BACKGROUND (Attributable to an ICE official): For aliens who have had their due process and have been ordered to depart the U.S by a federal judge, it is ICE's duty to execute those judicial orders. The taxpayers of this country spend a significant amount of money on the apprehension, detention, and judicial proceedings for individuals entering the US in violation of federal law. When a federal court issues a final decision, those orders must be implemented by ICE. Hi (b)(6) (b) r7vr) I am trying to get more information about ICE arrests or detentions in central Texas. First, do you have any information about a possible stop in Austin on North 183 this morning (if it was in fact a traffic stop, for what violation, who was taken into custody, was anyone hurt)? Also, we have been hearing fears from immigrant communities in Austin about ICE "raids" and traffic stops. Has there been an increase in enforcement activity in the Austin area? Is there an increased presence of any sort and, if so, is it because of the current Travis County Sheriffs Office change in policy? How many agents typically work in the Austin area? How many are working in the Austin area right now? (7)(C) See our statement below. (b)(6) (b) (7)(C) STATEMENT (Attributable by name to spokesperson): ICE regularly conducts targeted enforcement operations during which additional resources and personnel are dedicated to apprehending deportable foreign nationals. All enforcement activities are conducted with the same level of professionalism and respect that ICE officers exhibit every day. The focus of these targeted enforcement operations is consistent with the routine, targeted arrests carried out by ICE's Fugitive Operations Teams on a daily basis. ICE will not confirm an operation prior to its completion, nor will ICE speculate on future operational activities. BACKGROUND (Attributable to an ICE official): For aliens that have had their due process and have been ordered to depart the U.S by a federal judge, it is ICES duty to execute those judicial orders. The taxpayers of this country spend a significant amount of money on the apprehension, detention, and judicial proceedings for individuals entering the US in violation of federal law. When a federal court issues a final decision, those orders must be implemented by ICE. The president has been clear in saying that DHS should be focused on removing individuals who pose a threat to public safety, who have been charged with criminal offenses, who have committed multiple immigration violations or who have been deported and re-entered the country Illegally. February 13, 2017 Contact: DNS Press Office, 202-282-8010 STATEMENT FROM SECRETARY KELLY ON RECENT ICE ENFORCEMENT ACTIONS WASHINGTON — Last week, U.S. Immigration and Customs Enforcement (ICE) launched a series of targeted enforcement operations across the country. These operations targeted public safety threats, such as convicted criminal aliens and gang members, as well as individuals who have violated our nation's immigration laws, including those who illegally re-entered the country after being removed and immigration fugitives ordered removed by federal immigration judges ICE officers in the Los Angeles, Chicago, Atlanta, San Antonio and New York City areas of responsibility arrested more than 680 individuals who pose a threat to public safety, border security or the integrity of our nation's immigration system. Of those arrested, approximately 75 percent were criminal aliens, convicted of crimes including, but not limited to, homicide, aggravated sexual abuse, sexual assault of a minor, lewd and lascivious acts with a child, indecent liberties with a minor, drug trafficking, battery, assault, DUI and weapons charges. ICE conducts these kind of targeted enforcement operations regularly and has for many years. The focus of these enforcement operations is consistent with the routine, targeted arrests carried out by ICE's Fugitive Operations teams on a daily basis. President Trump has been clear in affirming the critical mission of DHS in protecting the nation and directed our Department to focus on removing illegal aliens who have violated our immigration laws, with a specific focus on those who pose a threat to public safety, have been charged with criminal offenses, have committed immigration violations or have been deported and re-entered the country illegally. I commend the heroic efforts of the dedicated officers of ICE's Office of Enforcement and Removal Operations and those who provided assistance from ICE Homeland Security Investigations, the U.S. Marshals Service, as well as cooperating state and local law enforcement agencies. These professionals put their lives on the line to protect our communities and country. There is no greater calling than to serve and protect our nation — a mission that the men and women of ICE perform with professionalism and courage every single day. Page 77°f 101

Sen • Friday February 10.7017 11 - 8 AM To: (b)(6) (b)(7)(C) Cc: Subject: Request for Clarification about ICE operations in Austin Good morning (b)(6) (b)(7) (c) hank you so much for speaking to me on such a busy morning. If media reports are accurate and an ICE officer was actually injured this morning in Austin, we are very sorry to hear that, and wish for his or her swift healing. Speaking of media reports, this office was hoping you may pass along to the proper folks at ICE this request for clarification on behalf of our constituents in Austin. You're of course welcomed to furnish a response to the wider Council as well or send us a link if this information has already been provided elsewhere. With the media reporting fear in some populations in Austin about changes in policy, it might be useful information to know whether the pace or focus of immigration—related arrests is a new phenomenon associated with the change in federal-level leadership, or is a continuation of the previous administration's policies. Historical arrest data would shed light on this. Perhaps some context for how the decision is made to make an arrest, for example if the suspect has or has not had other violations, may be helpful for Austinites to know. Whether or not enforcement has increased in scale, or otherwise changed may be good to know as well; To our knowledge, this has not been clarified for the public. Copied here is our Chief of Staff, Advisor (b)(6) (b)(7)(C) Thank you for considering this request, we appreciate your time. Statement from Secretary Kelly on recent ICE enforcement actions WASHINGTON — Last week, U.S. Immigration and Customs Enforcement (ICE) launched a series of targeted enforcement operations across the country. These operations targeted public safety threats, such as convicted criminal aliens and gang members, as well as individuals who have violated our nation's immigration laws, including those who illegally reentered the country after being removed and immigration fugitives ordered removed by federal immigration judges. ICE officers in the Los Angeles, Chicago, Atlanta, San Antonio and New York City areas of responsibility arrested more than 680 individuals who pose a threat to public safety, border security or the integrity of our nation's immigration system. GI those arrested, approximately 75 percent were criminal aliens, convicted of crimes including, but not limited to, homicide, aggravated sexual abuse, sexual assault of a minor, lewd and lascivious acts with a child, indecent liberties with a minor, drug trafficking, battery, assault, DUI and weapons charges. Page 92°f 101
