6th in a series of Strategic Intelligence Issue Seminars for the Summer 2006. " Overview of

(U//FOUO) Strategic Warning, Watchlists, Special Warning Notices, Risk Identification
Memoranda, Warning Problems, WATCHCONs.... What do they all mean, and what role does
NSA play? This seminar will explain it all! In doing so, it will cover NSA's participation in the
newly-transformed "National Foreign Intelligence Warning System" and the "Defense Indications
and Warning System." It will also explain the role of SINIO and TOPI (Target Office of Primary
Interest) experts, who are key players in NSA's strategic warning process.
