Doing SIGINT Against Public Broadcasts

SUMMARY

SIGINT is not normally associated with the press or public broadcasts, but "times change." Does the NSA have the authority to conduct SIGINT against such targets? The NSA's Office of General Counsel concludes it can, but only "for the purpose of deriving technical data concerning such signals."
