ISM STRUCTURE
ISM claims to be a movement, not an organization,
and welcomes all organizations, groups, and/or individuals who
agree with ISM's principles.
ISM organizes direct actions in Palestine and
coordinates the travel and activities of "internationals."
Internationals are simply people from any country (including
U.S. citizens) who support ISM and are willing to travel to
Palestine and engage in direct action such as dismantling
roadblocks, intervening at Israeli checkpoints, commandeering
checkpoints, and serving as a human shield for Palestinians.
ISM hosts "Campaigns against the Israeli occupation of
Palestine." The first campaign in Palestine was in August
2001, and a "Summer Campaign" in Palestine has been organized
by ISM every summer since, and the next campaign in Palestine
is being held from June 25, 2004 August 19, 2004. ISM
campaigns are not limited to the summer time, others have been
hosted throughout the past years.

The article Get Peace Activist

stated that during the summer of
2004, seventy three (73) ISM members were caught and legally b6_3
deported at Israel's frontiers. The article stated that there b7C_8
were approximately one hundred (100) ISM members from the United
States that went to Israel in 2003. The article also stated that
an unidentified reporter attended an ISM training seminar held at
the Faisal Internet Hostel near the Damascus Gate in Jerusalem.
The training contained the following activities planned for the
ISM Freedom Summer 2004:
"Roadblock Removal: ISM'members were instructed to dig
out piles of rocks and dirt that the IDF uses as roadblocks to
stop suicide bombers. This would be done by hand, but "local
coordinators" promised to arrange for a bulldozer whenever
possible. The local coordinators are organized by the Palestine

for the pro-Palestinian movement. The ISM claims that Corrie was
killed deliberately as she tried to protect the home of the
family of a Palestinian suicide bomber. The Israeli position is
that the operator of the bulldozer did not see Corrie and the
incident was an accident. Some media reports have suggested that
Corrie was instructed by Palestinian terrorists to protect that
home because it was also the location of one of the tunnels that
are used to smuggle weapons across the Egyptian border to Hamas
and Islamic Jihad ("Solidarity With Terrorists", Greg Yardley,
Front Page Magazine, 04/17/2003).

Internationals for ISM's purposes are people from any country
other than Israel (including U.S. citizens) who support ISM and
are willing to travel to Palestine and engage in direct action
such as dismantling roadblocks, intervening at Israeli
checkpoints, reporting on the location and activities of Israeli
forces, commandeering checkpoints, and serving as a human shields
?for Palestinians. ISM's goal is to take advantage of their
belief that the Israeli authorities are hesitant to retaliate
against the internationals out of fear of a political backlash or
loss of international support. ISM hosts "Campaigns against the
Israeli occupation of Palestine." The first campaign in
Palestine was in August 2001, and a "Summer Campaign" in
Palestine has been organized by ISM every summer since, with the
most recent Summer Campaign in Palestine being held from June 25,
2004 - August 19, 2004. ISM campaigns are not limited to the
summer time. Others have been hosted throughout the ast ears
including the Fall Olive Harvest Campaign in 2004.)

residents of the Los Angeles Division who are affiliated with
ISM. The predicate violation of this investigation is Title 18
USC 956(b), dealing with the damage of a friendly nation's
property, which in this case belonged to the Government of
Israel. The four subjects had traveled to Israel with ISM, and
provided assistance to Palestinians engaged in acts of resistance
and prOperty destruction against the Israeli Defense Forces (IDF)
in the "Occupied Territories" of Palestine. The subjects of the

(U) The article "Frontpage Helps Get Peace Activist
Deported from Israel" (Lee Kaplan and David Bedein, Front Page
Magazine, September 2, 2004) stated that during the summer of
2004, seventy three (73) ISM members were caught and legally
deported at Israel's frontiers. The article stated that there
were approximately one hundred (100) ISM members from the United
States that went to Israel in 2003. The article also stated that
an unidentified reporter attended an ISM training seminar held at
the Faisal Internet Hostel near the Damascus Gate in Jerusalem.
The training contained the following activities planned for the
ISM Freedom Summer 2004:
(U) "Roadblock Removal: ISM members were instructed
to dig out piles of rocks and dirt that the IDF uses as
roadblocks to stop suicide bombers. This would be done by hand,
but "local coordinators" promised to arrange fOr a bulldozer
whenever possible. The local coordinators are organized~by the
Palestine Liberation Organization (PLO) in each area to
coordinate actions with the
(U) "Hassle Checkpoints: Groups of three to four ISM
members were instructed to observe IDF checkpoints of their
choosing and to distract and "hassle the soldiers," so as to
allow Palestinians to bypass checkpoints whenever possible."
(U) "Human Shields: ISM'members were asked to join
Palestinians in sneaking around checkpoints, breaking curfew and
protesting. ISM trainers advised that "the checkpoint watch will
get more heated when ISM'members argue with soldiers in an
attempt to get Palestinians throug

