ICE – HSI Mission ICE HSI is the principal investigative arm of the U.S. Department of Homeland Security (DHS) and ICE is the second largest investigative agency in the federal government, responsible for the enforcement of over 400 federal statutes. The HSI directorate conducts transnational criminal investigations that protect the U.S. against threats to its national security and bring to justice those seeking to exploit its customs and immigration laws worldwide. This includes investigations into the smuggling of narcotics, weapons and various types of contraband; financial crime and export enforcement issues; cybercrime; immigration crime; human rights violations; and human trafficking and smuggling. Via ICM, he queries both ICE and CBP subject records, as well as NCIC/NLETS/III to learn if there is prior derogatory information on: • DOE (using the biographical information provided by CBP and DOE’s ID), • DOE’s company, • DOE’s Vehicle.

He has a prior criminal history for drug trafficking, resulting in a conviction out of Oklahoma (NCIC/NLETS/III). • DOE’s company is the subject of a previous HSI investigation. • DOE’s Vehicle has crossed into the United States 30 times in the past two months and has never been searched (CBP information).

An HSI Special Agent (SA): Day in the Life OCIO Official Use Only • SA Jones interviews DOE, advising him of his Miranda rights, documented on a standard form. • During the course of the interview, SA Jones learns that: • DOE was hired by a man he only knows as “Caliber,” whom he describes as a Caucasian male, approximately 40 years old, with blue eyes and brown hair. • DOE has seen Caliber driving a blue Ford Mustang. • Caliber is a “silent partner” in DOE’s business. • Caliber has a Cessna 210 aircraft with a tail number of N2323322, that he uses to import drugs into the U.S.

Via ICM, he queries both ICE and CBP subject records to learn if there is prior derogatory information on: • Any individuals with a nickname of “Caliber,” who are Caucasian males, approximately between 25 and 50 years old (HSI and CBP records) • OCIO Official Use Only Any aircraft with tail number of N2323322 (HSI and CBP records). During this single search, he also able to see if this aircraft has had any recent international travel (CBP records).

An HSI Special Agent (SA): Day in the Life • OCIO Official Use Only As a result of SA Jones’ queries, he identifies an HSI subject record for a closed case, “Calvin CLARK et al.” • This case is linked to a subject record for an individual named Calvin CLARK, who has a documented nickname of “Caliber” due to a tattoo of a gun on his arm. CLARK is 28 years old and is Caucasian. • The CLARK case is also linked to a subject record for the aircraft with tail number of N2323322. • The two subject records are linked together with an indication (made by the linking agent) that the plane is registered to CLARK.

SA Jones documents the information he’s learned about DOE and CLARK, and all associated vehicles, aircraft, and business by: • Opening a case folder/file that contains metadata about the investigation as well as “housing” the associated case documents below. • Creating subject record information for the individuals and items • Writing a long form narrative report, known as an report of investigation (ROI) • Linking the case documents to each other and the case itself, as well as the relevant items to the previous HSI investigations of CLARK. He also uploads media, to include a .PDF of DOE’s Miranda waiver and photos.

TECS Modernization Overview ICE requires a mature COTS-based, web-enabled solution that can achieve the aggressive schedule of delivering a production ready solution for formal integration testing within six months after contract award. System that can be configured or minimally customized to support the unique requirements of the ICE/HSI investigative law enforcement agency The ICM system will support the U.S. Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE)/Office of the Chief Information Officer (OCIO) and Homeland Security Investigations (HSI) mission, and will improve HSI’s ability to investigate, manage, and report on law enforcement and intelligence activities. The system must reach IOC by end of September 2015 for ICE to achieve mainframe independence from the legacy system shared with Customs and Border Patrol (CBP) Multiple parallel activities (project teams) OCIO Official Use Only

Program Execution Phase 0 - Proof of Concept: Build a proof-of-concept based on the operational flow to support further functional and technical review. Phase 1- Requirements Confirmation and Baseline Installation: The ICM system shall be installed, configured and operable to the baseline level of functionality and technical capability representative of what is reported by the Offeror in the response to this RFP. Phase 2-Baseline Gap Analysis: Perform a gap analysis of the baseline capabilities as installed in the first phase versus the required IOC capabilities. Phase 3-IOC Development and Configuration: Configure and develop the IOC capabilities as documented in the Baseline Gap Analysis. Phase 4-IOC Integration and Testing: Conduct extensive integration testing, system testing, performance testing, user acceptance testing, and stress testing of the ICM system solution. Phase 5- FOC and Operations & Maintenance: Configure and develop the FOC capabilities and provide operations and maintenance support for IOC. OCIO Official Use Only

ICE TECS Mod Project Teams ICE TECS Mod integrated technical project teams have been structured in parallel of acquisition process and modular in design to support ICM integration. 1. Data Migration – Identification and migration of legacy data to a relational target data store. The data migration team will migrate legacy data from the TECS mainframe to an Oracle RDBMS (target database). 2. Interfaces – The interface team will develop a service layer to support inbound and outbound data transactions. “One stop” shop for ICM for requests to external systems/interfaces (CBP, NLETS, III, etc.) 3. Data Warehouse – The data warehouse will store legacy mainframe information and going forward will be the centralized repository to access ICE TECS Mod data. The ICM system will need to access the data warehouse to conduct searches for legacy data not imported into the ICM system. 4. Infrastructure -- The program has access to DHS Development Test as a Service (DTAAS) and Infrastructure as a Service (IAAS). The DHS hosted environments include systems management, monitoring, security auditing, and 24/7 operations support. The Government is open to alternative hosting solution options. Acquisition Strategy-Multi-Step Process Including an Advisory Down-Select HSCETC-14-R-00002 will be competed IAW FAR Part 15 as a full and open competition using a multi-step advisory downselect process. The requirements in the RFP posting are a sub-set of the entire requirements package which contains Law Enforcement Sensitive (LES) requirements. The full set of requirements (including LES information) will be provided to those Offerors who participated in the Operational Capabilities Demonstration (OCD) and choose to proceed to Step 2 of the competition. Offerors must participate in Step 1 (OCD) to be eligible to receive the LES information and participate in Step 2 (Full Proposals). OCIO Official Use Only

