DYNAMIC PAGE -- HIGHEST POSSIBLE CLASSIFICATION IS TOP SECRET // SI / TK // REL TO USA AUS CAN GBR NZL (U//FOUO) Ardisana Award for 2001 FROM: the Collection Association Unknown Run Date: 07/08/2003 (S//SI) The NSA Collection Association is proud to announce the winner and runner-up of the 2001 Ardisana Award for Collector of the Year. The winner is of Yakima Research Station, and the runner-up is of Bad Aibling Station. (S//SI) has served at the Yakima Research Station (YRS) since January 2001. He has made YRS's Dialed Number Recognition (DNR) collection his personal responsibility. He pointed out a procedural flaw in YRS's target development process, and corrected this flaw by making OPC/DPC (Origination Point Code/Destination Point Code) verification a standard part of target discovery. He also establishing a process allowing carriers from different satellites and originating from different countries to be correlated and processed effectively; this contributed to counter-terrorism signals collection. (C//SI) was the first collector at YRS to break out the new Digital Video Broadcast (DVB) carriers seen in our environment, and made recommendations about which signals should be put on collection. has also shown tremendous insight into systems operation and troubleshooting: he is the recognized expert across the Collection Branch for several C2C, DNR, and INMARSAT processing systems. Finally, he is responsible for providing more reportable voice/fax traffic to the Target Development Branch than anyone else at YRS. (TS//SI) The runner-up, , is currently working at Bad Aibling Station as the Signals Analysis Team Leader of the Signal Search and Development (SSD) Branch. He directs BARC (Bad Aibling Research Center) resources and personnel in support of the Global War on Terrorism. For example, partnered with technology experts at NSA, the National Reconnaissance Office, and the European Technical Center to exploit a new protocol carrying voice and fax transmissions used by the Taliban leadership and other Islamic extremists and terrorists. excellent analysis in support of ENDURING FREEDOM prompted national and theater-level customers to task seven new target communications. (S//SI) excellent teaching skills were vital in training ten 66th MI GP operators regarding FORNSAT communications, and he authored a detailed 75-page Wonderworks Database Standard Operating Procedures (SOP) and user manual used at YRS and other collection sites.
