Back in April, just before the New York primary, Hillary Clinton’s campaign aired a commercial on upstate television stations touting her work as secretary of state forcing “China, India, some of the world’s worst polluters” to make “real change.” She promised to “stand firm with New Yorkers opposing fracking, giving communities the right to say ‘no.’”
The television spot, which was not announced and does not appear on the official campaign YouTube page with most of Clinton’s other ads, implied a history of opposition to fracking, here and abroad. But emails obtained by The Intercept from the Department of State reveal new details of behind-the-scenes efforts by Clinton and her close aides to export American-style hydraulic fracturing — the horizontal drilling technique best known as fracking — to countries all over the world.
Far from challenging fossil fuel companies, the emails obtained by The Intercept show that State Department officials worked closely with private sector oil and gas companies, pressed other agencies within the Obama administration to commit federal government resources including technical assistance for locating shale reserves, and distributed agreements with partner nations pledging to help secure investments for new fracking projects.
The documents also reveal the department’s role in bringing foreign dignitaries to a fracking site in Pennsylvania, and its plans to make Poland a “laboratory for testing whether U.S. success in developing shale gas can be repeated in a different country,” particularly in Europe, where local governments had expressed opposition and in some cases even banned fracking.
The campaign included plans to spread the drilling technique to China, South Africa, Romania, Morocco, Bulgaria, Chile, India, Pakistan, Argentina, Indonesia, and Ukraine.
In 2014, Mother Jones reporter Mariah Blake used diplomatic cables disclosed by WikiLeaks and other records to uncover how Clinton “sold fracking to the world.” The emails obtained by The Intercept through a separate Freedom of Information Act request provide a new layer of detail.
The Clinton campaign did not respond to a request for comment. During the April 15 Democratic debate in Brooklyn, New York, Clinton insisted there was no inconsistency between her positions:
Q: OK. Secretary Clinton, as secretary of state, you also pioneered a program to promote fracking around the world, as you described. Fracking, of course, a way of extracting natural gas. Now as a candidate for president, you say that by the time you’re done with all your rules and regulations, fracking will be restricted in many places around the country. Why have you changed your view on fracking?
CLINTON: No, well, I don’t think I’ve changed my view on what we need to do to go from where we are, where the world is heavily dependent on coal and oil, but principally coal, to where we need to be, which is clean renewable energy, and one of the bridge fuels is natural gas. And so for both economic and environmental and strategic reasons, it was American policy to try to help countries get out from under the constant use of coal, building coal plants all the time, also to get out from under, especially if they were in Europe, the pressure from Russia, which has been incredibly intense. So we did say natural gas is a bridge. We want to cross that bridge as quickly as possible, because in order to deal with climate change, we have got to move as rapidly as we can.
The Global Shale Gas Initiative, Clinton’s program for promoting fracking, was announced on April 7, 2010, by David Goldwyn, the State Department’s special envoy for energy affairs, at the United States Energy Association (USEA), whose members include Chevron, ExxonMobil, ConocoPhillips, and Shell.
In a widely covered event in Krakow three months later, Clinton announced that “Poland will be part of the Global Shale Gas Initiative,” and the State Department would “provide technical and other assistance.”
Goldwyn, who did not respond to multiple requests for comment, spoke to National Journal last month, explaining that “[Clinton’s] instruction to me was that it was OK to talk about helping other countries get access to their own resources, as long as the focus of our engagement was how they could do it safely and efficiently, and that’s why the program had almost an entirely regulatory focus.” Goldwyn emphasized that the shale gas initiative was not designed to help the private sector and instead should be seen as “a really very modest government-to-government.”
But the emails show an aggressive effort to engage private energy companies and use Poland as part of a larger campaign to sell fracking throughout the region.
An email dated December 3, 2010, shows that the State Department had Poland firmly in its bull’s-eye and that companies such as ExxonMobil, Chevron, Marathon Oil, Canadian firm BNK Petroleum, and Italian energy company Eni expressed interest in tapping into Polish shale. One official suggested “enlisting Eni” to help organize the pro-fracking campaign in Poland, as well as bringing in U.S. companies. Earlier that year, in April, Poland’s then-Minister of Foreign Affairs Radoslaw Sikorski also took a trip to Texas to visit a fracking production site.
“I think we should be open to working with the Poles to spread knowledge and understanding of Poland’s (and Europe’s) shale gas potential,” wrote the State Department’s Chuck Ashley, who now works in the Office of the U.S. Ambassador to Israel.
“Poland,” Ashley wrote, “is a laboratory for testing whether U.S. success in developing shale gas can be repeated in a different country, with different shales, and a different regulatory environment.” Ashley also noted that “popular and political support is strong now, but this could change when shale gas wells come to their backyards.”
In fact, that did change. As drilling rigs transformed from prospect to reality, Polish citizens attempted — as it turns out, successfully — to fend off companies interested in fracking in Poland, including Chevron. A group called Occupy Chevron formed in reaction to the potential for shale drilling in Poland and Chevron filed a lawsuit against the occupiers. Facing the backlash and low global oil prices, in January 2015, Chevron announced it would halt operations in Poland.
Despite Goldwyn’s recent assertion that the fracking campaign was a modest effort, the emails show what Goldwyn referred to as a “whole of government” approach that included deploying assistance from a range of agencies. At least 13 different government agencies were part of the effort.
Take Morocco, for example. A joint program with Clinton’s Global Shale Gas Initiative and the State Department’s International Visitor Leadership Program (IVLP) event for visiting Moroccans involved several U.S. government federal agencies in the proceedings. That included the EPA, National Security Council, USTDA, USGS, BLM, FERC, and the Commercial Law Development Program.
After signing the agreement, Moroccan officials visited the U.S. for a series of meetings with the National Security Council, U.S. Trade and Development Agency, Bureau of Land Management, along with meetings with the American Gas Association and America’s Natural Gas Alliance, a lobbying group for the largest American fracking companies.
The emails reveal that the NSC had a “biweekly shale gas call” in which it offered the State Department its input on Global Shale Gas Initiative priority countries.
The Global Shale Gas Initiative eventually became enveloped in the broader and still-existing Bureau of Energy Resources, a special wing within the Department of State devoted to the geopolitics of energy. “You can’t talk about our economy or foreign policy without talking about energy,” Clinton said, announcing the new bureau in 2011.
The office, staffed by 85 people, focuses on a range of energy development, but with a special focus on unconventional gas development and infrastructure, such as fracking and liquefied natural gas terminals, to support the development of the international gas market.
Now called the Unconventional Gas Technical Engagement Program, the Global Shale Gas Initiative lives on under Secretary of State John Kerry (though they’ve taken down the website) but with the prospect of a commercial-scale global shale gas boom greatly reduced. Only the U.S., Canada, Argentina, and China have commercialized the controversial horizontal drilling technique.
The pause in fracking, however, might be momentary. A number of energy companies that worked closely with the State Department now employ lobbyists that are fundraising furiously for Clinton’s campaign. ExxonMobil’s top lobbyist, as well as lobbyists for liquefied natural gas terminals designed to connect the U.S. to the global gas market, are among the most prolific fundraisers.
Goldwyn, too, is still actively promoting similar policies in the private sector through his consulting company Goldwyn Global Strategies, as counsel to the energy lobbying firm Sutherland Asbill & Brennan, and through his association with the Atlantic Council, a think tank that promotes fossil fuel development.
The State Department’s shale gas initiative “was clearly driven by the promotion of Big Oil’s expansion,” Charlie Cray, senior researcher at Greenpeace USA, told The Intercept. “That it was one of State’s highest priorities undermines their credibility as leaders in the global effort to prevent the calamitous threats of climate change.”
Another slanted piece of propaganda which neglects to mention that Poland’s is a massive coal miner and burner of coal, and their refusal to go along with 2009 Eu initiatives to curb global warming. So, as usual, stupid sound bites to solve massive, complex problems is chum for the Clinton haters, who, like the Republicans, start out with the premise that she is bad, and then build their case from there. I live in Oklahoma and the amount of fracking related earthquakes is very real here. Almost daily we are shaken awake. We now are the #1 state in the nation in earthquakes. The oil companies are all pulling out of the state because of this. In the meantime the public are having to file lawsuits or just fix their property themselves. Not many had earthquake insurance, there was no need until recently. The past few years this problem has gotten worse. Now the state is low on funds, I guess they spent all the money. They have put all their eggs in big oil’s basket. Big oil just moves on…..to the rest of the world it would seem. It’s just a very sad situation. I hope some day soon Big Oil will be stopped. This planet can’t take more spills, pollution and so on, and so on….Wake Up!!

