The Highlights
Long walkers arrived at the Cheyenne River Camp on the Cannonball River in
North Dakota. Cheyenne River Camp is setting up additional green Army style
tents. A shipment of pallets and water arrived today. Shiye Bizdiil is back at
Little Creek Camp based on FB live feeds from his drone this morning. Tawasi
remains constantly a No-DAPL advocate, it appears he is beginning to stake out
his claim at organizing a new camp. The Colorado based organization known as
"Sustainable Settings" has offered to purchase weapons for the Native Roots
(Tankini) Camp.

A. Intel Update
1) A call was received today at 14:40 from Morton County LE to DAPL Security
informing that there had been a call to come in from a restricted caller informing Le
that a bus load and nine vehicles were at the Prairie Knights Casino enroute North
on 1806 to the private property or the North Bridge. After several hours of
monitoring the property on of the SSA’s went south on 1806 to check the location of
the walkers who determined the walkers had stop at the Cheyenne River Camp.
Later DAPL security was notified that BIA made them turn into the camp because
they were blocking the road. They wanted to continue to the bridge, but BIA
wouldn't allow it.

a. Analyst Comment: The fact that- invited the protesters from
California and the above post indicates there is an over-arching collaborative
effort to organize the protests throughout the Sioux reservations as well as
across the nation.
4) Last night three to four protesters claiming to be from Sacred Stone Camp went to
the former Oceti Sakowin Camp location on US. Corps of Engineer land via HWY
1806. The exact intentions of the protesters at the Oceti Sakowin Camp grounds is
unknown.
a. Source Comment: There was some alcohol involved and they seemed to be
wanting to commemorate the past events at Oceti Sakowin, but they were
likely conducting scouting operations.
5) Cheyenne River Camp is setting up two additional green Army style tents. A

1) The activist known as Tawasi appears to be attempting to locate a camp site in the
vicinity of the Keystone XL ROW. While he remains constantly a No-DAPL advocate,
it appears he is beginning to stake out his claim at organizing a new camp to protest
the XL pipeline. This is significant in that he appears to have stopped his efforts to
establish a camp in or near Patoka, IL.
2) Chicago activists are currently shifting their attention to a visit by EPA director Scott
Pruitt. All No-DAPL activists are putting out a call for a spontaneous, unpermitted
demonstration When Pruitt visits an East Chicago Superfund site, scheduled for April
19, 2017. While the topic is the superfund site and clean environment, the protest
will include “Clean Water” anti-DAPL groups at the protest. Currently, Mr. Pruitt has
not released his schedule and therefore the protest will be coordinated through
social media. The individuals are stating that they intend on this protest to be “like
Berkley”. This is a clear statement of violence is intended. Additionally, there has
been some talk of pro-Trump groups attending in a counter protest, once again
setting up the potential for a violent confrontation during his visit. The actions of the
activists are departure from previous demonstrations in Chicago with thinly veiled

threats of violence. This appears to be a result of continued normalization of
violence as a means of accepted protest. Illinois Law enforcement are taking the
potential seriously and are preparing for the potential of violence during the

3) Food and Water Watch, continues their efforts to draw attention and maximize
participation at the April 29, 2017 demonstrations in Chicago and Washington DC.
They have gained a lot of momentum with the No-DAPL organizations and will
continue to exploit those. It appears that the bulk of the no-DAPL membership will
be participating in Chicago’s demonstration and will be doing so as a group. The
Chicago No-DAPL groups supporting this effort, ensures a Native American persence
throughout the demonstration and legitimatizes the environmental groups efforts.
The continued focus of the No-DAPL narrative continues to elevate the threat to the
pipeline in Illinois. This coupled with the normalization of targeted vandalism and
the belief that the oil has not yet reached Illinois, puts the known pipeline facilities
at a growing risk.

A. Intel Update

The Colorado based organization known as "Sustainable Settings" has offered to
purchase weapons for the Native Roots (Tankini) Camp. The organization visited the
camp approximately 3 weeks ago to provide advisement on creating an eco
sustainable community. Angela Ohmer (frank archembault's fiancé) and Phyliss
Baldeagle are traveling to meet again to Colorado to arrange the possible support
that will be provided to include farm equipment, farming chemicals, and tools to
include weapons. Frank Archembault suggested that the camp learn from using the
22 cal weapons available at camp, but also wants long-range rifles for prairie patrols
and shotguns for the front gate security. The camp wishes to be trained on military
tactics, to include military fire arms, and medical training. Scrap metal is being
collected to set up hedgehogs at the front gate. Reporting officer was able to
increase existing divisions between the Native American groups and Hippie group,
which is a thinly veiled Marxist commune led by "Travis". Many of these marxists
had been living in Camp 2 for 7 months. They are attempting to control the camp,
circumventing the Native leadership. Leadership from Native roots camp wishes to
coordinate with Little Creek Camp in Iowa to promote direct action against KXL and
to share supplies and transport activists between the two locations. While it may be
resisted by Little Creek Camp leadership, reporting officer has convinced some
activists to leave Little Creek Camp and settle in the more forward-looking Native
roots camp which is more focused on KXL. No direct action against DAPL has been
suggested by members of Native roots camp. Native activists believe occupation
and NVDA is an abortive effort.
