INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS The Highlights Bottom line, ND MLV 380 will be a huge target for quite some time for the protestors. The remaining ROW restoration work will need to be completed in order to satiate the landowners desire to get in this year’s crops, especially in South Dakota, Iowa and Spread 3 in Illinois. & I just ran the entire ROW and talked to everyone along the line. A new assessment will be delivered to everyone. Common trends are permanent fencing, especially the gates, unusually high in hanging, require very little height due to the covered rollers along the bottom. The final grade out lack the measure to compliment the fence along with the ground in order to prevent crawling in. We will double back in a few days to check the inconsistency with regards to fencing. JP The Details 1. NORTH DAKOTA A. Intel Update 1) FWW (Food & Water Watch) is hosting an anti-DAPL/pipelines-in-general meeting with guest speakers from Standing Rock and Illinois on the 13th at Loyola. Food and Water Watch right now, have tons of funding and it's not really the norm. Per funding - most of the small groups it seems get along with little overheard and volunteered time and supplies. For example, during today's meeting they divided up roles for the upcoming People's Climate March. Fundraising wasn't something they needed. Normally fundraising is a key part of these grass roots movements. They're hiring buses, there didn't seem to be a limit on how many they could rent, to drive people to D.C. for the main march. All banners and other art supplies are already paid for. 2) Today was the one year anniversary of when Sacred Stone Camp was established. Protesters all over the country checked in on Facebook at camp as a for April Fool’s day prank. 3) My Comment, there was over 20 vehicles and 60-75 personnel near the camp, my personnel assessment is that ND MLV 380 is the biggest target because of its proximity to the reservation. Vehicle left the area when rover team arrived on site. 3) 15 to 20 vehicles where spotted at the location of Sacred Stone Camp on the reservation. TigerSwan Valve Inspection Team responded to HDD-W to monitor the situation until the protesters left the area. Protesters posted on social media that they were picking up trash and celebrating the one year anniversary of Sacred Stone Camp. 4) 16:55 Rovers were advised to remain stationary for a few hours due to the 15-20 vehicles down along south side of Cannonball River on Reservation. 6 Pax up on hill sacred stone camp. Workers getting ready to pull out for weekend. One Leighton security from 1700 tonight until 0800 Monday inside HDD. LE were notified and dispatched to turtle hill for observation and remained for several hours. 5) 1830 OP1 TS counts 15 vehicles at Scared Stone. Dismounts maybe picking up trash at C4 as stated on social media. One other TS and 1 10 Code at HDD W. 1 Leighton guard also on site 6) 1930 near TH observe 3 vehicles left at Sacred Stone. Next 24 Hours 1) Continued monitoring of Open Source information, ISR feeds, and other sources of information to provide accurate assessments of protester activities/migration which may impact DAPL operations. 2) DAPL security will continue to rove the valve sites in North Dakota, and will continue stationing incoming security guards at static posts at remote valves sites throughout the state. 3) Michaels continues restoration efforts at the HDDs 2. IOWA A. Intel Update 1) Christine Nobiss visited ND to pick up supplies for the Little Creek Camp. She continues to encourage long-term protesters to move into camp. 2) Danny Grassrope and Joseph White Eyes visited Little Creek Camp last night. Both Grassrope and White Eyes have large social media followings and are likely to attract others to visit the camp as well. 3) Jessica Reznicek and Ruby Montoya were observed buying groceries today in West DesMoines, IA B. Past 24 Hours 1) Today at valve site MLV-IA-250, Dairyland fencing was on site string barbed wire to the top of the chain link fence. The site is very muddy and needs gravel. At valve site DAPL Security was on site. A generator is staged inside the fence to power the site until electricity is hooked up. Valve Site has no gravel, very muddy. Encountered DAPL Security on the site shortly after my arrival. The fence is not to standard, with a large gap between the bottom of the fence and the ground. No electricity. is currently flooded and in need of gravel. Fence is approximately 12 inches from touching the ground. Encountered DAPL Security roving patrol while at the site. was also flooded with no gravel, electricity of platform by the valve itself. The fencing also has a gap of approximately 12 inches until it touches the ground. 17:13 - LAT: LONG: Ford F150 stopped at location. When confronted asked name and refused to give. Stated he was a local just driving around. Started asking questions about security protocols (hours, personnel,pay,etc). Standing by 1720 - LAT: LONG: Individual mentioned in previous report has departed site. 1833- IA 160 - red chevy, two door, older model with tailgate down was at site and took off as we were pulling up tried to get tags but was to far out. Next 24 Hours 1) Continue to have the field managers patrol the ROW and ETP or Sunoco personnel. 2) Continue to track thru social media the Little Creek Camp, Bold Iowa, and person(s) of interest in the pipeline arson. 3) Reposition security personnel as required 3. ILLINOIS A. Intel Update 1) Currently, the conversations on Chicago activists’ sites continues to be shift from DAPL and focusing more and more on other pipeline construction projects. Their remains a strong focus on DAPL and unresolved legal maneuvering within the courts, although there remains strong undertones of direct action and targeted vandalism against valve sites and other established DAPL facilities. Additionally the activists continue to focus on recent charges being dropped in Morton County. https://www.facebook.com/WaterProtectorLegal/posts/708931412611593 2) Illinois’ direct action advocates maintain a focus on the current legal battles of the DAPL protestors and the conversation continues to be of the activists’ perceived victories in the court room vindicating much of the equipment damage and violence that was perpetrated by activists at Standing Rock. The lack of successful prosecutions continues to embolden the direct-action community within the activists’ efforts. The lack of accountability for illegal efforts and the continued normalization efforts for targeted vandalism will provide the incentive to push the boundaries further and sets the conditions for more direct attacks on existing facilities along the DAPL ROW. 3) Though Standing Rock’s high profile nature and it being held as the high water mark for activists and will keep DAPL in the forefront of the activists’ movement. The dispersal of Standing Rock veterans continues to move the Illinois conversation towards other pipelines. They are taking active means to shut their operation down. being the principal target of the angst, it appears to be a fundraising turf war between natives and , that grew at SABAL Trail Camp. We have a number of mentions here on NAFPS of non-Native selling fake Lakota "shamanic" ceremonies, and promoting non-Native frauds like who calls herself He's a ceremony seller and shameon, and recently he's been trying to exploit the pipeline resistance movement, notably at the Sabal Trail camp in Florida. There are quite a few posts right now about this on Facebook. So if folks could compile some of the details on him here, it would be good to have something to refer people to as right now there are a lot of questions from the new activists, especially the non-Natives who still don't understand how to spot the frauds. Illinois organizations are participating in these planning efforts with the intent of providing monetary and logistical support through various means of fund raising. The current plan of attack appears to contest the FERC procedures, legal tactics designed to delay the permitting process and DIVESTMENT efforts. These are generally being facilitated by groups like 350.0RG, which 350.0RG Chicago is a key contributor of both volunteers and fund raising. Most recently 350.0RG Chicago participated in a nationwide strategy and planning teleconference that included alliance partners; Rosebud Sioux Tribal Council, Sierra Club, BOLD Alliance, Indigenous Climate Action, and Rainforest Action Network, to lay out their strategic efforts primarily against KXL but also covering continuing efforts against the DAPL line. (Based on the ?security culture? practices of these organizations this meeting was prefaced by a closed meeting to develop the public message, anticipating that the public meeting would be monitored.) 10) 350.0RG Chicago is conducting an awareness meeting to build both their volunteer base and establish momentum for the upcoming ?People?s Climate March? scheduled for April 29, 2017.