I have to plead guilty to adhering to a double standard when it comes to fracking. I tend to think it may be a pretty good “bridge” for some countries to move away from their dependence on foreign oil and start seriously creating more clean energy resources. In the case of the U.S., I am opposed to more fracking due to knowing that we CAN use our resources to institute clean energy modalities. We have the $$, we need to have the will.
Most of Europe is away ahead of the US in terms of clean energy. The US recently blocked a huge sale of solar panels to India because it would harm US energy companies. Mostly it has being the US the retarded nation on climate change. If US decides to abandon fracking and invest in clean energy, it would be way more effective to combate climate change, since many other nations would be able to benefit from an expanding (and now almost no existent) green energy industry. Yes, you have the money, but your politicians don’t have the will to do it.
That’s a reasonable position.
If Hillary Clinton would just come out and say THAT, she’d save herself a lot of misery. Instead, she makes a mess of everything by talking like she’s the second coming of John Muir.
Except fracking cannot be done without a substantial loss of methane to the atmosphere. Methane is a much stronger heat accumulator than CO2 and the methane loss in this country has offset all of the gains in CO2 reduction we have made in the last 10 years. An MIT study forced the EPA to recalculate our alleged progress in carbon pollution and add in the methane numbers. Oops. It is not a viable bridge because it does more damage than even coal. The problem appears to be that we don’t have the technology to seal the wells and no way to measure accurately how much methane is escaping. The seals are permeable to gas, and methane is a gas. Satellite studies show that the sources of methane map pretty truly to the areas where fracking is happening. Of course, that pipe fracture in California that spewed gas for months also didn’t help. But the public has yet to learn the dangers of methane, and how much worse a greenhouse gas it is than anything else we’ve been taught.
This is certainly no surprise coming from a candidate whose slogans, based on her actions, should be: ‘Because It’s My Turn’ and ‘I’m Not Trump!’

