The year is 2030. Forget about the flying cars, robot maids, and moving sidewalks we were promised. They’re not happening. But that doesn’t mean the future is a total unknown.
According to a startling Pentagon video obtained by The Intercept, the future of global cities will be an amalgam of the settings of “Escape from New York” and “Robocop” — with dashes of the “Warriors” and “Divergent” thrown in. It will be a world of Robert Kaplan-esque urban hellscapes — brutal and anarchic supercities filled with gangs of youth-gone-wild, a restive underclass, criminal syndicates, and bands of malicious hackers.
At least that’s the scenario outlined in “Megacities: Urban Future, the Emerging Complexity,” a five-minute video that has been used at the Pentagon’s Joint Special Operations University. All that stands between the coming chaos and the good people of Lagos and Dhaka (or maybe even New York City) is the U.S. Army, according to the video, which The Intercept obtained via the Freedom of Information Act.

The video is nothing if not an instant dystopian classic: melancholy music, an ominous voiceover, and cascading images of sprawling slums and urban conflict. “Megacities are complex systems where people and structures are compressed together in ways that defy both our understanding of city planning and military doctrine,” says a disembodied voice. “These are the future breeding grounds, incubators, and launching pads for adversaries and hybrid threats.”
The video was used as part of an “Advanced Special Operations Combating Terrorism” course offered at JSOU earlier this year, for a lesson on “The Emerging Terrorism Threat.” JSOU is operated by U.S. Special Operations Command, the umbrella organization for America’s most elite troops. JSOU describes itself as geared toward preparing special operations forces “to shape the future strategic environment by providing specialized joint professional military education, developing SOF specific undergraduate and graduate level academic programs and by fostering special operations research.”
Megacities are, by definition, urban areas with a population of 10 million or more, and they have been a recent source of worry and research for the U.S. military. A 2014 Army report, titled “Megacities and the United States Army,” warned that “the Army is currently unprepared. Although the Army has a long history of urban fighting, it has never dealt with an environment so complex and beyond the scope of its resources.” A separate Army study published this year bemoans the fact that the “U.S. Army is incapable of operating within the megacity.”
These fears are reflected in the hyperbolic “Megacities” video.
As the film unfolds, we’re bombarded with an apocalyptic list of ills endemic to this new urban environment: “criminal networks,” “substandard infrastructure,” “religious and ethnic tensions,” “impoverishment, slums,” “open landfills, over-burdened sewers,” and a “growing mass of unemployed.” The list, as long as it is grim, accompanies photos of garbage-choked streets, masked rock throwers, and riot cops battling protesters in the developing world. “Growth will magnify the increasing separation between rich and poor,” the narrator warns as the scene shifts to New York City. Looking down from a high vantage point on Third Avenue, we’re left to ponder if the Army will one day find itself defending the lunchtime crowd dining on $57 “NY Cut Sirloin” steaks at (the plainly visible) Smith and Wollensky.
Lacking opening and closing credits, the provenance of “Megacities” was initially unclear, with SOCOM claiming the video was produced by JSOU, before indicating it was actually created by the Army. “It was made for an internal military audience to illuminate the challenges of operating in megacity environments,” Army spokesperson William Layer told The Intercept in an email. “The video was privately produced pro-bono in spring of 2014 based on ‘Megacities and the United States Army.’… The producer of the film wishes to remain anonymous.”
According to the video, tomorrow’s vast urban jungles will be replete with “subterranean labyrinths” governed by their “own social code and rule of law.” They’ll also enable a proliferation of “digital domains” that facilitate “sophisticated illicit economies and decentralized syndicates of crime to give adversaries global reach at an unprecedented level.” If the photo montage in the video is to be believed, hackers will use outdoor electrical outlets to do grave digital damage, such as donning Guy Fawkes masks and filming segments of “Anonymous News.” This, we’re told, will somehow “add to the complexities of human targeting as a proportionally smaller number of adversaries intermingle with the larger and increasing number of citizens.”
“Megacities” posits that despite the lessons learned from the ur-urban battle at Aachen, Germany, in 1944, and the city-busting in Hue, South Vietnam, in 1968, the U.S. military is fundamentally ill-equipped for future battles in Lagos or Dhaka.
“Even our counterinsurgency doctrine, honed in the cities of Iraq and the mountains of Afghanistan, is inadequate to address the sheer scale of population in the future urban reality,” the film notes, as if the results of two futile forever wars might possibly hold the keys to future success. “We are facing environments that the masters of war never foresaw,” warns the narrator. “We are facing a threat that requires us to redefine doctrine and the force in radically new and different ways.”
Mike Davis, author of “Planet of Slums” and “Buda’s Wagon: A Brief History of the Car Bomb,” was not impressed by the video.
“This is a fantasy, the idea that there is a special military science of megacities,” he said. “It’s simply not the case. … They seem to envision large cities with slum peripheries governed by antagonistic gangs, militias, or guerrilla movements that you can somehow fight using special ops methods. In truth, that’s pretty far-fetched. … You only have to watch ‘Black Hawk Down’ and scale that up to the kind of problems you would have if you were in Karachi, for example. The U.S. military appears unlikely to heed Davis’s advice, however.
“This is the world of our future,” warns the narrator of “Megacities.” “It is one we are not prepared to effectively operate within and it is unavoidable. The threat is clear. Our direction remains to be defined. The future is urban.”

