(S//REL) CENTER ICE, a SIGINT Coalition collaboration tool, proves useful in Afghanistan.
(S//REL) The last operational article about CENTER ICE that appeared in the Foreign Affairs
Digest ( November 2005 ) summarized the partner training that took place that month at ETC
(European Technical Center). There has been a lot of exciting progress since that article
appeared. The CENTER ICE system was moved to Bagram Air Base in Afghanistan after the
partner training, and I set it up in the CSG* spaces inside the J2* at CTF-76 headquarters.
(S//REL) Co-locating the system inside the CSG provided many advantages including NSAnet on
the same desktop, secure phones, and a good situational awareness of the overall intelligence
picture. The initial setup of the system worked smoothly until it was turned on. Like many firsttime-deployed systems, there was a growing pains period when we learned about troubleshooting and things not to do.
(S//SI) The US and Norwegian systems arrived together, and once the US system was set up,
(S14) and I went to set up the Norwegian system. The Norwegian Intelligence
Service (NIS) had deployed one SIGINTer named
whose main mission in
Afghanistan was to support the Norwegian Special Operational Forces (NORSOF). The NIS area
was also located at Bagram and the only way the CSG was able to pass information before the
arrival of CENTER ICE was to give it as hard copy.
(S//SI) As mentioned, there were some growing pains with CENTER ICE's initial installation and
in fact, after the NIS system was operational, the US system went down. The FAD (NSA's
Foreign Affairs Directorate) officer who replaced me,
brought the necessary spares
out with her and a few hours after her arrival we had the system operational and conducted our
first chat and secure phone session with the Norwegians. I left theater at the end of November
and
took over as the forward liaison officer.
(S/SI) In the weeks that followed, the CENTER ICE concept proved itself to be extremely
useful. By having a secure means of passing data and communications,
was able to pass
valuable threat warning and sanitized GEO tippers to the Norwegians. To quote
"I feel quite safe in stating that the information that the Norwegians received from the
GEO tippers probably saved their squadron from a disaster last week. We were able to
warn the Norwegians about the reinforcements, and the continuous reporting on the handsets in
the Force Protection box allowed us to track all the players in the Troops In Contact (TIC) and
warn the Norwegians about where they were being observed from. I think what they (the
Norwegians) heard convinced them to pull out instead of going ahead with their plans to move
forward, and I really think they would have found themselves in a bad situation if that had
happened, particularly as there was no air support to give them."

(S//SI) This initial success was exactly what we hoped would happen as a CENTER ICE
proof of concept. The NORSOF have since left theater and will re-deploy as part of a Provincial
Reconstruction Team (PRT). In the meantime the Dutch and Danes are both currently using
CENTER ICE from their National Headquarters to familiarize themselves with the environment
before deploying. The German system is in Kabul and we expect the Germans to be on line
shortly. The Swedes activated their system from Stockholm and later tried to activate it from
Kabul without success. They will try again in the spring. GCHQ* is currently trying to activate
their system on an exercise with the UK's 14th Signal Regiment. We are hoping the Spanish and
Italians deploy their CENTER ICE systems to Afghanistan within the month.
(S//SI) There is still a lot of policy work being done here in an effort to make the system more
valuable. There are sharing, reporting and oversight issues that DP14 will continue to work. As
CENTER ICE is the first purely tactical multinational system, we need to change policy
to move it from its previous bilateral channels to be able to support coalition
arrangements. DP14 (FAD's Coalition, Multilateral and Military Affairs Office) will lead this push
and work with SID and others to make this happen and improve our support to the US and
Coalition war fighters. DP14 will also re-engage the SIGINT Seniors Executive Board (SSEB) in
April for a lessons-learned and way-ahead conference for all partners.
