(C) On Thursday, the SINIO Council and the National Cryptologic School are pleased to present
the fourth in a series of Strategic Intelligence Issue Seminars for Summer 2003. "Putin's Russia"
will be presented by the SINIO for Russia and Eurasia,

Course Overview:
(U) This session will take a look at Putin and what is happening in and with Russia. Is Russia on
a new course or continuing the policies of the past? Have there been breakthroughs? What is
Russia's relationship with the West, with the U.S.? Where is Russia headed in the world arena?
Have there been foreign policy successes or do uncertainties lie ahead? In several different fora
recently there have been a variety of perspectives presented and hopefully this talk will touch on
these and stimulate the audience's thought processes. The Russian economy and its effects on
Russian policies and Putin's deterrence dilemma will be addressed as well.