I’m afraid he missed the larger point here. True, sending a few hundred special ops soldiers into Mogadishu had a predictably poor outcome, but what that video sounds like to me, is a demand to scale the special forces capability up so that it can rise to meet that challenge. I could see someone with the vision described in that video arguing for diverting more (if not most) funds from conventional warfare spending into some quasi-judge-dread nightmare soldier/police force, as a response to the ‘complex adversary’ of tomorrow.

This scenario is based on the rather absurd assumption that in spite of overpopulation and abject poverty, large numbers of humans will remain alive and that the population will continue to grow. I think ‘Dystopian’ is a strong word, look at the larger cities that exist now and you can see some of the issues they refer to, or at least the genesis of those issue, it’s only prudent to prepare for the worst.
As for combat doctrine, small mobile units that blend into their environment with blanket drone coverage will be the future of urban conflict. A drone mesh/web launched from the back of a transit van will allow anti-terror forces to engage with a knowledge advantage.

Marx may not have gotten much right, but when he said that things stimulate the creation of their antithesis, he was right on the money. Burma’s military still has a dominant presence in the country because the generals are deliberately creating a society within the military that promotes an us vs. them mindset. They isolate recruits, especially officer candidates, from their families and civilian society in general. They cut the family ties and set up the military so that the soldiers regard everyone else as being the enemy. Does that sound familiar? This video is classic for creating that kind of philosophic atmosphere.

Let’s hope that this is one of those gee-whiz future predictions, like jetpacks and hovercrafts and flying cars, that remains always 30 years in the future. And I think that if we can get together and fight economic inequality, it *will*. Because after I thought about it, I realize that the “megacities” they’re talking about aren’t real cities at all – not cities in the sense of a bunch of people moving to live next to each other so they can conveniently interact in commerce and culture. They’re talking about Third World “cities” where the poor have been dispossessed of all resources and are shunted to a few small areas where they’re still allowed to be that poor and live. Think of the Palestinians in their occupied territories, being raked into smaller and smaller quadrants like autumn leaves until they have only some crowded camp to rest their heads in. If people fight that, then this doesn’t happen. But if they fall victim to the divide-and-rule strategy implied in the video, fight each other based on race and religion and so forth, then they keep reducing their numbers to something more manageable, so that those who manage them can rake them into a yet smaller environment.
The future does look a bit third world, overpopulated,resource constrained, and a large group of marginalized people with minimal employment prospects. What will we do with the bottom third of the population in an era of robotics and AI? Of what use are they to productivity?

Karl Marx did not invent socialism, communism, whatever you want to call it. Jesus founded communities where people shared their wealth and saw no one was poor. The Jewish kibbutz system did it, I don’t know for sure if they did it first. Plato demanded it if they wanted him to be a ruler. Proudhon spoke against capitalism long before Marx got started. None of these people were fans of “dictatorship of the proletariat” or Marx’s notion of how capitalism has to play out.

Socialism implies some greater level of organization and planning; but liberalism simply means that you let people be, you let them have a commons of resources they can tap, which includes somewhere to sleep that isn’t behind a dumpster or getting them arrested for being homeless, which includes ways to access basic resources that aren’t called “theft”. Even in the Old Testament Jewish law, scarcely a model of “left-wing politics”, the poor were allowed to walk into a farm field and eat, and they were allowed to walk back in after the harvest and glean whatever was left. Jesus actually got hauled into court over such a welfare case because he led his followers into a field close to the start of the Sabbath and the owner complained, because Sabbath marked when they couldn’t eat. And he said something like “you hypocrites – which of you wouldn’t help your ox on the Sabbath”. I don’t recall there being a record of the verdict, only that the judges marvelled. Well, it was not a bad idea then and it is not a bad idea now.

