The Highlights
Arrivals from out of state have considerably strengthened the protestor presence at Camp 2
in ND. Law enforcement strengthened the defense of the HWY 1806 with concertina wire
while construction crews further fortified Fortress Forward and the pullback site. A
contingent of protestors arrived in MD from the remaining protestors in IA continue to
regroup.
The Details
a. EXECUTIVE SU IVI MARY
A. North Dakota
i. Intel Update
a. Camp 2 continues to expand as protestors from out of state arrive. Mississippi
Stand Protestors arrived at Standing Rock with a 20? U-Haul full of supplies.
b. Protestors are attempting to organize buses for protestors in other states to
travel to Standing Rock. The buses will not be dispatched until 50 people sign up
for anyr given state that are willing to stavr for the winter. Organizers are giving
priorityr to Native Americans. The busing will begin 10 NOV.
c. The bridge on HWY 1806 will remain closed per law enforcement.
ii. Past 24 Hours
a. Law enforcement placed wire near their road block on the HWY 1806 bridge to
prevent foot traffic on the bridge.
b. Added wire on top of hescos at Fortress Forward. Additional wire placed around
the perimeter to reinforce securityr posture.
c. Began adding four foot hescos topped with wire and dirt berms along the south
side of the pull pipe.
d. No protest activities of note.
e. Developed a complete operational plan for the HDD site and surrounding area.
Next 24 Hours
a. Tensions will remain high as DAPL workers continue efforts on the ROW east of
HWY 1806.
b. Continue to reinforce wire plan on the HDD site and the perimeter of the Ivlever
propertv.
c. Continue parallel planning with law enforcement for securing the HDD area.
B. Iowa
i. Intel Update
a. Career activist? traveled to Standing Rock with the Jill Stein IA
campaign liaison and several protesters from Cedar Rapids in a 20? U-Haul truck
containing various supplies.

direct actions planned. Their next publicly planned eyent is a request for people
to stand with them for their court dates on 10 NOV.

a. Continued security drawdown and transition to patrolling format; will be
complete by Noyr F.
Next 24 Hours
a. Prepare to secure the Des Moin es Riyer HDD site for the upcoming pipe pull.
The primary security concern during this pull will be ensuring mobility of trucks
moying mud and cuttings from the hole to a dump site approximately three
miles away.
C. Illinois
i. Intel Update
a. The Spring?eld area anti-DAPLgroups were quiet oyer the last day, but they
continue to assert themselyes yia different social media platforms.
b. Logistical support for anti-DAPL groups in adjoining states continues.
ii. Past 24 Hours
a. Continued link analysis between anti-DAPL persons of interest and
associated groups in IL.
b. IVIonitored the "Warrior Up? protest eyents and identified PDIs. At least fifteen
different organizations were represented at the protests in conjunction with four
universities in the greater Chicago area.

a. Continue to track POIs in the ChicagolSpring?eld area yia social media.

D. South Dakota

a. Protestors reportedly organized a rally at the uniyersity in Aberdeen, SD.

a. Security conducted roying patrols, static security for electrician crews in four
locations, 24]? security at the Redfield Pump Station and security at the DAPL
office in Sioux Falls.
