (a big fake bomb to be detonated at Portland’s annual public Christmas tree lighting ceremony), then had him prosecuted to the point that today he is serving a 30-year sentence. While the youth was malleable and gullible, more gullible still was the youth’s father, who thought that the FBI was interested is something other than headlines and increasing its budget.
The message: Trust the FBI at your – and your community’s – peril.
Another very important reason why you should think about it twice (and keep thinking about it if you haven’t convinced yourself) is that once you become one of them in any capacity (even as a “shared responsibility” snitching @ssh0l3), you are giving them tacit consent to go after you if you start feeling moral pangs or start having doubts about the purpose of what you are part of.
In the case of Anwar al-Awlaki they killed even his son who was a U.S. born citizen and a minor after killing his dad. They claimed then they didn’t know his son was the person they had killed as if they cared.

On the night of February 27-28, 1933, a mentally disabled Dutch citizen set fire to the German parliament building (the Reichstag). Hitler and his propaganda minister, Joseph Goebbels, presented the incident as the prelude to an armed Communist uprising and persuaded the aging President Paul von Hindenburg to establish what became a permanent state of emergency. This decree, known as the Reichstag Fire Decree, suspended the provisions of the German constitution that protected basic individual rights, including freedom of the press, freedom of speech, and freedom of assembly. The decree also permitted increased state and police intervention into private life, allowing officials to censor mail, listen in on phone conversations, and search private homes without a warrant or need to show reasonable cause. Under the state of emergency established by the decree, the Nazi regime could arrest and detain people without cause and without limits on the length of incarceration.
Hitler and the Nazi regime also resorted to simple and extra-legal terror to intimidate opponents. Nazi paramilitary formations, such as the Storm Detachments (Sturmabteilungen or SA, more commonly known as Storm Troopers) and the Protection Squads (Schutzstaffel or SS), had been established during the 1920s to terrorize political opponents and to protect Nazi leaders. After the Nazis came to power, many members of these units were recruited as auxiliary policemen and given license to arbitrarily beat or kill persons they deemed to be opponents. In addition, Nazi party faithful, in individual spontaneous acts of violence or in locally organized waves of persecution, assaulted those they perceived to be enemies of the regime.
The SS was a particularly important tool of Nazi terror. Its members staffed the concentration camps, in which perceived enemies of the regime were imprisoned.
In addition, SS chief Heinrich Himmler also gained control over the regular (nonparty) police. Under Himmler and his deputy, Reinhard Heydrich, the SS centralized the German political police forces within a new agency, the Gestapo (Geheime Staatspolizei; secret state police). Together with a newly unified nationwide criminal police force, these plainclothes detectives used ruthless methods to identify and arrest political opponents and others who refused to conform to the policies of the Nazi regime.
In the months after Hitler took power, SA and Gestapo agents went from door to door looking for Hitler’s enemies. They arrested Socialists, Communists, trade union leaders, and others who had spoken out against the Nazi party; some were murdered. By the summer of 1933, the Nazi party was the only legal political party in Germany. Nearly all organized opposition to the regime had been eliminated. Democracy was dead in Germany.
Essential to the intimidating effects of the terror was the willingness of many German citizens (whether out of conviction, greed, envy, or vengeance) to denounce their fellow citizens, Jewish and non-Jewish, to the police. The Gestapo could not have exercised such control over German society without the benefit of this steady stream of denunciations, many of which were entirely unfounded.
Many of the new Nazi authorities, including the SA, SS, and municipal administrative heads, established detention “camps” throughout Germany. In addition to actual camps, these detention facilities included old warehouses, abandoned factories, and other buildings. From conducting phony, but possibly deadly, sting operations using hapless, disenfranchised Muslims so as to appear to be stopping terrorists; to threatening private citizens and corporations if they don’t cooperate with them; to massive spying on, and sinister integration into, Muslim communities; to the big one of years ago, the one that started it all in the modern era–the sparkling jewel in the crown of incompetence that is the modern day FBI–it’s the agency’s at first ignoring their field agent’s repeated warnings and alerts from way off in the hinterlands of Minnesota, then, eventually realizing their errors, reassigning those same great agents when their warnings about probable terrorist attacks on what became known as 9/11 became too loud, and it looked bad for the home office dummies.
Let’s see: Massive spying on targeted minority communities; coercion and intimidation of people, places and things; creation of phony “terrorists” to pad the account while real terrorists run free; and on, and on, and on…

