Details: Los Angeles Division opened a
Terrorism Enterprise Investigation (TEI) into the
International Solidarity Movement (ISM), based on information
that members of this organization were conspiring to violate
neutrality laws through direct actions against the Israeli
government for its occupation of Palestine and to commit other
criminal acts within the U.S. The Los Angeles Investigation
has shown that most of the members of this group are U.S.

Details: Los Angeles Division opened a
Terrorism Enterprise Investigation (TEI) into the
International Solidarity Movement (ISM), based on information
that members of this organization were conspiring to violate
neutrality laws through direct actions against the Israeli
government for its occupation of Palestine and to commit other
criminal acts within the U.S. The Los Angeles Investigation
has shown that most of the members of this group are U.S.

citizens or naturalized citizens that have been involved with
anarchist groups such as the Ruckus Society. They also have
shown a loose association with foreign terrorist organizations
such as Hamas, the Popular Front for the Liberation of
Palestine, and Islamic Jihad activists.
Since the inception of the investigation, Los
Angeles Division has developed several confidential informants
that are providing ongoing intelligence on group members and
their activities.
Although Los Angeles Division's investigation is in
the early stages, it hopes to develop sufficient predication b7E 1
based on investigations conducted in Dallas and Los Angeles
Division, it is believed that this group poses a genuine
threat to the domestic security of the U.S and to Israel due
to the fact that through their U.S origins, ISM members can
travel with little scrutiny to the middle east to conduct
illegal activity. Although there has been no reporting of ISM
members being used as suicide bombers, their predisposition to
anti?capitalist and anti?global philosophy coupled with their
sympathetic views on the Palestinian cause gives rise to the
concern that ISM members can be directed, coerced, or through
their own volition, be the purveyors of acts of terrorism.
Based on conversations with Los Angeles Division,
has determined that coordination meeting should be held

and offices currently conducting investigations related
to ISM. The purpose of the meeting would be to assess the
current investigative activity to date, share intelligence,
and to coordinate and formulate strategy for future
investigation of ISM.
The meeting has been tentatively scheduled for
November 8, 2004 in th conference roomJ IFBI
Headquarters at 9:00 am. endees are requested from the LA,
D1 and SF 1?eld offices and are authorized to use k?E ?1
for travel. The lodging and per diem for
Washington, .C. are $151 and $51. Attendees are encouraged
. to make their own hotel and air reservations. Information on
local hotels can be found in the FBI Intranet using the FBIHQ
link. No rental cars will be authorized.
