The recent information regarding traps being constructed, and flammable liquids being gathered, could indicate future violent activity from this small faction. The arrival of protestors from “Veterans Respond” will likely change direct action capability in the next 24-48 hours. VR’s stated intent is to assist in cleanup, yet recent press releases contradict this message, clearly indicating the intent to train and assist local protestors in resistance towards camp removal. Local pro-DAPL sentiment, as well as expansion of anti-protestor groups, is growing. SRST’s perceived corruption is openly discussed and some citizens are preparing for possible retaliation against protestors. Pretending to be sympathetic to NODAPL, locals have entered the camp to expose the contamination due to human waste and refuse. This coverage, promoted and shared on Social Media, has directly discredited popular belief of protest’s being environmentally motivated. The Details A. NORTH DAKOTA FUSION CENTER ii. Intel Update a. Persons, possibly veterans, were observed wearing body armor in a video filmed in Camp 2’s veteran’s kitchen. This was most likely an advance party. Though the veterans will be staying near Camp 4, their operations are expected to be launched from Camp 2. Expectations for the veterans have not been established, but we can expect infiltration attempts on DAPL property, as well as homemade weapons and shields being produced for actions. b. Radio chatter will be a significant indicator of military syntax changes and new callsigns. Veterans might also use their own radio channel. As in the last veterans support event, they used misdirection and misinformation on Social Media, making it difficult to establish intent and capability. Expansion, or relocation, of a listening post at OP11 may yield increased situational awareness due to proximity of RF devices. iii. Past 24 Hours a. Facebook live-feed confirms Chase Iron Eyes has returned to Standing Rock and once again will take a leadership role in the protesters camps. b. Cheyenne River Sioux Tribe have filed for a temporary restraining order to stop drilling operations. Arguments are scheduled to be heard in U.S. District Court on 13 February, 2017. d. Protesters are using drones to provide overwatch, and film LE encounters, when they trespass on USACE property. This footage will be used as propaganda against LE. iv. Next 24 Hours a. Intel Update a. “Mississippi Stand” is promoting Standing Rock legal-fundraisers in response to the new federal charges and warrants issued for Protesters involved in illegal actions on 27 October, 2016. The legal fund is approaching $3M. b. “Bold Iowa” is pushing safety concerns with pipelines, which could garner some additional support to protest future pipelines. A statewide direct action is planned for 22 February, 2017. iii. Past 24 Hours a. Met with Senator Joni Ernst’s husband to rekindle an informal relationship. iv. Next 24 Hours a. Social Media based networks in Illinois continue, with limited effect, to promote their agenda to their political allies. Groups continue to consolidate their efforts to maximize participation, media coverage, and messaging. iii. Past 24 Hours a. Conducted intelligence analyst of multiple activist groups in Chicago, consolidating efforts in preparation in future events. b. Conducted after business hours’ security inspection of Patoka pipe yard and pump station. iv. Next 24 Hours a. Continued open-source collection of activist groups operating in the Illinois area in preparations of upcoming actions and rallies. b. Security at Patoka pipe yard was found to be less than optimal. TS-IL found a vehicle gate unsecured, with the assigned security unable to have eyes on the entrance.