A conspiracy-minded explanation of FBI and CIA behavior, at home and abroad, is that the heads of the agencies actually are seeking to increase radicalization and terrorist attacks because that provides them opportunities to increase domestic mass surveillance programs (FBI) and foreign military/covert intervention programs (CIA). This allows these federal bureaucracies to preserve and even grow their budgets.
Take the FBI – harassment of Muslim communities via invasive surveillance and recruiting informants to report on the activities of their friends, family and neighbors actually has the effect of alienating people and promoting radicalization. Or consider the CIA – CIA drone strikes targeting villages in foreign countries serves to alienate locals and aid in terrorist recruitment efforts by ISIS and Al Qaeda.
I actually doubt that’s the agenda, but it might as well be. I think it’s more plausible that gross incompetence, corruption and careerism are a sufficient explanation for their short-sighted behavior.
The FBI and CIA are full of mediocre bureaucrats who’ve maintained their positions by their sheeplike behavior, not making waves and always going along with their superior’s orders. Those who do speak out against corruption and incompetence (for example the CIA’s Valerie Plame, or the FBI’s Coleen Rowley) are retaliated against and forced out – ensuring that only the loyal sheep remain. Hence, they are by and large, staffed by career-minded people, not people willing to publicly criticize their bosses.
But consider the upper ranks, the ambitious ladder-climbing political operatives in these agencies. For example, someone in the FBI could make a career out of going after Muslims, with the political support of like-minded members of Congress who find that exploiting racist tendencies is an effective political strategy. Similarly, CIA bureaucrats can claim to be ‘doing something’ by launching drone strikes, which they can take to the media and to Congress in order to raise their profiles and justify their funding. Never mind that the programs are counterproductive and do nothing to address the causes of terrorism – the CIA and FBI just want to be seen to be ‘actively taking on the problem.’
Of course, what they won’t do is acknowledge that the U.S. military and political activity in the Middle East has been one of the root causes of the rise of terrorist groups, or that U.S. allies like Saudi Arabia – who buy millions in American-made weapons from the likes of Lockheed Martin (who FBI director James Comey used to work for) – have themselves been involved in sponsoring terrorist groups like ISIS.
The result is that, when the San Bernadino killings took place, instead of calling for an investigation into their Saudi Arabian ties (i.e. where they were married), the FBI uses it as an excuse to attempt to expand their domestic mass surveillance abilities. When terrorist attacks take place in Europe, the CIA uses it as an excuse to attempt to expand their drone strike program – not that either of these approaches will reduce terrorism.
What you have with the FBI and CIA is a record of gross incompetence and self-serving corruption and bureaucratic careerism, along with an ever-growing obsession with snooping on the American public, in particular targeting journalists and others who criticize their behavior. All in all, they’re not protecting democracy – they’re a threat to democracy.
With nary a thought as to protecting Americans from legal legislative appointed elected lawyerly abusers who will never admit they are wrong nor at fault, meet the old breed of NAZI STASI’S who, regardless of their favoratism for wars death censorship corporate power wallstreet thieves poverty and secrecy, have yet created another bastion of liberty to free the American people by binding them to a future of predictably predatory power-mongers.

It matters not much how a society is managed in that there is always going to be some sort of downside or pain. The real problem is perfectionists, hero zeroes, and the elected critic. Well, they’re a little ways behind the NSA; but supposedly an Israeli company is teaching them how to break into the iPhone 5C. Within a decade, they’ll probably be able to break into the model 6. Then they can listen to their hearts content.
In the meantime, I suspect their sting operations are not going well. Muslims with a mentally deficient family member are probably warning them not to talk to strangers offering bombs. So this simulated community outreach program using ‘interveners’ is timely. Traditional FBI informants are generally being blackmailed to cooperate, with criminal backgrounds and little education. As a result, they are not very effective. Being trained in social work, the new interveners will be much more ruthless; it will probably be possible to frame a suspect in a matter of weeks rather than years.
I’m pleased the FBI is not resting on their laurels.
