Although the Five Eyes partners aspire to "sharing [of SIGINT] as the preferred default option," the mechanics of sharing sensitive information remains a challenge. After the June 2004 Global Network Forum, the partners committed to updating the TICKETWINDOW system, which will "enable reciprocal data sharing … without jeopardizing sensitive sources and methods."
