(U) Incident Details
During the evening of 25 May 2020, Minneapolis Police Department (MPD) of?cers responded
to a report of forgery in progress and apprehended 46-year-old George Floyd near the intersection of
38th Street and Chicago Avenue South. An officer pinned Floyd to the ground and placed his knee onto
Floyd?s neck. A bystander recorded a video of Floyd?s apprehension, during which Floyd repeats that he
cannot breathe and eventually becomes unresponsive. The bystander posted the video of Floyd?s
apprehension online; it is still currently available on a variety of platforms and websites. Authorities
pronounced Floyd?s death at the hospital following his apprehension; the four MPD officers involved in
this incident have been terminated.
The investigation regarding this in-custody death is currently ongoing; both the Minnesota
Bureau of Criminal Apprehension (BCA) and FBI Minneapolis are investigating.
As of 2:00 pm on 27 May 2020, the MNFC is aware of threats directed toward the four MPD
involved in the in-custody death. The MNFC has received unconfirmed information indicative of
individuals targeting other Minnesota police departments in response to Floyd?s death and the
potential outcomes of legal proceedings involving the four MPD officers. At this time, the MNFC is
currently assessing the veracity of the information.
The MNFC encourages all agents, officers, and administrative sta?, regardless of their
agency, to remain vigilant, situational/y aware of their surroundings, and operationally secure at all
times. Doing so includes noting suspicious persons and/or vehicles; securing vehicles, valuables, and
firearms; and varying daily routines to and from work. Further, while recent online chatter specifically
discusses targeting the four MPD officers, individuals may seek to harm any law enforcement
personnel.
Any local law enforcement agencies encountering activity or information indicative of
potential threats toward law enforcement personnel, should report details to the MNFC at
MN.FC@state.mn.us.

(U) This incident continues to make local, national, and international headlines, as well as trend in online
platforms, to include social media, blogs, and editorials.
Locally, initial online responses included the doxing of two of the four of?cers, as well as their
spouses, and the organization of first amendment protected activity demonstrations at the site of
Floyd?s death. People began to gather to protest Floyd?s death around 12:00 pm on 26 May 2020; these
demonstrations continued into the early hours of 27 May 2020. While it began as a first amendment
protected activity, some of those in attendance quickly escalated their activity to involve threats to law
enforcement, critical infrastructure, and public safety, as well as vandalizing and throwing objects at

Cities metro and one in Duluth, Minnesota.1
The metro-based demonstration is planned for Saturday, 30 May 2020, at 2:00 pm. The
demonstration, "Justice 4 George Floyd - Stop Police Crimes - Free Them All,? is expected to occur at 10
Lake Street in Minneapolis. At the time of reporting, 833 people indicated online that they are
attending, while 3,300 people appear interested. No further information is available at this time.
The demonstration in Duluth, Minnesota planned for today, Wednesday, 27 May 2020, at 3:00
pm. The demonstration, ?Justice for George Floyd! Say No to Police Brutalityl,? is expected to occur at

The MNFC has received information that out-of-state individuals may potentially travel to
Minnesota to participate in upcoming demonstrations. At this time, this information remains
unconfirmed; it is unclear how many protesters may be traveling to Minnesota, if they plan to
demonstrate in Minneapolis, and when they plan to arrive.

Individuals may targets agents, of?cers, and administrative staff outside of their of?cial duties,
when they can be most easily identi?ed. The following precautions are recommended:
0 Do not wearing organizationalIy-affiliated clothing outside of work settings.
0 Avoid wearing items with personalized information.
Properly secure weapons and equipment, both while on- and off-duty.
Consider varying travel patterns to avoid surveillance.
0 Reduce social media footprint and use an alias, if possible.
0 Implement physical security measures at home.
0 Ensure family members practice good physical and online security practices.
