(U//FOUO) The SINIO Council and the National Cryptologic School are pleased to present the
second in a series of Strategic Intelligence Issue Seminars for the Summer 2006. " A Biological
Weapons Program: Verifying its Existence through Language and Intelligence Analysis " will be
presented by the Deputy SINIO for WMD Proliferation, Ms.
(U) Course Overview:
(TS//SI) Russia's acknowledged program in biological weapons (BW) raises the possibility that
this same weapons technology could be passed to rogue states such as Iran. Beyond past
Soviet/current Russian capabilities, continuing advances in biotechnology provide further options
for a centuries' old weapon utilizing scare tactics as a prime means. This seminar will discuss
best methods in SIGINT analysis covering the possible existence of a target BW program. This
seminar will be at the TS//SI//GAMMA classification level. Both linguists and reporters are
encouraged to attend.
