Despite the commute (90 miles every day), I am excited to be here and happy to be working with Jim Allen and the rest of leadership . I am working hard, but realize that I still have a lot to learn. Fortunately, everyone is pitching in to help me. I intend to get around to the Product Lines on a reasonably frequent basis and see how SIGINT is created. (U) Note from SIGINT Communications: Mr Blackwell's bio follows: (C) Robert E. Blackwell has been assigned as the Assistant Deputy Director for Analysis and Production since late August. Bob has been touring A and and SID to familiarize himself with SID, its organizational responsibilities, issues and people. Bob comes to us from CIA and replacesF also a CIA employee. Prior to assuming his current position, he had been the ssue anager for European Issues in the Office of Russia and Eurasia in CIA's Directorate of Intelligence since September 1997. Before that he served as the Director of European Analysis. A Soviet Union expert, Mr. Blackwell served as the National Intelligence Of?cer for the USSR from 1987 to 1992. Prior to that assignment, he was the Chief of the Soviet Domestic Division responsible for analysis of changes in Soviet leadership and the likely implications for the US. In this period he accompanied then Vice-President George Bush to the funeral of three Soviet leaders. During the course of his career, he briefed Presidents Carter, Reagan, and Bush and other senior US. and foreign of?cials on developments in the Soviet Union. From 1975 to 1981, Mr. Blackwell was a Soviet Analyst. (U) Mr. Blackwell was born and raised in Atlanta, Georgia. He received a Bachelor of Arts degree from the University of Georgia, holds a Master of Arts in American Government Studies also from the University of Georgia and a doctorate degree in Soviet Studies from the University of Michigan.
