(U) The Office of Strategic Intelligence Issues (S17), the SINIO Council, and the NCS are pleased to invite you to a terrorist finance presentation by Mr. Jack Blum, a former Special Counsel to the Senate Foreign Relations Subcommittee on Terrorism, Narcotics and International Operations, and currently a consultant to the UN. Course Overview: (U//FOUO) Mr. Blum, an engaging and dynamic speaker, will discuss the nature of financial transactions as they related to weapons of mass destruction (WMD) proliferation and attempts to avoid control regimes including the use of off-shore havens, shell companies, trusts and trust companies. He will also touch upon the use of middle-man arms merchants, the use of freetrade zones and the banking activities such as bank letters of credit. His presentation will end with a description of the use of transactions screening and filters to identify suspicious transactions.
