UNCLASSIFIED // LAW ENFORCEMENT SENSITIVE Civil Unrest May 2020 Situation Report 2 JUNE 2020 – 0900 Information provided in this update is based on responses provided to the Joint Inter-Agency Command Post in the FBI Strategic Information Operations Center as of the information cut-off time of 0600 ET on 2 June 2020. The following agencies contributed to the development of this SITREP: ATF, DEA, DCNG. DHS, DOJ, NGB, USAMD, and USMS. Responses provided after the cut-off time will be included in the next SitRep. (U//FOUO) This document is meant as a summary of significant investigative highlights and NOT as a comprehensive review of ongoing investigations. The information contained in this communication is NOT to be incorporated into any formal or informal written document nor further disseminated without the authorization of the FBI Headquarters, SIOC. Unauthorized use of this information may jeopardize sensitive national security and/or criminal investigations, result in the possible identification and/or physical harm of human sources, or create undue notification into the FBI's interest of intended targets. (U) This communication is intended to provide timely information to appropriate law enforcement and/or public safety personnel who are authorized to protect facilities, personnel, and the public from imminent threats of violent and/or criminal activity. It is related to and within the scope of an authorized law enforcement investigation or investigative activity. Under FBI policy and federal law, no investigative activity may be based solely on First Amendment activity. The FBI does not investigate, collect, or maintain information on U.S. persons solely for the purpose of monitoring activities protected by the First Amendment. (U) Executive Summary (U//FOUO) Multiple officer related shootings occurred in the last 12 hours. A Las Vegas Metro Police Officer was attempting to make an arrest near the Circus Circus Casino on 2 June 2020, when the subject pulled a gun from his waistband and shot the officer in the face. The officer was transported to a local hospital where he was pronounced dead. The subject is not in custody. On 1 June 2020 a New York State Trooper and a Buffalo Police Department Officer sustained non-life threatening injuries when a SUV ran a police line in the East Side of the city of Buffalo; suspects are in custody. During roving patrols on 1 June 2020 with Louisville Metro Police Department, Kentucky Army National Guard Troops received small arms fire from multiple assailants. The patrol returned fire killing one subject. On 2 June 2020, FBI St. Louis SWAT teams responded to a reported active shooter situation in downtown St. Louis, Missouri. Four police officers sustained non-life threatening injuries; no subjects have been identified at this time. (U//LES) Two FBI Seattle SAs conducting intelligence collection on civil unrest activities were confronted and assaulted by an unknown subject within the crowd. One SA suffered minimal injuries to his face. An assault on a Federal Officer case was initiated. (U//FOUO) USAO charged five individuals with varying crimes ranging from use of explosive or fire to damage or destroy a vehicle used in interstate commerce; traveling in interstate commerce or using a facility of interstate commerce to incite a riot; organize, promote, encourage, participate in, or carry on a riot; and use of an explosive device. Multiple additional investigations where federal charges are under consideration. UNCLASSIFIED // LAW ENFORCEMENT SENSITIVE (U//FOUO) Protestors have damaged several federal facilities in multiple cities: Chicago, Dallas, Des Moines, Detroit, Indianapolis, Omaha, Norfolk, Phoenix, Portland, Richmond, Sacramento, San Francisco, St. Louis, Seattle, and Washington, DC between 30 - 1 June. While most of the reported damage was minor vandalism, such as broken windows and graffiti, facilities in Detroit and Portland sustained significant damage. (U//FOUO) Protests in each city have ranged in size, and those with counter-protestors have represented a small fraction of the total. Sub-groups of violent protest activity included burning police vehicles (CV) and targeting of law enforcement with rocks fireworks, and firebombs (AT, SL, LA). (U//LES) Reporting nationally indicates individuals are using traditional social media platforms and encrypted messaging applications to discuss potential acts of violence. The use of information in social media postings included doxing of law enforcement officials, false reports of violence to incite violence, and rumors about