Intel Update 1) Protesters continue to use videos/photographs obtained from Standing Rock, ND to solicit funds through various grassroots funding sites to facilitate the establishment and growth of protester camps throughout the country. The observation/surveillance of HDD-E is troublesome, however is likely individuals attempting to obtain information for propaganda efforts. There is no identified direct threat to the pipeline, however there is an increased amount of violent action rhetoric circulating social media. The rhetoric added with a sense of ‘nothing to lose’ could incite protesters to participate in sabotage efforts to derail the completion of the DAPL B. Past 24 Hours 1) Two reported incidents of surveillance/observation of HDD-E by an individual operating the same vehicle. C. Next 24 Hours 1) Continued monitoring of Open Source information, ISR feeds, and other sources of information to provide accurate assessments of protester activities which may impact DAPL operations, specifically threats of sabotage to equipment or valve sites. 2) Monitoring social media and other sources of information to determine protester migration to better assesses threats to the DAPL. 3) Removal of wire from U.S. Army Corps of Engineer (USACE) land, including Turtle Hill, Northbridge on Hwy 1806, and Fort Rice. 2. ILLINOIS A. Intel Update 1) ChiResist, a Chicago based activists group is holding a “Teach in” and fund raiser in support of the International Indigenous Youth Council - Chicago Chapter. The ChiResist is a general anti Trump organization. All 45 seats have been filled and rooms reserved. 3) Tawasi and an unknown female are leaving Nebraska and are believed headed to Chicago and then to St Louis via Patoka. It is unclear at this time if the group will remain he and the person he is traveling with or if he will look to increase numbers at Patoka. The most likely course of action is that he will remain independent of any large group as he blogs his way to Washington as a means to raise funds to his GoFundMe site. The cashflow has tapered to zero within the last 5 days. https://www.gofundme.com/TawasiActivistBlog 4) Recommend a better engineered solution be installed at the pedestrian gates that would prevent access to the locking mechanism. The chain and lock are still only a deterrent and could easily be cut to gain entry. 5) With the migration of veteran protestors from North Dakota, the Patoka Pump Station is a well-known and likely target for these veteran protestors. This coupled with restricted fields of view within both facilities and lack of mutual supporting personnel for personal safety of the security force. It is highly recommended that the security force be increased by at minimum one person at the pipe yard. This would minimally mitigate both the safety and security issues at both sites. Ideally, there should be two people at both security posts. 6) Recommend electronic surveillance is installed to augment the current security staff. Security cameras would provide early warning of possible security issues, protests or other emergencies allowing a more rapid response of emergency response units. B. Past 24 Hours 1) . C. Next 24 Hours 1) Oversee security operations at DAPL facilities in Patoka area. 2) Provide liaison with local law enforcement and security personnel for possible protests at the Patoka Pump station. 3) Continue to monitor protester’s migration from North Dakota to determine future influence within the Illinois project. 4) Coordinate with ETP/SUNOCO representatives to provide pipeline and facility status book to assist the transition of control of clean up and pipeline operations. 3. IOWA A. Intel Update 1) Christine Nobis posted on her Facebook page that she, Thomas Touches Lightning Bettles, and Shiye Bidziil were at Menards buying supplies for the Iowa camp. Also made him aware of the new camp in Iowa County, in which he replied the FBI is already on it and working with local law enforcement C. Next 24 Hours 1) Continue to plan and prep for reconnaissance of the Meskawki Reservation/Casino ivo Tama, Iowa 2) Track the progress of the camp in Iowa County, continue to work with local law enforcement in regards to the camp 4.
