Intel Update
a. Protesters remaining in Camp 2 intend on resisting Law enforcement, even with
the threat of arrest. The individuals participating in the media extravaganza and
then returning to Camp 2 signifies the ongoing attempts to increase their
propaganda and narrative to solicit more funds from sympathizers and
supporters.
b. With the clearing of Camp 2 and displacement of protesters, it is assessed the
majority will likely depart the area. Those remaining in other camps will likely
continue to taunt Law enforcement and attempt to obtain video or photographic
footage in attempts to enhance their propaganda.
c. Other areas along the DAPL, specifically valve sites, are vulnerable to sabotage.
The main contested site at Standing Rock is more of a means to obtain
propaganda. The valve site vulnerability is indicated by an identified lock being
cut-off at Valve Site 300, which not only indicates trespassing, but also indicates
an unidentified entity is conducting reconnaissance or conducted a ‘dry-run’ to
determine Law enforcement/DAPL Security response
Past 24 Hours
a. Reported information revealed a padlock was cut-off of a gate at ND Valve Site
300.
b. Approximately 50-100 protesters departed Camp 2 prior to the mandatory
eviction at 1400 hrs. in a media extravaganza. The majority of these individuals
came from other camps not effected by the eviction. All but woman and children
returned to Camp 2 after the charade.
c. Protesters burned 15+ structures and piles of rubbish, causing injuries to a small
child and teenager when a probable propane tank exploded.
d. Approximately 50 protesters formed a line on State Highway 1806, paralleling
Law enforcement. The protesters taunted police resulting in the arrest of 10
individuals
Next 24 Hours
a. Continued monitoring of Open Source information, ISR feeds, and other sources
of information to provide accurate assessments of protester activities which may
impact DAPL operations
2. IOWA SECURITY ADVISORY