false activities. Multiple field offices have observed individuals using social media platforms such as Twitter and Facebook to organize First Amendment related activity such as peaceful protests as well as criminal activity such as looting and vandalism. (U//LES) In conjunction with the Newark Police department, FBI Newark and USAO continue to investigate a probable “Antifa” related individual in Newark. The individual was arrested for the possession of a knife, a hatchet, and a jar of gasoline. FBI Newark obtained one of his Facebook posts which contained a video of him at the riots inciting others to steal from the stores while he stood guard. The individual describes himself on his Facebook account as anti-government and anti-authority. FBI Newark believes this profile is consistent with “Antifa.” (U//FOUO) There was no significant damage reported to FBI facilities, four FBI field offices (BA Wilmington RA, EP, SE, DE) reported graffiti and one (DE) also reported four broken windows. Sixteen field offices reported other federal properties were damaged and vandalized. Twenty-five field offices reported significant damage to local government facilities, especially local law enforcement facilities and equipment including reports of vehicles either vandalized, damaged, or burned. (U//LES) Overall, ten field offices (CE, CV, DE, DN, HO, KX, LV, ME, MW, MP) reported out-of-state protesters were arrested. To date, field offices reported more than 4000 arrests made by various law enforcement agencies across the nation. As of 2 June 2020, 199 Guardian incidents were tagged with the “RIOTRELATEDTHREATS2020” tag. 60 have been opened, 73 are submitted for opening, 25 are in the pre-assessment phase, 1 is submitted for closure, and 40 have been closed. (U//LES) Of note, one local law enforcement agency was forced to use encrypted communications as rioting protesters were capturing communications and moving accordingly using social media platforms to communicate law enforcement movements. (U//LES) Currently 28 FBI field offices have mobilized SWAT resources in various stages of deployment to include: five offices reported deployed SWAT personnel (CO, MW, DL, LV, SU), two more have deployed personnel to local command posts (BA and LS), eight have been deployed to protect their field offices (AL, BF, CG, CV, LA, SE, WF, CI), and thirteen have been recalled or placed on standby (BS, CV, KC, LA, LR, NY, PH, PG, PO, SD, SJ, SL, TP). (U//LES) Additionally, five offices have reported deploying non-SWAT personnel to support local law enforcement (PH, CV, BH, BF, CO). Five FBI field offices requested additional supplies/resources (OC, CO, NH, SF, WF) and one field office provided equipment to local assets (JK). Seven FBI field offices (CO, IP, LA, LS, MW, NH, TP) have requested or sent additional personnel to protect FBI facilities. 2

UNCLASSIFIED // LAW ENFORCEMENT SENSITIVE (U//FOUO) The Counterterrorism Division disseminated a Collection Priorities Message on 1 June 2020 to enhance collection on the violent or illegal intentions of various domestic violent extremist actors following the events in Louisville and Minneapolis. Field offices are encouraged to canvass sources for intelligence associated with violent or illegal extremist activity. (U//LES) The Atlanta Police Department fired two officers for using excessive force on protestors. (U//LES) Near-term Events of Concern - Listed below are planned events derived from AOR reporting: • • • • • • • • • • • TP: One event on 2 June at 1500 at City Hall Orlando and one event on 5 June at 1200 at Lake Eola Park in Orlando. MW: One event on 2 June at 1730 at South Shore Park in Milwaukee. BS: Protest planned in the Dorchester neighborhood of Boston, 2 June 2020. The protest is being co-organized by Black Lives Matter and Violence in Boston, INC. Organizers expect approximately 100 attendees. KC: One event on 3 June at 1830 at Nelson Atkins Museum. One event on 6 June at 1500 in Springfield, Missouri Central Square. One event on 7 June at 1200 at Camden County Courthouse. One event on 7 June at 1400 at Boone County Courthouse. LR: One event on 4 June at 1645 at Arkansas State Capital. One event on 7 June at 1500 at Arkansas State Capital. EP: Possibly one BLM demonstration planned for 3 June 2020 at 2pm at City Hall in Midland—approximately .6 miles from Midland Residence Agency. MPN: A viewing ceremony for George Floyd will be held in Minneapolis, Minnesota on 4 June 2020. BH: Planned protests in Huntsville, Alabama, 4 June 2020. HN: There is a protest planned for 5 June in