She is a winner of the Elks Oratorical award and a graduate of Kentucky State University. She's earned her JD at Howard University and is a member of Alpha Kappa Alpha Sorority. Ms. Russell-McCloud has served as a branch chief for the Federal Communications Commission. (U//FOUO) Travel: A van is available for Agency participants.
