SIGINT capabilities? The answers you need are now available in the updated version of SID
Management Directive 401, "SIGINT Capabilities Development System," dated 9 June 2005.

Requirements Generation and Validation," dated 7 March 2002. The policy establishes guidance

components of the NSA/CSS Enterprise, and to all current and future capability acquisition
efforts, regardless of cost.