Whats the problem with promoting natural gas again? It’s replacing coal use in the united states, reducing carbon dioxide emissions and air pollutants in the process.

Face it – Hillary, the queen of chaos, has been promoting policies that support climate chaos.
Natural gas is a problem because burning any fossil fuels is a problem – we are past the tipping point. We need to cut back on all fossil fuel usage as fast as possible. Methane is a potent greenhouse gas and methane leakage has been shown to make natural gas as bad as coal in contributing to climate change. The entire “bridge fuel” argument was a lie — it was a bridge to nowhere – a myth by gas companies. The “bridge metaphor” indicated we were building something, and that “something” was supposed to be sustainable energy. However, the natural gas boom built none of this needed sustainable infrastructure. It was just a scam to allow further extraction of fossil fuels. Fracking propaganda is generated by the same shills that used to work for tobacco companies. This is about exporting natural gas for profits — and the kickbacks of profits to politicians like the Clintons. Fracking is one of the dirtiest ways to mine fossil fuels, and a major contributor to ground water pollution. Hillary has been a major promoter of this insane policy. Hillary is leading us to a climate death spiral.

The authors of this particular piece are also well-known for their excellent investigative journalism – Lee Fang, in particular, and his work is often cited in other media outlets. The question isn’t the pros and cons on various fossil fuels and technology. Point is, why did someone who has been running for president 24-7 snce at least 2001 tell voters, loudly, repeatedly, that she had a specific view on the issues while she was, in fact working with the industry and completely at odds with her claimed stand.

Fine article about Clinton, but please do a little more research on the technology. Horizontal drilling is not fracking. Fracking is not new technology. The new technology is finding a way to frack a horizontal bore. This was done with “sliding sleeves”. Google it if you are interested.

