drone could likely increase tensions between security personnel and camp residents,
However the FAA is looking into Mryon Dewey’s actions.
ND’s Governor issued an Executive Order at 1705 on Wednesday, 15th of February
2017, for protesters to evacuate Camp 2 by 22 FEB 2017, due to the risk of flooding
and the required clean-up. LE has appropriated approximately 80 units to clear the
camp.
Protesters will be continually monitored to observe if they are all migrating from
Camp 2. The protesters who stay are violating the Executive Order and may be
preparing for LEs arrival, likely for propaganda material collection and dissemination
on social media during and following the anticipated clearing of Camp 2.
The Details
A.NORTH DAKOTA FUSION CENTER
ii.
Intel Update
a. The radio chatter calling for an attack at dawn, with no significant
actions, may be a result of the stress protesters are feeling.
Additionally, protestors, via social media live feeds, consistently blame
security personnel for blocking/interrupting electronic communication.
The radio message regarding an attack, with no incident and a
subsequent protestor drone launch at the proposed time of ‘attack’,
could be an attempt to discern if security personnel are intercepting
radio communications and to observe responses from LE, NG, and DAPL
Security.
iii. Past 24 Hours
a. LE constructed a jersey barrier checkpoint on the Southside of the North
Bridge on Hwy 1806, to be opened to emergency traffic only. At 1503,
eleven protesters congregated at the barricade construction site and
interacted with LE. By 1511, fiver vehicles and 10-20 more protesters
arrived. Interactions were broadcasted on multiple social media live
feeds, with LE deescalating the situation.

c. LE established a soft checkpoint in vicinity of the Cannon Ball Pit Stop
and handed out eviction notices to all protesters on Tribal Land.
d. LE has set up a new OP12, directly across from OP11, on the eastside of
1806 on a bluff overlooking Camp 2. LE is concerned OP12 is in rifle shot
range and are including an armored unit.
e. Myron Dewy approached a LE checkpoint wanting to file a complaint
against DAPL for shooting down his drone. LE TOC looked at the
recording and concluded it was a drone battery issue and not shot down
by DAPL.
f. Radio chatter by an unknown protester at 2255 called for an attack at
dawn, which did not occur.
iv. Next 24 Hours
a. Reinforcement/repairing of damaged perimeter wire of HDD-E and HDDW as snow melts.
b. Sustain security efforts in HDD-E, HDD –W and MMA.
B.IOWA SECURITY ADVISORY

a. Bold Iowa Protesters have a statewide direct action planned for 22
February, 2017.

b. Possible location of the proposed Mother Earth Community Education
Camp in Iowa is a 14-acre piece of land that has been donated for use. It
is located a few miles SW of Williamsburg--30 minutes from Iowa City, 80
minutes from Des Moines and 60 minutes from the Meskwaki Settlement.
A generosity.com page has been set up by Christine Nobiss to fund the
camp.

a. The Story County Board of Supervisors/Sheriff’s Dept. did not approve
the request from SUNOCO for an off-duty Deputy(s) for the Huxley Pump
Station in regards to the Bold Iowa Statewide day of Protest on 22
February. The SCSO cited the request was not approved due to a lack of
staffing at the SCSO, although stated they would have available on-duty

Iowa, other than an equipment company providing heavy equipment.
The drill being used by DAOPL under the Missouri River belongs to them.
Vermeer has a large 200-300-acre compound right outside of Pella, with
no existing fencing, and company executives expressed no desire to
further harden the area. Recommendations were made to
to

patrolling that day and to increase their number of security guards from
the existing 1-2. Vermeer has CCTV on premises and will cut the Guest
WIFI if the protesters get on site and try to use it to broadcast their

a. Activists in Illinois are becoming alarmed at the news that the FBI
Terrorist Task Force are investigating Activists at Standing Rock for
domestic terror. There have been warnings to any person that had been
to Standing Rock that the agents maybe contacting them. They are also
posting the attached handbook. Coincidentally, normal volume of social
media traffic has decreased.
