(U//FOUO) Dr. Thomas Fingar, Assistant Secretary of Intelligence and Research, U.S. State
Department, will address the workforce on Friday from 1005 to 1050 in 9A135. Registration is
not required. The presentation will not be televised or videotaped.
(U//FOUO) His remarks will be particularly relevant to SID analysts, SINIOs and mid-level
managers and will include reflections on Intelligence Community reform and analyst
collaboration. He wants to thank the NSA personnel for their work upon which State is so
dependent and seek a better understanding of NSA perception of State's intelligence priorities.
(U//FOUO) Previous assignments in the Department of State include Deputy Assistant Secretary
for Analysis, Director of the Office for East Asia and the Pacific and Chief of the China Division.
Prior to the State Department he held a number of positions at Stanford University related to
Arms Control, Technology Assessment and China. He has served as a consultant to numerous
U.S. Government agencies and private sector organizations. He has published dozens of books
and articles, most on China. His principle foreign languages are Chinese and German.

reform will be authoritative and fresh. He wants not only to thank NSA but to learn how NSA and
State can work together more effectively. Please join him this Friday in a conversation that can