Hagatna, Guam. NH: Two events on 6 June at 1500 on New Haven Green and at 1600 on Meriden Green. HO: Funeral services for George Floyd will take place in Houston, Texas on 9 June 2020. (U) National Mosaic I. (U) THREATS (U) Threats of violence against FBI facilities, employees, and equipment to include protests at or near FBI facilities for situational awareness - past/ongoing (within last 12-24 hours) and planned (next 12-24 hours). (U//FOUO) FBI field offices have reported minimal targeting or known threats to FBI facilities and personnel; however, protests have occurred or are scheduled to occur in areas adjacent to FBI facilities in ten cities: Anchorage, Buffalo, Cleveland, Detroit, Eugene, Los Angeles, New York City, Riverside, Spokane, and Tuscaloosa, all of which pose a potential risk to FBI personnel should those events become violent. (U) Threats of violence against federal buildings, i.e., planned protests at or near federal facilities for situational awareness - past/ongoing (within last 12-24 hours) and planned (next 12-24 hours). 3

UNCLASSIFIED // LAW ENFORCEMENT SENSITIVE (U//FOUO) Protestors damaged federal facilities in multiple cities between 29 May - 1 June 2020. While most of the reported damage was minor vandalism, such as broken windows and graffiti, facilities in Detroit and Portland sustained significant damage. • • • • • • • • • • • • • • • • • • LR: Received information that anarchist extremists planned to drive explosives into Minneapolis to burn down a federal courthouse. HO: On 31 May 2020, there were unverified threats against police officers along with racially or ethnically motivated violent extremism type of propaganda circulating on social media. AT: Unknown threat to ICE agents and facility. CG: The Federal Courthouse was spray-painted and the Regional Computer Forensics Laboratory (RCFL) was vandalized. DE: Four windows of the McNamara Federal Building were broken and graffiti was painted on exterior walls. Grand Rapids Secretary of State Office and Federal Bankruptcy Court Building received extensive damage. IP: Federal courthouse was vandalized on 30 May 2020. LS: Planned protests to occur at five locations in Louisville, KY (26th & Broadway, Jefferson Square, Baxter & Highlands, Breckenridge & Shelbyville, and Big 4 Bridge) NF: The US Courthouse in Norfolk sustained damage, including graffiti, destroyed cameras, and broken windows. PX: On 29 May, protestors vandalized the Sandra Day O’Connor Federal Court House in Phoenix resulting in broken windows and graffiti; no one entered the building. PD: ICE facility struck with Molotov cocktail on 27 May; Multnomah County Justice Center target of arson and looting on 29 May; US Post Office in downtown Portland target of arson on 29 May. RH: The Federal Courthouse sustained damage from gunfire; RH JTTF is reviewing security camera footage with ATF for investigative leads. SC: Minor vandalism occurred on 30 May at a federal courthouse. SA: On 1 June, contacts from the US Attorney's Office provided the San Antonio Command Post with images of tagging at the JJ Pickle Federal Building in Austin. The images were also shared with the Texas Fusion Center (TXFC). The photos include comments such as - kill your local cops, ACAB and F*ck 12 tags. [Comment. ACAB is an acronym for All Cops Are Bad.] SF: An individual with a violent criminal history planned to protest an alleged attack on him by an FBI employee at the Phillip Burton Federal Building in San Francisco. DHS FPS was alerted. Additionally, the Oakland Federal Building was damaged. SE: Report of possible IED/Pipe bomb to Social Security Building in Tacoma Washington. Possible hoax device was energetically deconstructed on site. Tacoma PD has evidence and will attempt follow up. SL: Graffiti on the Gateway Arch at Gateway Arch National Park. BA - 1 June 2020, 1449 – Screenname Murda (Twitter ID#482584735) stated “Let’s Burn all the Police Districts Down” via Twitter; individual reports he lives in Edmonson Village. WF: Damage to multiple federal properties, including the Washington Monument Grounds and Lafayette Park. 4

