The Highlights
Reporting suggests no offensive operations being planned in the last 24 hours, with discussion
instead focusing on resistance to camp evacuation by SRST representatives and LE. The stated
intent of “Veterans Respond” as a defensive effort to protect the camps has been highlighted in
mainstream media articles, but indications of training and perimeter defense in Camps 2,4 and
7, will be evident as their presence continues.
Divisions between the original protestor population and new arrivals to Camp 4 are beginning
to come to a head, with many physical altercations, including fights being mentioned on Social
Media. Friction is further mounting over the looting of equipment and residents of Camp 2 not
aligning with new leadership.
An unknown benefactor has been purchasing hotel rooms for some well-known protesters via
social media requests, mirroring previously seen levels of support last year.
Protestors, rather than gathering trash, have begun to move waste and refuse into abandoned
structures, then setting fire to them from 0300 to 0500 to ensure it is not recorded on video.
One of several open sewage pits and trash piles has become a health hazard, and people have
been forced to move away from the northwest section of the camp.

Intel Update
a. “Veterans Respond” is assessed to be in the planning phase. The first indications
show a consolidation of buildings and tents to facilitate follow-on security
measures.
b. Most Facebook live feeds now consist of partying and small concerts held in
Camp 2, after daily work has been completed. Protestor leadership is aware of
the approaching warm weather, and have asked that movement across the
Cannon Ball river be limited, due to dangers of ice melt.
c. Following a fight involving Cannon Ball residents and some members of Camp 4,
posted a video documenting the forced evacuation of Camp 2
residents by Camp 4 volunteers, supported by native representatives of SRST.
d. Protestors such as Julie Kurylowicz,
, Aubree Peckham, Mike Fasig,
Franz Sanchez,
, and Roni Mathis have been provided rooms at the
Prairie Knights Casino. BIA has been tracking these individuals as they are

assessed to be assisting in the facilitation of moving money and supplies to the
camps. This mirrors the activities of paid protestor facilitators during the earlier
stages of the movement, with one individual purchasing 100 rooms a night
during the surge in October. While this level of assistance is not being provided,
the same model is being used to support the reconsolidation of camp resistance.
It is also likely these individuals have been told to stay away from the frontlines
to provide continuity of support via these belligerent organizations.

has connections with various protestor groups, including
“Veterans Stand”, and works as a facilitator for “Veterans for Peace”, a known
funding organization for anti-American/Pro-communist activities. This
organization is closely tied to the Catholic Workers, an organization that gathers
funds from various democratic parties, communist groups, and various other
groups that seek to establish a revolutionary movement in the United States. He
is most likely and agent, and inserted on behalf, of these groups.
Past 24 Hours
a. Myron Dewey illegally flew a drone at night to HDD-W. DAPLSEC unsuccessfully
attempted to disable it with less-lethal ammunition, before it left the area to be
recovered by protesters.
b. OSINT confirms that “Veterans Respond” (VR) has started arriving at Standing
Rock. Six VR members have been already been identified in the area.
c. Two protesters associated with VR were arrested last night in Mobridge, SD for
possession of hash oil. During a search of their vehicle LE found gas masks, body
armor plates, and eight 1-gallon propane tanks. Propane tanks have been
weaponized in the past. One of the protesters has already posted bond while the
other is still in jail. The vehicle and its contents were seized. SD LE noted an influx
of protesters traveling through the area toward Standing Rock starting last night.
iv.
Next 24 Hours
a. Conduct IMINT analysis of Camp 2 disposition and supply capability.
b. Verify protestors numbers within Camp 2/3/4/7 using IR measurements.