Great reporting, I wasn’t aware of the extent of her support for fracking globally.
And, this line by Clinton is lifted right out of the fossil fuel PR handbook: “. . . . and one of the bridge fuels is natural gas.”
That’s just a stalling tactic – the fact is, renewable technology has advance to the point where national economies can run entirely on wind, solar and storage without relying on fossil fuels at all – they just have to roll out what already exists. Germany is doing this, Portugal just ran its national electrical grid for four days on renewables alone, and this is all supported by the global leaders in renewable energy manufacturing – i.e. China, because fossil fuel interests in the U.S. and Britain have done all they can to sabotage the rise of this industry, even though it would be huge for domestic manufacturing jobs.
This story is not surprising, though – when Hillary Clinton was secretary of state, she dragged her heels on the Keystone tar sands pipeline decision, even though she knew that approval was opposed by the entire Democratic populist base, because her Wall Street financiers had huge investments in the Canadian tar sands (probably the dirtiest fossil fuel source of all, even more than coal, as massive amounts of natural gas are needed to melt and process the tar sands into a filthy sulfur-laden syncrude, which, when refined, creates even more solid, liquid and gaseous waste).
She also was a huge backer of the trans-Afghanistan pipeline project, intended to bring ‘stranded’ oil and gas in Central Asia to global markets – she called it the “new Silk Road” and had her State Department people plugging it everywhere they went. This was merely picking up where Condoleeza Rice left off (recall, Rice had a Chevron oil tanker named after her, and Chevron and Exxon were major players in the Central Asian oil game.) This agenda actually dates all the way back to the Clinton presidency – many people have forgotten how the Clinton State Department was engaging with the Taliban in 1999, trying to form a ‘relationship’ which involved giving them over $100 million (supposedly to fight opium production) as part of the Chevron-Unocal effort to open that pipeline; all these efforts basically failed as the Taliban remained uncooperative:

That’s not true at all. Texas has had earthquakes long before fracking, and long before oil drilling in the state back in the 19th century.
Earthquakes in Texas are of very low magnitude compared to other parts of the US. Our earthquakes are generally of a 2 or 3 magnitude, with a very occasional in the low 4s.
Oklahoma has more earthquakes, some up to a 5 than Texas because it has more faults than Texas does. Oklahoma is also much closer to the New Madrid Fault.
Texas, like the US East Coast and the mid section of the US are far from the tectonic plate boundaries and generally quite for earthquakes. The US West Coast is essentially on some tectonic plate boundaries and has very active earthquake zones and faults. Fracking does not cause earthquakes.

Good for her and rightfully so! Fracking has its own issues, needs to be heavily regulated, and done safely, but it’s a whole lot better for the earth and our environment than what it’s replacing: coal.
We can’t become afraid of doing what’s right for fear of what a bunch of angry but ignorant ideologues are going to say. Natural gas emissions are 1/3 those of coal, someone with environmental concerns that takes a “no fracking, ever” stance is cutting off thier nose to spite thier face.
Natural gas is a transition fuel that’s so much better for the planet than coal it isn’t even funny. Fracking happens to be the best way to get a large percentage of it out of the ground. All she’s talking about was how to help these countries not only get off coal and slow the emissions of greenhouse gases into our atmosphere, but to help these countries gain some independence from the energy producing nations they’re relying on.
There’s room for the nuances of every topic to be discussed. Don’t be a know it all ideologue that has a hardcore opinion about something after nothing but first glance.

See, if you own natural gas fields, then every new natural gas plant built secures a 20-year future market for your natural gas – but if you build a solar PV array that provides just as much electricity, well, that’s a one-time sale, and no 20-year market, as nobody controls sunlight – you can’t pull an Enron and tighten up the sunlight supply to boost prices, as you can with natural gas, so Wall Street will earn far less money on renewables than on fossil fuels – that’s unavoidable.

Crony investment costing us hundreds of millions of dollars. They need to invest in the backyard inventors who make useful things, then sell of patents to big business which burns the inventions.
Do we want cheap energy? Ask the Government to declassify Tesla’s inventions that were deemed to powerful and to cheap and would put energy companies out of business. Invest in the Keystone pipeline and keep the supply of Canadian and Dakota flowing safely, rather than rail road tankers.
Lean energy, the dream of it, is wonderful. But it will take time, and our immediate concern is energy independence right now. Energy companies aren’t stupid. They know oil is a limited supply commodity. They would invest in fossil free energy is there were no government restrictions of their R&D.
Hillarys speech fees list the wealthiest 1% in the country, and they paid her nearly $250 million for speeches. The broke Clintons are a disgrace. I just wish Blacks and Hispanics would wake up and see how they are kept in low paying jobs because of her free trade and her immigration stance. Kudos to Hillary for her work in helping to liberate Europe from Russian gas! The people of Europe should not have to live under threat that Putin is going to shut their heat off. By encouraging them to embrace this technology, she improves their lot economically as well – even as, indirectly, she created a way to make natural gas somewhat cheaper in the U.S. through the competitive production, without taking any risk, however remote, of poisoning our ground water.