UNCLASSIFIED // LAW ENFORCEMENT SENSITIVE (U) Size and make up of violent protestors, to include counter protestors, at locations to include (as known) any information on future locations/targeted facilities (U//FOUO) Protests in each city have ranged in size, and those with counter-protestors have represented a small fraction of the total. Sub-groups of violent protest activity included burning police vehicles (CV) and targeting of law enforcement with rocks and fireworks (AT, SL). At present, the following field offices are aware of planned protest activity: • NK: One event on 1 June at 1300 starting at Berry Park Lane and ending at the Jersey City PD; One event on 1 June at the Hackettstown PD, and one event on 1 June at 1600 at Essex County Courthouse, Lincoln Statue, Springfield Avenue and Market Street. • RH: There are two events scheduled to take place on 1 June. There was a march planned to take place at 1700 from Monroe Park to Carytown. There was protest march organized by BLM 804 and scheduled to take place at 1800 hours at the State Capitol • SF: One event on 1 June at 1200 at 1515 Clay St in Oakland, a second event at 1400 at San Francisco City Hall, and a third event at 1600 starting at Oakland Tech and going to OPD. • SD: Planned protest at Craven and Twin Oaks Blvd (all 4 corners) in San Marcos today 1 June at 1830 to 1930hrs (Black Lives Matter). Additionally, one planned protest in San Diego County on 6 June at 1200hrs, location TBD. This is a moving protest caravanning through San Diego County (Black Lives Matter San Diego). Lastly, a planned peaceful meetup in Pacific Beach on 1 June at 2000, at the Denny’s parking lot, 800 Garnet Ave. 92109. Organizer claims SDPD has been notified. • SA: 1 June, San Antonio-based protestors discussed going to “white neighborhoods” and “protesting” (NFI), per an anonymous caller who claimed direct access. The caller said the protestors mentioned Stone Oak (area), Alamo Heights, and Universal City. The caller said he had not found anything organized or announced online as of approximately 1030 local time on 1 June 2020. Additionally, The Red Wing United organized a protest at City Hall in Laredo, Texas on 1 June 2020. A group of approximately 25 protesters attempted to enter the building on three occasions. Per Laredo PD, some protesters attempted to push past Laredo law enforcement positioned at the entrance, but were held off. City Hall employees locked the doors 5

No property was damaged and no injuries or arrests were reported. SD: One event on 1 June at 1800 in El Centro at the Imperial Valley Superior Court Building TP: One event on 2 June at 1500 at City Hall Orlando and one event on 5 June at 1200 at Lake Eola Park in Orlando CG: Planned protest at ICE HQ in downtown Chicago, 1 June at 0800 with an estimated 100400 protestors. BA: As of 31 May, 7-10 subjects dressed in all black carrying rifles in Seaford, DE. Protest remained peaceful. JN: Potential for civil unrest and/or violence in the Columbus, MS area due to the MS Attorney General dropping charges against a former white police officer in the 2015 shooting death of a black man. KC: One event on 3 June at 1830 at Nelson Atkins Museum. One event on 6 June at 1500 in Springfield, Missouri Central Square. One event on 7 June at 1200 at Camden County Courthouse. One event on 7 June at 1400 at Boone County Courthouse. LR: One event on 4 June at 1645 at Arkansas State Capital. One event on 7 June at 1500 at Arkansas State Capital. ME: One event on 2 June at 1700 at Fortera Stadium in Clarksville. One event 2 June at 1200 PM at 4932 Main Street in Spring Hill. One event on 4 June at 1600 at the Bicentennial Capitol Mall State Park in Nashville. MW: One event on 2 June at 1730 at South Shore Park in Milwaukee. HO: One event on 2 June at 1500 at Houston City Hall, with approximately 25,000 in attendance, according to Houston PD. Floyd’s family is expected to attend. SU: “Antifa” group traveling from Spokane, Washington to Cour d’Alene, Idaho on 2 June 2020 to protest. They plan onward travel to Minneapolis. NH: Two events on 6 June at 1500 on New Haven Green and at 1600 on Meriden Green. II. (U) Damage / Violence Assessment to AOR to the following (U) Damage to Facilities (U//FOUO) There was no significant damage reported to FBI facilities; four FBI field offices reported graffiti (BA - Wilmington RA, EP, SE, DE) and Detroit also reported four broken windows. (U//FOUO) Open source reporting indicates that most metropolitan areas have suffered some protest related damage. Multiple field offices reported other federal properties were damaged and vandalized. The most common damage reported was graffiti and broken windows. Twenty-five field offices reported significant damage to local government facilities, especially local law enforcement facilities and equipment including reports of vehicles either vandalized, damaged, or burned. Field offices reported significant damages to private property through vandalism, fire, and looting. 6