not get through, they should act as "human shields for
Palestinians", to help them pass. In the words of one ISM
trainer, "Soldiers will be less likely to shoot or use violence
when westerners are present. USually, they also carry a camera

some of the volunteers to engage in "Spotting and reporting IDF
troops in military operations and reporting their whereabouts to
armed Palestinian units.""
(U) The article stated that Hisham Jam Joun, the chief
ISM trainer in Jerusalem, introduced himself at the Faisal
Internet Hostel as a veteran fighter for the PFLP. Jam Joun
"stressed that the main strategy is to use citizens from
other countries against the Israeli army." "Jam JOun also said
Palestinian terrorists distinguish ISprarticipants from other
Westerners who could be considered threats or targets because ISM
has many contacts throughout the west Bank and Gaza, and contacts
in every village that inform various terrorist groups operating
or living in those areas who is working with them. He said the
ISM does not interfere with the actions of terrorist groups;
however, occasionally a wanted terrorist will pass by ISMU
meetings or outposts and ISM members are instructed to be
courteous and exchange greetings."
(U) There have been multiple incidents where U.S.
citizens who traveled to Israel and the Palestinian Territories
as ISM activists have been arrested or detained by the Israeli
?Defense Force (IDF). One such arrest occurred on 03/27/2003,
when the IDF was pursuing Shadi Sukia, a member of Islamic Jihad
who was alleged to be involved in the recruitment of suicide
bombers, laying land mines, and sniping. Sukia fled to a
building that served as the ISM office in Jenin. The ISM
coordinator in the office, Susan Barclay, refused to allow entry
to the IDF. As a result the IDF entered the office and arrested
both Sukia and Barclay. In addition, according to an article
written by Greg Yardley (Solidarity With Terrorists, Front Page
Magazine, April 17, 2003) a search of the ISM premises following
the arrests uncovered a pistol and a cache of Kalashnikov rifles.
Subsequent media reporting has stated that the IDF has since
recanted on the weapons discovery. However, LAFO has not yet
acquired an official report on this incident from the Israeli
authorities. Barclay was deported folloWing the arrest.

(U) There have been multiple incidents where U.S.
citizens who traveled to Israel and the Palestinian Territories
as ISM activists have been arrested or detained by the Israeli
?Defense Force (IDF). One such arrest occurred on 03/27/2003,
when the IDF was pursuing Shadi Sukia, a member of Islamic Jihad
who was alleged to be involved in the recruitment of suicide
bombers, laying land mines, and sniping. Sukia fled to a
building that served as the ISM office in Jenin. The ISM
coordinator in the office, Susan Barclay, refused to allow entry
to the IDF. As a result the IDF entered the office and arrested
both Sukia and Barclay. In addition, according to an article
written by Greg Yardley (Solidarity With Terrorists, Front Page
Magazine, April 17, 2003) a search of the ISM premises following
the arrests uncovered a pistol and a cache of Kalashnikov rifles.
Subsequent media reporting has stated that the IDF has since
recanted on the weapons discovery. However, LAFO has not yet
acquired an official report on this incident from the Israeli
authorities. Barclay was deported folloWing the arrest.

Movement. The Palestinian Solidarity Movement (PSM) is another
name for the ISM. The Fourth National Student Conference of the

i fence near Tul Karm" appeared on 08/02/2004 on the Haaretz news
i service. The article reported that ISM and an Israeli group
known as Anarchists Against the Fence (AAF) successfully broke
through the separation fence in the West Bank village of Kafr
Zeita. This was reportedly the first time that demonstrators
have managed to break through the barrier.

IV. JUSTIFICATION FOR CONTINUATION OF INVESTIGATION
(U) Justification for continuing to investigate the
ISM is based on the following:
(U) l. ISM members are committing a criminal act by
domestically planning and organizing trips to Israel with the
intent to damage Israeli property.
(U) 2. ISM members have aligned themselves with
subjects and or anizations that are associated
terrorism I
(U) 3. ISM members have openly aligned themselves
with subjects and organizations that are associated with
international terrorism, including Hamas, PFLP, and Islamic
Jihad, and investigation has indicated that ISM members are
providing material support to these groups.
(U) 4. ISM members have made statements in support of
violent terrorist acts.
(U) 5. Investigation indicates that ISM members are
committing other crimes in relation to these associations, such
as document fraud.
(U) 6. ISM has purposely interfered with Israel's
efforts to confront designated terrorist organizations within its
own borders.
(U) 7. Investigation indicates that ISM may begin to
utilize violent direct action techniques against U.S.
corporations that maintain business ties with Israel.
(U) 8. Members of the ISM are involved in both DT and
IT matters which are inextricably interconnected, in effect
creating a hybrid, third category of JTTF investigation uniquely
benefitted by the TEI.
