The Highlights
HDD equipment is now emplaced on the east side of the Missouri River in ND. This presence
of the equipment on both sides of the river may motivate the activists to more extreme
measures. The Des Moines River and Indian Creek HDDs remain probable protest targets for
the activists in IA.
The Details
A. North Dakota
i. Intel Update
a.
I?v'lyron Dewey posted a video from a drone over the HDD site showing the
presence of the drilling equipment. Protesters were likely unaware of the
equipment delivery until he produced the video evidence. This will demoralize
protesters in the short term but may motivate them to take more
actions in order to stop drilling operations.
The Standing Rock Tribal Council voted 10-0 to expel the Red Warrior Group
from the camps. The actual expulsion of the group cannot yet be con?rmed.
Tensions are at an ALL time high as DAPL workers continue efforts on the ROW
by the HDD sites.
Past 24 Hours
a. Construction was NOT interrupted by protester activities in the last 24hrs.
b. Drilling equipment delivered to the east HDD site without incident.
c. Completed north hesco wall along the pullback pipe at the west HDD site.
d. Continued to reinforce east side HDD site Ihescos are 100% complete, wire is
730% complete}.
e. Wire laid around valve sites all the way to Interstate 94, except AR 106 due to
construction issues.
f. Protesters formed a 42-vehicle convoy and went to the Bank of North Dakota in
Bismarck to protest and the marched to Fraine Barracks.
g. Protesters charted a flight on a ?x-wing aircraft from the Mandan Municipal
Airport and flew over the ROW, HDD sites, and the camps in violation of the
temporary ?ight restriction.
Next 24 Hours
a. I?v'laintain security efforts around both HDD sites, valve sites, and escort work
crews.
b. Continue to reinforce the east HDD site.
c. Parallel planning continues with law enforcement to secure the HDD sites.
d. Bridge on Hwy 1806 north of the camps will remain closed per law enforcement

a. IVIS shared a video with Erin Brockovich via Facebook to further their message.
b. The two activists arrested on 15 NOV finally posted bail. MS is urging supporters
to call the Boone County Attorney "to that these peaceful
water protectors are being held on absurd charges excessive bonds for their
nonviolent acts of service in defense of the land, water, and life!?
c. Ed Fallon posted a response from Iowa Sen atorJoni Ernst in which she explains
the oil in the DAPL pipeline will merely transit through Iowa. Fallon questions
whether this is "an admission that the oil flowing through Iowa is not for our
con sumption,? and "If so, how can this pipeline be defined as a public purposeeminent domain be justi?ed??
ii. Past 24 Hours
a. Security has heard gunfire recently near the DSIVI HDD site. The source is likely a
nearby hunter.
b. A man on took pictures at the DSM HDD site. Security recorded his
license plate.
c. Evaluated physical security at the DSIVI HDD.
d. Escorted VIPs to the I-35 Pump Station and to the Des Moines River HDD site.

pipeline in the IL.