UNCLASSIFIED // LAW ENFORCEMENT SENSITIVE (U) Injuries from Violence (U//FOUO) There has been one reported death of a law enforcement officer. On 29 May 2020, at approximately 12:45 AM ET, a Federal Protection Service (FPS) contractor was shot and killed while on duty at the Federal Courthouse, in Oakland. A second FPS contractor was also shot and sustained non-life threatening injuries. At the time of the shooting, a large protest was taking place near the area of the courthouse. At this time, the FBI is unable to determine if this incident is related to the civil unrest in the Oakland area (89B-SF-3272591). (U//FOUO) On 1 June 2020 a New York State Trooper and a Buffalo Police Department Officer sustained non-life threatening injuries when a SUV ran a police line in the East Side of the city of Buffalo. With support from a DHS aircraft, a female driver of the SUV and two males in the vehicle were taken into custody with the subjects sustaining multiple gunshot wounds. (U//FOUO) During roving patrols on 1 June 2020 with Louisville Metro Police Department, Kentucky Army National Guard Troops received small arms fire from multiple assailants. Two Soldiers on patrol returned fire killing one subject. Louisville Metro police Department SWAT responded to the incident and attempted to resuscitate the individuals. EMS pronounced the subject dead and the investigation is ongoing. (U//FOUO) On 2 June 2020, FBI SWAT teams responded to a reported active shooter in downtown St. Louis, Missouri. Further investigation indicated multiple shooters from a crowd of protesters. Four police officers sustained non-life threatening injuries; no subjects have been identified at this time. (U//LES) A Las Vegas Metro Police Officer was killed during an arrest of a subject near the Circus Circus Casino. The subject pulled a gun from his waistband and shot the officer in the face. The officer was transported to a local hospital where he was pronounced deceased. The subject is not in custody. The incident is likely related to the ongoing civil unrest. (U//FOUO) There were four additional reports of hospitalizations (TP, SU, LA). A law enforcement officer was reported to be shot in the leg (Jacksonville). Twenty-five field offices reported local law enforcement sustained injuries during protests, frequently from projectiles (AL, AT, BA, BF, CE, CG, CI, CV, DN, HO, IP, JV, KC, LV, LA, MM, MP, NY, PH, PG, RH, SL, SA, TP, WF). 7

UNCLASSIFIED // LAW ENFORCEMENT SENSITIVE (U//FOUO) Thirteen offices reported protestors sustained injuries (BA, BF, DN, HO, IP, OM, PG, RH, SA, SL, SU, SE, WF). There were two non-law enforcement involved reported deaths, including a protestor shot by a bar owner in Omaha and a protestor run over by a delivery vehicle in St. Louis. There were shootings reported in Atlanta, Louisville, Erie, Chicago, and Richmond, although relationships between the shooting and protests are not clear. III. (U) Intelligence / Investigative Updates (U//LES) During the reporting period, ten field offices (CE, CV, DE, DN, HO, KX, LV, ME, MW, MP) reported out-of-state protesters were arrested. (U) Methods utilized to incite violence and agitate protestors. (U//LES) Reporting indicates protestors are using vehicles to incite violence and agitate protestors to vandalize property. Offices have reported protestors obstructing roadways, assaulting police officers, interfering with public duties, and resisting. There is also reporting of shots fired and Molotov cocktails thrown, in addition to protestors shining bright lights in officers’ eyes. (U//LES) Offices have observed disinformation campaigns online, mostly focused on false reports of protestors observed in specific locations, attempting to spur followers into criminal action. (U//LES) Local protestors have also been seen utilizing handheld radios to communicate. (U//LES) Reporting nationally indicates individuals are using traditional social media platforms and encrypted messaging applications (YouTube, Facebook, Twitter, Instagram, TikTok, Telegram, Topbuzz.com, Snapchat, Wickr) to discuss potential acts of violence. The use of information in social media postings included doxing of law enforcement officials, false reports of violence to incite violence, and rumors about false activities. Multiple field offices have observed individuals using social media platforms such as Twitter and Facebook to organize First Amendment related activity such as peaceful protests as well as criminal activity such as looting and vandalism. (U//LES) FBI social media exploitation indicates trending hashtags for the past 24 hours focus heavily on protests and