The Highlights
“Veterans Respond” (VR) continues to use social media to highlight their exact contributions
to Standing Rock resistance. While most other protestor groups have maintained a low
social media profile, VR members have injected themselves into every facet of camp
operations.
David LittleWind, BIA’s local representative to SRST, has been targeted on Social Media by
VR. Footage of the BIA/ATF visit to Camp 4 was provided to local media, to facilitate anti-BIA
messages. It is assessed that a group within VR is editing footage and producing anti-DAPL
propaganda.
A purge of Two-Spirit Camp (TSC) members (LGBT) is in process. TSC members are viewed to
be acting as divisive agents, acting in violation to camp rules regarding drug use, and
fostering a festival environment in the new southern camps (Camp 7 and 8). Presence of TSC
residents has almost exclusively moved to Prairie Knights Casino.
The Details

Intel Update
a. “Veterans Respond” began infrastructure improvement, logistics support,
targeted media, and defense planning in vicinity of Camp’s 4 and 7. VR also made
a point to diminish the group “Veterans Stand”, which they see as a defunct
fraudulent organization, led by Ed Higgins. Conversely, Ed Higgins posted on
Social Media that his personal organization “Activate Now” will be gathering
individuals to go to Standing Rock. Activate Now is assessed to be the same core
organization as Veterans Stand, and is rebranded as a media organization asking
for donations. Veterans Response members spent part of the last 24 hours doing
interviews with media, such as “The Guardian” and alt media groups, to promote
their effort.
b. The new southern camps are assessed to be more controlled and organized,
setting rules against current music festival activity. Modelled after traditional
native camps, there is no tolerance for individuals who are only there for free
food and availability of drugs. Protestors who remain in these camps will most
likely be motivated to resist encroachment by BIA and possibly conduct direct
actions.

Past 24 Hours
a. The ice on the Missouri river has significantly melted. Average thickness of ice is
unknown, but is visibly thin in some areas, and pools of water can be seen. This
will limit protester movement until another cold front hits and ice thickens again.
Above freezing temperatures are expected to continue for the next nine days.
b. Matthew Crane, one of the founders of “Veterans Respond”, was arrested by
Morton County Sheriff’s Department on 02/10/2016 for driving under
suspension, and possession of drug paraphernalia. Crane is the third VR member
to be arrested on drug-related charges in the past 48 hours.
c. Camp 8, located southeast of Camp 4, has expanded. ISR confirms tents located
around the original yurt set in the center of Camp 8. A significant number of
supplies have been staged at this newly expanded camp.

a. Confirm measurements and signatures using aerial FLIR platform, which will
provide further information regarding numbers and capability in camps.
b. Assist Federal Law Enforcement with identifying locations on Camp 4, pertinent
to their criminal activity investigations.
