The Highlights
Protesters in ND have yet to conduct a major direct action since the issuance of President
Trump’s executive order. The camps are, however, increasing their defensive posture and
increasing in size as former protesters and new arrivals continue to stream into the area. LE
arrested three protesters associated with flying a drone near HDD-W. Chicago-based
protesters are back to organizing fund raisers for Standing Rock.
The Details
1. NORTH DAKOTA FUSION CENTER

Intel Update
a. Ronda Rousey, of MMA/UFC fame, stayed at the Prairie Knights Casino and
visited the camps on 23 JAN 2017.
b. Protestors continue to receive deliveries of fuel and defensive/structural
materials. Camp 4 is increasing their perimeter security with railroad ties and
barbed wire. The protestors will likely continue to improve their defensive
posture in the camps over the next 48hrs.
c. Protesters have increased their observation of LE/NG/DS in anticipation of a
Camp-1-style removal by force operation.
d. Protestors have begun using vehicle escorts for almost any activity outside of the
camps. This may be a security tactic to ensure that individuals do not cross the
LOA or conduct direct actions without permission.
Past 24 Hours
a. President Trump signed an Executive Memorandum directing the federal
government to expedite the issuance of the final, already approved, easement
for the Dakota Access pipeline.
b. LE dismantled the illegal protester camp on Dredge Island and also conducted
closer reconnaissance of camp 2, 3, and 4. LE also shot down a drone in vicinity
of Turtle Hill and made three related arrests. Protester claimed that shots had
been fired in relation to the arrests, but LE and DS confirmed the contrary. LE
did use batons to break a window out of the vehicle the protesters used in their
attempt to flee, which may have been mistaken for gunfire.
c. Four Protesters conducted a daily “prayer walk” from Camp 4 to the stump
located by OP3. These prayer walks are most likely an excuse to observe HDDW.
d. Protesters traveling on snow mobiles and a small tracked ATV continually probed
the area around Turtle Hill and then retreated to camp once observed by
helicopter.
e. A small group of protesters and alternative media probed North Bridge but did
not cross the barricade.

g. Protestor buggies and snowmobiles made several trips to Camp 6 with towed
sleds full of unknown goods/equipment that could be used for future direct
actions.
h. Maintained security at HDD-W, HDD-E, and Mandan Municipal Airport.
i. HDD-W updates: widened wire at entrance to HDD pad to accommodate large
equipment traffic.
j. HDD-E updates: conducted walk through of HHD defense plan with all security
personnel, technician restored internet service to the TOC.
Next 24 Hours
a. Continue to develop an anti-drone plan in the vicinity of the drill pad.
b. Improve incident response communications by implementing a shift recall plan.
c. Continue to improve security efforts at HDD-W, HDD-E, and Mandan Municipal
Airport.
