The Highlights
With the clearing of Camp 2, Rosebud and the subsequent clearing of the remaining southern
camps, (as soon as Monday) the threat level has dropped significantly. This however does not
rule out the chance of future attack, on the site or possibly the vehicles to and from the site.
We think the most likely course of action at this point is to disperse and re-group as the
weather permits. AS with any dispersion of any insurgency, expect bifurcation into splinter
groups, looking for new causes. The internal Standing Rock Sioux affairs will most likely selfdestruct from within due to the turbulence between leaders. (or lack of) A special mention to
all of the LE Men & Women who made this possible.

The Details
1. NORTH DAKOTA FUSION CENTER

Intel Update
a. The clearing of Camp 2, with the addition of newly established laws stemming
from the protests, gave a detrimental blow to overall protester movement in ND.
Several protesters are travelling to other camp locations on the reservation
lands, as indicated by their social media activity. The diminished footprint
created by the closing of Camp 2 and the shift of protesters to the south side of
the Cannon Ball River, decrease the threat of violent direct action to HDD-West.
b. The displacement of protesters may increase the threat to other locations along
the DAPL, though it will be difficult for protesters to amass large groups. Small
groups may feel a sense of desperation, especially if they discern oil is in the
pipeline, and attempt to sabotage locations of opportunity, specifically valve
sites. Increased activity along the DAPL may be identified by individuals with
hostile intent due to the close proximity to roadways, specifically ND State
Highway 6, a roadway regularly used by protesters.
Past 24 Hours
a. Law enforcement cleared Camp 2, resulting in the arrest of 46 protesters
without any reported incidents of violent aggression. After the clearing of Camp
2, the Bureau of Indian Affairs cleared Camp 3.
b. ND Governor signed four bills, stemming from the DAPL protests, that take
immediate effect.
Next 24 Hours
a. Continued monitoring of Open Source information, ISR feeds, and other sources
of information to provide accurate assessments of protester activities which may
impact DAPL operations

2. IOWA SECURITY ADVISORY

Intel Update
a. Shiye Bidziil, Eddie Too Swift Simpson, and Ducka Zo Yooxt Likipt (aka Thomas
Touches Lightening Bettles) (Editors note! These names were not made up at a
bar!) continue their trip to Iowa, stopping in Pierre, SD for the night of 23 Feb to
prepare for their final destination in Iowa. All 3 are in a U-Haul full of supplies
heading to Iowa ISO (In Support Of) the construction efforts of Earth Mother
Community Education Camp.
Eddie Too Swift Simpson stated in a livestream the hotel room is financed by
donations and they are also waiting for more donations to be transferred due to
time zone difference. This statement suggests there may be more donations
allotted to the new camp efforts in Iowa than posted on PayPal and Generosity.
b. Dave Whiting, an organizer of the Mni Wiconi Fundraiser event at Wildwood
Saloon, asked that people invested in Wells Fargo, Citibank, and Bank of America
to divest their funds and open accounts in Hills Bank or University of Iowa
Community Credit Union, one of the Wildwood’s event’s sponsors.

a Meskawki native, was on the arrested protestors in the
Iowa State Capital building on 22 Feb. The increased presence of Meskawki
presence in Iowa may begin to directly affect the DAPL and any future energy
projects.

Iowa Catholic Workers Party, was one of the arrested protestors
in the Iowa State Capital building.
has been extremely active in DAPL
protests throughout Iowa since Sept 2016 and is extremely effective at recruiting
members from the Catholic Workers Party and other protestors.
e. Iowa Landowner’s Attorney Bill Hanigan is attempting to appeal the DAPL
eminent domain ruling.

Williamsburg, IA.

working in conjunction with the Iowa County Sheriff’s Office.

ND to the proposed camp in Iowa.

protest at the Patoka Pump station and potentially the State Capitol in
Springfield in the near future. Additionally, the article points to the efforts of