issues around the unrest (#BlackLivesmatter, #GeorgeFloyd, #JusticeForGeorgeFloyd, #BLM, #protests2020, #AmericaorTrump, #ICantBreathe, #Curfew, #Protest, #NoJustisceNoPeace, #VoteOutHate). Of note, localized hashtags are being utilized to raise awareness of protest activity (i.e. #DCprotest, #LouisvilleUprising). (U) Communication means used to plan illegal activities, i.e., types of communication platforms used by violent protestors, code words being used in platforms to mobilize/communicate (U//LES) Reporting from across the country indicates traditional social media platforms and encrypted messaging applications (YouTube, Facebook, Twitter, Instagram, TikTok, Telegram, Topbuzz.com, Snapchat, Wickr) are being used by individuals to discuss potential acts of violence. (U//LES) Boston field office highlighted flyers on Facebook advertising a protest suspected of being organized by individuals espousing anti-government and/or anarchist extremist ideology. 8

UNCLASSIFIED // LAW ENFORCEMENT SENSITIVE (U//LES) Protest planned in the Dorchester neighborhood of Boston for 2 June 2020. The protest is being organized by Black Lives Matter and Violence in Boston INC. This protest is expecting around 100 attendees. (U//LES) Charlotte – Fayetteville mobilized the National Guard; reporting that unidentified groups plan to target unidentified police stations. (U//LES) Columbia - Unverified SM reports of buses of people coming from Little Rock Arkansas to Myrtle Beach, SC. (U//LES) No known threats of violence in Hawaii, Guam, Saipan, or American Samoa. There is a peaceful protest planned for 5 June in Hagatna, Guam. (U//LES) Of note, one local law enforcement agency was forced to use encrypted communications as rioting protesters were capturing communications and moving accordingly using social media platforms to communicate law enforcement movements. (U) Known criminal group associations or memberships. (U//FOUO) The FBI—in close coordination with its federal, state, and local partners—continues to monitor and respond to events related to the nationwide civil unrest. There are reports, to include open source reports and social media postings, suggesting the individuals involved in or present at locations of unrest are part of anti-government/anti-authority extremism, militia extremism, racially or ethnically motivated violent extremism, or violent gangs. Yet, much of the violence and vandalism is perpetrated by opportunistic, individual actors acting without specific direction. We continue to aggressively to seek to corroborate whether or not there is in fact an organized effort to incite violence by either known criminal groups or domestic violent extremists. There is uncorroborated intelligence about alleged participation of Venezuelan and Nicaraguan socialist groups. (U//LES) Detroit assesses any attempts by law enforcement to arrest individuals open carrying during protests or attempts to seize weapons could result in an increased presence by Anti-Government/AntiAuthority (AAGA) militia activists. As well, an increased National Guard presence could also spark an increased AAGA militia presence. Another extension of the “stay home” order by the Michigan Governor or declaration of martial law could also increase the right wing AAGA presence. (U) Known DT, IT, CI, CyD or Criminal actors utilizing peaceful protests to incite riots, conduct criminal activity, or enhance their ideology. On 1 June, FBI DL arrested an individual without incident for violation of Title 18 United States Code § 875 (c), Interstate communications of a Threat. The individual posted a threat which alluded to harming unknown number of "racist MAGA people". (U//LES) Following the arrest of 15 individuals by the Newark police Department, the FBI and USAO are focusing on at least two arrestees for potential federal charges. One identified individual was arrested in possession of a knife, a hatchet, and a jar of gasoline. FBI Newark obtained one of his Facebook posts which contained a video of him at the riots inciting others to steal from the stores while he stood guard to prevent anyone from stopping them. FBI submitted a preservation request to Facebook this morning. The individual describes himself on his Facebook account as anti-government and anti-authority. (U//LES) San Francisco field office reported three instances on 31 May 2020 of groups of individuals attempting to break into Federal Firearms Licensees (FFLs). In one instance, the individuals were able to steal 23 firearms (4 long guns and 19 pistols). T he other two attempts were unsuccessful.