Type of Contract and Period of Performance The Government contemplates a hybrid firm-fixed price (FFP)/laborhour (LH) contract with FFP, LH, and Cost Reimbursement (CR) CLINs; CR type CLINs will only be used for Other Direct Costs (ODCs) and Travel. The PoP will consist of a base period and five (5) option periods as follows: Base Period: 2 months (Proof of Concept) Option Period 1: Ten months (including two (2) month transition-in period) Option Period 2: 12 months Option Period 3: 12 months Option Period 4: 12 months Option Period 5: 12 months (including two (2) month transition-out period) OCIO Official Use Only

Place of Performance Base Period For the Base Period (Proof of Concept), the Contractor will perform work on the Contractor’s site and on the Contractor’s systems. Contractors may be required to attend meetings in the Washington, D.C. area. Option Periods Work, meetings, and briefings will be performed primarily at the Government sites located at 800 K St. NW, Washington, D.C. and 500 12th St, SW, Washington, D.C. RFP QUESTIONS L.3.1.2-Receipt of Questions: Offerors shall submit all initial questions via e-mail to [email protected] using Attachment 3-RFP Question Template. All initial questions must be submitted by 12 PM on May 12, 2014. The Government does not guarantee that any questions submitted after this date will be addressed. Note: All questions/responses will be posted to FBO.gov; Offerors shall ensure the questions are not proprietary in nature and there is no reference to a specific company or product in the questions. Acquisition Process Step 1 - Operational Capabilities Demonstration (OCD): In order to continue on to Step 2 and receive the full list of LES requirements, each Offeror must perform an OCD to test and validate their existing system’s maturity and capability in meeting the requirements of the ICE Investigative Case Management (ICM) System. These demonstrations will require each Offeror to execute a predefined scenario of critical capability and then allow the Government operators an opportunity to conduct the preplanned scenario on the vendor’s system. Interested Offerors must respond via e-mail to [email protected] stating both their intent to bid and their intent to provide an OCD in Step 1 by 5 PM EDT on May 16, 2014 ; the subject of their e-mail shall be ‘Intent to Bid: HSCETC-14-R-00002’. Companies who submit Late ‘Intent to Bid’ e-mails will be prohibited from participating in Steps 1 and 2. The Government will schedule demonstrations kto be held in ICE offices in the D.C. area. Acquisition Process, Continued The preplanned scenario and ground rules for the OCDs will be provided to each Offeror approximately 48 hours in advance of their scheduled demonstration. OCDs will be evaluated in accordance with Section M of the RFP. The result of Step 1 is an advisory down-select. Offerors will be notified in writing as to whether they appear to be a viable competitor for Step 2. Although all Offerors that participated in the OCD are eligible to participate in Step 2, Offerors who appear to be non-viable based on the evaluation of their OCD are provided this opportunity to make the business decision whether or not it is in their best interest to devote resources to continue to Step 2. Acquisition Process, Continued Step 2 – Full Proposals: Law-Enforcement Sensitive Information: Those Offerors who choose to proceed to Step 2 shall submit an e-mail to [email protected] with their intent to participate in Step 2 (Subject Line: Intent to Participate in HSCETC-14-R-00002, STEP 2); this e-mail must be submitted within three (3) business days of receipt of the viable/nonviable down-select letter. This e-mail shall also include completed Attachment 9-Step 2 Offeror Personnel Spreadsheet (See Section H.6.1-Security Requirements for Step 2 of the Solicitation) for additional information on the security process for Step 2 LES Information). In addition, the Offeror and each person who is approved for LES access will be required to sign a non-disclosure agreement (NDA) with the Government before being provided the full set of Law Enforcement Sensitive requirements. Acquisition Process, Continued Upon receipt of the LES information, the Offerors will have seven (7) days to submit final questions via e-mail to [email protected] using Attachment 3-RFP Questions Template. The Government does not guarantee responses to questions received after the seven (7) days. All Offerors will have 30 days from receipt of the LES information to provide Step 2 written proposals: Past Performance Questionnaires will be due 15 days from receipt of the full set of requirements and other pertinent LES information. Source Selection M.2.1-Basis of Award. One or more Contractors, whose proposal conforms to the solicitation requirements and are determined based on the evaluation criteria to represent the best value to the Government, will be chosen for contract award. If more than one contract is awarded, the Government will fund the base period of each contract. After all Contractors deliver their final Proof of Concept as a formal deliverable for the base period, the Government will exercise Option Period 1 of one contract. Personnel Security Requirements SECURITY REQUIREMENTS FOR STEP 2 OF THE SOLICITATION Prospective Contractors shall submit to the ICE/OAQ CO the required information contained in Attachment 9-Step 2 Offeror Personnel Spreadsheet, on all personnel who will access Exhibits A, b, C, and F of Attachment 1-Statement of Objectives, all of which are considered ‘Law Enforcement Sensitive’ (LES). These individuals will be screened to ensure they meet the requirements to access LES information.
