Many of the fences and especially the gates are 12” to 18” off the final grade. We will finish with Iowa tomorrow and proceed to Illinois down to Patoka. Assessment will be finalized and sent to appropriate . The Details 1. NORTH DAKOTA A. Intel Update 1) Protesters held a panel discussion featuring Winona LaDuke, prominent protester, ND State Senator Tim Mathern, and several other protesters at the Bismarck Public Library. Past 24 Hours 1) Reorganized guard force into two man rover teams with assigned valves to patrol. 2) DAPL security helicopter conducted aerial patrol from LR-1 to SD-160. C. Next 24 Hours 1) Continued monitoring of Open Source information, ISR feeds, and other sources of information to provide accurate assessments of protester activities/migration which may impact DAPL operations. 2) DAPL security will continue to rove the valve sites in North Dakota, and will continue stationing incoming security guards at static posts at remote valves sites throughout the state. 3) Michaels continues restoration efforts at the HDDs 4) LE will pull all LE off the gates at the HDD tomorrow night. 2. She has posted numerous videos of the construction of the pipeline and today posted the following. Past 24 Hours 1) Field Managers and continue to patrol the ROW and interact with the DAPL security force. 2) Adjusted manning from the static to the roving patrols throughout the state at the request of ETP. 3) Met with the Des Moines Field Office of the FBI, with the Omaha and Sioux Falls offices joining by conference call. Also in attendance were representatives of the Joint Terrorism Task Force, Department of Homeland Security, Iowa Department of Emergency Services, Iowa Department of Homeland Security and Iowa Department of Wildlife. Topics covered included the current threat assessment of the pipeline, the layout of current security assets and persons of interest. The FBI seemed were very receptive to the information presented to them, and follow-up meetings with individuals will be scheduled soon C. The divestment of ING from DAPL and the recent court ruling that ordered a natural gas pipeline removed from tribal lands 2) Last month, ING officials met face to face with leaders of the Standing Rock tribe, and last week announced that the bank had sold the loan at the request of tribal leaders. While the actual divestment took place last week, the recent article has spurred renewed efforts to get the City of Chicago to “divest” as well. The divestment of the city of Chicago would be a symbolic gesture since the retirement funds are managed at state level and therefore the divestment would not actually impact financial institutions at all. Chicago organizers are having a kickoff party party/social on 1 April 2017. Organizers hope to use this event to deliver groom participants in the actual march by standardizing the message and “educate” them on the talking points. https://actionnetwork.org/events/party-for-the-planet-climate-march-launch-party 4) An upcoming event will feature Tabitha Tripp who successfully applied for standing in court to fight the Dakota Access Pipeline. Her success is being heralded as the means to fight future pipelines. Additionally, she is being credited by many environmental groups as a ground breaker in the fight against the Gas and Oil Industries growth. Her participation in this forum will likely bring a large number of organizers and activists throughout the region to the event. https://www.facebook.com/events/1751566901837707/ 5) In a major victory for American Indian land rights, a federal judge on Tuesday, March 28, 2017, ordered Enable Midstream Partners and its affiliates to remove a natural gas pipeline from 38 American Indian land owners’ property near Anadarko, Oklahoma. A tract of the land is part of the Kiowa Tribes of Oklahoma. Past 24 Hours 1) Conduct and oversee security operations at key infrastructure along the ROW to mitigate potential vandalism and interruption of the integrity of the pipeline. SOUTH DAKOTA A. Intel Update 1) As the protester camp in Eagle Butte, SD continually increases population and infrastructure, they continually push crowd funding campaigns to support their efforts. The financial support is not nearly what it was during the peak of tensions at Standing Rock, ND. However, could easily ignite popular sentiment if an incident takes place that captures national interest. The next anticipated events which could cause national attention will be the outcome of pending court decisions, expected for decision in April 2017. A decision against DAPL would reinforce pipeline protest efforts around the country, whereas a vote against could shift protester efforts from non-violent direct actions towards more insurgency/guerilla warfare tactics. B. Past 24 Hours 1) SD-280: 1238hrs SONOCO employee on site waiting for “PIG” to arrive. 2) Liaised with DAPL Security elements to ensure the proper coverage of guards. 3) Report received of cameras installed on valve sites, confirmed to be Sunoco employees per DAPL Security badging database. 4) Roved sites to check DAPL Security elements and ongoing physical security measure construction. 5) Identified social media posts indicating the growth of protester camps in Eagle Butte, SD. C. Next 24 Hours 1) TigerSwan Security Management will conduct roving patrols commencing at 0230hrs 3.31.17 to monitor night shift activities. 2) Continued roving of the line to ensure effectiveness of security guards and checking progress of permanent physical security measures. 3) Monitoring open source information to identified any threats to the ongoing efforts of DAPL operations in SD.
