SUMMARY

For the NSA to get funded, the president submits a Congressional Budget Justification Book to Congress, which is reviewed by four congressional committees, that make suggestions and sometimes request more information about the NSA's programs to help them "gauge the appropriate level of funding," before the full Congress finally votes to approve it.