The only way your family would be safe in their rural enclave is if the teeming masses are physically walled in and have no means of traveling anywhere. If they can, your family would not be as safe as you think. The predators would be everywhere.
To begin with, if they have the necessities of life, they are NOT lower class. If they have a comfortable life, why would they risk it for crime? You only need terrible prisons for deterrence when freedom doesn’t feel like freedom.
But what can the relatively-poor do? Well, just about everything. Yeah, they can drink and play video games and other such solitary amusements, and many will; but they always have, so I see no big trouble there. Or they can go to church, join a choir, learn how to play a horn, carry a plaster statue of some saint nobody ever heard of around their town, stage a parade for the local fire company and police (you’d be amazed how many poor folks in traditional American small turns turn out for those!). But today they can also read Wikipedia, take MOOCs, read MIT courses and Feynman lectures, learn serious science to a professional level, write science fiction and science fact, amaze themselves and one another with their understanding of the nature of the universe.
There is no *reason* to believe the old big lie that the poor are necessarily criminals. Hell, there was a time before the War on Drugs when everyone believed that “Negroes” were inherently passive, not really capable of violence, people thought maybe that was what made them inferior. Then there was a threat of nuclear war and the government had to empty out the cities, so they put expressways to move out the rich and allowed drug gangs to fight each other to help scare the ones slow to get started. And all of a sudden people believed the blacks were all violent, the poor were violent. They’ll doubtless find some other myth to believe in a few years, forgetting they ever believed this one.
The people who own the mines don’t have to work. The question is, why do some people own the mines? Actually they don’t even own the mines, it’s just by custom somebody rubber-stamps their permission to keep taking the profits off some giant claim of gold or oil on public land for $5. It’s ridiculous. Some people are born to ownership of vast parts of the earth and others are told they are somehow cheating people by not having jobs when the economy does not provide them.
Why have a system that punishes not working above all else when there is no longer enough work to need everyone to do it?
Half the work people *do* do is something useless, spamming each other to get them to buy one medicine instead of another when they should be letting the expert decide, suing each other, protecting each other from people who don’t have access to money and who wouldn’t be a threat if they did. Drop a requirement for it and we’d see the total amount of “work” drop much further, with no loss of wealth.
Imagine if all the machines and robots taking over everyone’s jobs were a blessing instead of a curse, if we cheered them on because more folks could spend more time having fun.
Oh, the work ethic made perfect sense once upon a time, when there was an endless forest and the only limit on how many trees you could chop down was how many folks you had swinging axes. But now when you can only chop down so many trees before the planet dies, why are we rewarding people for bringing out the chainsaws and heavy equipment? Especially when what they’re really rewarded for is having the connections to be the ones allowed to do so, winning some auction nobody knew about to get the right to do it.
This isn’t new ground. Abbie Hoffman said it all already. It’s just that what he saw coming we have trampling on top of us.
I don’t understand the “megacity” distinction. Even within a city like Chicago, there are a lot of parts that feel like relatively small towns – I mean, low rise buildings, stand-alone businesses often with independent proprietors. And to assemble a “megacity” you have to count things like suburbs that are even *less* urban. Yet all these things are readily accessible from some expressway or other. These expressways, together with rail and water links, also create significant barriers to passage of people on foot. So provided the military can hold control of the expressways, I would think the individual neighborhoods would be much like small towns, for better or worse. Of course, there are bad towns and bad neighborhoods, but not the whole “megacity”, unless the country in total has gone to pieces.
Keep in mind the narrator of the video. If even just one percent is intent on causing mayhem and even if they have no centralized command, in a city of ten million that is 100,000 peeps.

National security is the well known mantra by which the Constitution is shredded. Is that any kind of threat? Agreed. As unsettling as something like this video is, it is focusing on a very real possibility for the future. I don’t see anything inherently wrong with this video. Income inequality isn’t caused by the military.
This is a sales pitch primer for turning a large segment of the US Army into a law-enforcement unit, naturally meeting the increasingly militarised police force at some over-armed, overpowered and highly unpleasant point. As such, it is yet another move towards turning the ordinary civilian into the “adversary”. Militaries aren’t trained to fight in Megacities because they are not where armies fight. Sun Tzu teaches to avoid cities and suggests sieges and city battles are the least desirable aspects of war, yet this is exactly where your army wants to go.
There is no reason for the US military to be fighting in Megacities as it has either invaded another country illegally – as in Iraq – or it is fighting a civil war within its own borders, or it is WW3. A hypothetical film about anarchy in world cities seems to have the intent of stimulating the US Army to consider training and preparedness for a massive disaster, manmade or natural. However, a more real approach would focus on eliminating poverty, improving education and healthcare for the most vulnerable populations of the world, and preserving natural resources. Putting in place trained civil service technicians ready to meet any disaster seems a better solution than arming a reactionary military-style force in every community. The US already knows that the neo-cons have offered only failed analysis of the last three or four failed states or cities.

Now the National Guard can be used on a state by state basis within its own state, or another state if requested by the Governor of one state to another, but the Army, Air Force, Navy and Marines are barred by law from law enforcement on American soil (although not the Coast Guard).
Now the during the Bush administration they tried to get around this as part of a rewrite of the Insurrection Act which works together with PCA, and under certain circumstances:

As Election Day gets closer (today’s Rasmussen poll shows Trump up by 4 points over Clinton), the corrupt Clinton campaign will have to pull in a BIG favor from President Obama.
I am predicting that Hillary’s wild card to stop Trump will be a “Wag the Dog” event, a false flag, in Syria or Yemen to get the United States in a very hot war, probably with Russia.
Then she will somberly come out and try to list all her military prowess and bonafides from being a Senator and Secretary of State to tell the American people that only SHE can take that “war baton” from Mr. Obama’s hands, that Mr. Trump would be completely unqualified to do so.
Personally, I don’t think that even a “Wag the Dog” scenario will save her now.
Especially if Mr. Assange is keeping the juiciest of the Wikileaks dumps for about a week before the election.