This comment reeks of paid work by the Hillary camp. The government confirmed that fracking has several hidden dangers among which are earthquakes. Radon gas leaks are especially dangerous as well as water pollution and loss of water by the fracking process- billions of gallons of drinkable water that is removed from the water cycle. Oh! And let’s not forget the chemical exposure from fracking. Instead of buying into fracking, Poland would do well to invest in clean and renewable energy much like the rest of Europe has done.
Alas, I have no idea how to make money off my postings. I call things as I see them, and that rarely pays. Your concerns are largely absurd. Yes, radon gas can come up through fractured rock, but in the Reading Prong at least it doesn’t seem to have much problem finding the surface on its own. In areas without so much uranium it shouldn’t be much of an issue. As for “water removed from the water cycle”, bear in mind that the water cycle includes the oceans – the oceans that are rising every year! It is a lot of water and it is nothing compared to the sea. It’s a use of fresh water, sure, but new fresh water falls every day. Now pollution and chemicals do worry me, and I’d like to see mandated disclosure of all the fracking chemicals and whatever sensible regulation that might suggest. But — burning more gas means less mercury and even radioactive material from coal falling on us, not to mention just plain asthma-inducing particulates. So I prefer my odds.

Clinton must have been quite conflicted as she spoke to the coal mining communities. The reality of finding alternative employment for the sheer numbers of Miners who have been idled are quite daunting – which is one of the better reasons for re-educating workers BEFORE they are put out of work. Regardless, Coal Bed Methane (CBM) extraction, using Fracking techniques, will be the path forward in utilizing the energy in these regions. The unfortunate part of this evolution, however, will be the fact that far fewer people will be employed. Don’t you wish politicians could be more direct and honest with the folks. The folks don’t understand these things and honesty would definitely create “a teaching moment” as the Liberals like to say…

Noticing the concern with the young female questioner, she went on to say she would leave it up to the states with other points.Then said she would have tougher regulations so most so companies more than likely would not pursue it. When Bernie was asked if he would allow fracking he said one word. NO. Hillary is obligated to those industry who have bought an interest in her and her Foundation, if she becomes President they will want a return on their investment. Similar to why Monsanto has invested in Hillary while she successfully advocated for foreign countries to take GMOs and just last year was telling them how they should project a positive and beneficial marketing strategy to promote GMOs and use the public’s naivete to persuade us. She also stated that she was in favor of relaxing regulations (and taxes to my recollection) for the biotechnology and pharmaceutical corporations. Can you imagine what she said to Goldman Sachs?

What is extremely likely, or perhaps certain, is that our fossil fuel burning is the ethical equivalent of nuking the poorest cities in the world. Natural gas may have been a bridging fuel 20 years ago, now it is needed to supply nitrogen to plants. If we intend to use gas as a vehicle fuel or for generation of electricity then by 2060 we will only have enough nitrogen to produce food for 6 billion people. It rapidly drops thereafter, unless of course we can find a bridging nitrogen source.
Its time we started relearning rotation cropping with legumes again.

One overlooked benefit from fracking is a virtual elimination of mercury released to the atmosphere due to coal-fired plants being replaced by gas.
They lied about tobacco, they lied about WMD, they lied about Kennedy, they lied about we don’t need Glass–Steagall, now they are lying about their emission ratings, and we should believe they will take care of our water? Let’s ask Flint, Michigan.
This alleged benefit is offset when fracking releases all kinds of chemicals, heavy metals, etc., into underground water that later becomes drinking water and water for agricultural crops. Also, mercury can be reduced or eliminated from coal emissions through more stringent regulations on coal emissions.
Mercury could be scrubbed better from coal stacks but it’s not because of the cost. Coal ash is loaded with heavy metals (Cr, Mn, Pb, Zn, Cu, Ni, Co) and the world produces 100s of millions of tons of the stuff every year. (best sources are behind JSTOR or Elservier, bastards)
Coal is filthy and should only be used when there is no viable substitute. Metallurgical grade coal is such a thing but steam coal sucks.
Fracking is cleaner than coal on a global scale. Yes, there are areas that should not be fracked and better regulation of what gets injected as ‘waste’ is needed but, the technology will allow us to separate from the House of Saud.
Another option is for Americans to stop using twice the energy per capita as Europe …

You can’t really compare fracking with EGS. While cracking the earth open in both methods can be dangerous and can cause seismic activity for EGS you use water and receive and emit water vapor. For natural gas you put undisclosed chemicals in the ground and receive natural gas, which you burn. Natural gas is finite and you move on to the next facking site. EGS you frack once, you stay and you have an infinite source of energy and emit water vapor. Island already has 25% of their energy from EGS.
