(C) SIGINT Director Major General Quirk is in Canada this week for the NSA/CSE Management
Review Conference (MRC). The MRC is an annual set of meetings between DIRNSA and the
Director of CSE , Keith Coulter. Lt Gen Hayden and Keith Coulter developed the agenda to
include issues of mutual concern.
(C) The NSA participants are Lt Gen Hayden, MG Quirk, IAD Director Dan Wolf, and six other
NSA employees. In addition to attending the conference, MG Quirk plans on spending some time
with Bob Brule, his CSE counterpart.
