The Highlights
The construction of the tepee in middle of 1806 between North Bridge and South Bridge
continuous to show that the remaining protestors will have to be physically removed on the
23rd. Many of the protestors have moved to higher ground in camps 5, 6 and 7.

Intel Update
a. The attempted construction of a tepee, on a State Highway, indicates their
attempt to elicit a response from LE for propaganda purposes, likely to solicit
more regional/national support to their cause. It is assessed there will be an
unspecified number of protesters who will remain in Camp 2 on 22 February
2017, supported by other camp occupants and military veterans, which may also
be an effort to produce propaganda with drone and live feed footage on
Facebook. This is signified from news articles and social media activity. The
purpose is likely to turn public opinion back in their favor. A peaceful closing to
Camp 2 will undermine the protesters cause and ability to develop propaganda.
Past 24 Hours
a. Approx. 40+ protesters attempted to erect a tepee on State Highway 1806,
resulting in an LE show of force without an escalation to the situation

a. Sustain security efforts in HDD-E, HDD –W and MMA.
b. Continued monitoring of Open Source information, ISR feeds, and other sources
of information to provide accurate assessments of protestor activities which may
impact DAPL operations

b. ActivateNow’s live video was shared on Christine Nobiss’ Facebook account. The
video is an interview with Thomas Touches Lightning Beetles and Eddie Simpson
describing the motives behind establishing the Mother Earth Community Camp
(MECC) in Iowa. During the interview the ActivateNow reporter disclosed that a

“truck full of supplies” would be departing Standing Rock camp to the new camp
being created in vicinity of Williamsburg, Iowa on Sunday 26Feb17.
c. Christine Nobiss is spearheading the proposed MECC Iowa camp going through
the proper legal channels ISO of MECC. This demonstrates a “lessons learned”
mentality from the efforts at Standing Rock, ND.
d. Indigenous Iowa has opened a Pay-pal account in addition to the existing
Generosity account for MECC donations. Although the group has not currently
collected a large amount of donations ($310), the millions of dollars collected by
Standing Rock, ND donations can be easily be funneled into Indigenous Iowa
camp efforts to meet their goal of $15,000.

a Meskwaki native, has been identified as a POI who is
working closely with Christine Nobiss.
Past 24 Hours
a. Travelled to the Prairie Meadows Casino. No Indian Nation license plates were
noted in the parking lot. Patrons inside the casino were majority white in the 6080 age group. There were no obvious bulletins or flyers posted in support of the
Indigenous Iowa cause or No-DAPL movement.
Next 24 Hours
a. Assess the Cambridge Pump Station and valve sites as needed.
b. Continue planning security operations for the 22 Feb Iowa Bold Day of Action

a. Not my President’s day demonstration will take place 20 February 2017 in
Chicago. Anti-Pipeline activists have not yet cosponsored the event but it is will
be a multi message event. The participation numbers a predicted are
approximated at 4,000

b. Chicago anti-pipeline activists are beginning to organize an event (details are
developing) for 22 March 2017. This is in conjunction with the United Nations
World Water Day. Activists are being invited to organize an action on that night
at 6h00pm PST, 7h00pm MST time zone, 8h00pm CST time zone, 9h00pm EST
time zone. The example recommended is for people to gather in the city around
a water source that is exposed to public viewing like a fountain, a bridge, a port,
etc. and everybody can lit a candle. It is important to note that organizers are
also encouraging activists to maintain a Native American face to their events,
specifically a female Native American face.
