With regard to Chinese scientists,
it i ·s believed
tha~ there are mQre Chinese s~ientists • in the U~S. who
are U. s. citizens,
than there are who are aliens, _and
therefore,
they would not come to the Bureau's att~ntion
under the •·captioned prograrn. It is also believed that
there are many Chinese scientists
and technicians
employed
by the va~ious U.S~ Government agencies, the majority
of whom are beiieved to be u.s~ citizens.
lt is therefore
suggested tha~ the Bureau consider the desirability
of
cont9-Gting other, :Government agencies which employ scientists
anci teclmicians i:nt' fields
interest
to the .Chinese
Co1D,ffiunists(such ~s Atomic Energy Commission, National
Aeronautics and Space Administration,
National Bureau of
Standards, e_tc.) to determine the - identi t;y, background,
security clearance, and scientific
fields of all scientists
and- technicians
of Chinese descent empioyed by the$e
agencies throughout the United States.
lt is felt that
due to the exploratory nature of such inquiries,
and in
order to prevent the other Government agencies from
becoming unduly alarmed over ;he Bureau's• interest
in
their Chinese employees, that this inqui~y could best
be handled on an agenC,y-or departmental level through
Bureau liai~on.
