Statement of Work (SOW) Less Lethal Specialty Munitions (LLSM) FY2026 1. BACKGROUND: The Department of Homeland Security (DHS), Customs and Border Protection (CBP) has a requirement for the procurement of Distraction Devices, Specialty Impact and Area Saturation Munitions, hand delivered and launched in 40mm launchers, for training and operational use. Relevant agencies within DHS may include, but are not limited to, the following listed in Table 1.1, below. This contract shall be awarded and administered by Customs and Border Protection (CBP). SCOPE: This statement of work delineates the required performance criteria for the acquisition of Distraction Devices, Specialty Impact and Area Saturation Munitions, hand delivered and launched in 40mm launchers, for the Department of Homeland Security (DHS). 3. APPLICABLE DOCUMENTS: CBP Use of Force Policy (January 2021). 4. TECHNICAL REQUIREMENTS: 4.1. Hand Delivered Pyrotechnic Canisters 4.1.1. Smoke Canister for Training (Reduced Toxicity). This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. It shall have a sufficient number of gas ports to facilitate dispersion of white smoke and have a continuous discharge time of 30-50 seconds. The formulation shall be less toxic than Hexachloroethane (HC) smoke. Performance shall be equal to or better than Defense Technologies part number 1063, Saf-smoke Grenade. 4.1.2. Continuous Discharge CS Canister. This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. It shall have sufficient number of gas ports to facilitate dispersion of CS and have a continuous discharge time of 20-40 seconds.

Continuous Discharge OC Canister. This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. It shall have sufficient number of gas ports to facilitate dispersion of OC and have a continuous discharge time of 20-40 seconds. Performance shall be equal to or better than Defense Technologies part number 1080, Riot Control Continuous Discharge Grenade- OC. 4.1.4. Red Colored Smoke Canister. This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuse delay. It shall have sufficient number of gas ports to facilitate dispersion of red colored smoke and have a continuous discharge time of 30-50 seconds. Performance shall be equal to or better than Defense Technologies part number 1067, Colored Safe Smoke - Red. 4.1.5. Violet Colored Smoke Canister. This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. It shall have a sufficient number of gas ports to facilitate dispersion of Violet colored smoke and have a continuous discharge time of 30-50 seconds. Performance shall be equal to or better than Defense Technologies part number 1068, Colored Saf-Smoke - Violet. 4.1.6. Blue Colored Smoke Canister. This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. It shall have a sufficient number of gas ports to facilitate dispersion of Blue colored smoke and have a continuous discharge time of 30-50 seconds. Performance shall be equal to or better than Defense Technologies part number 1064, Colored Saf-Smoke -Blue. 4.1.7. Green Colored Smoke Canister. This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuse with an average 1.5 second fuse delay. It shall have sufficient number of gas ports to facilitate dispersion of green colored smoke and have a continuous discharge time of 30-50 seconds. Performance shall be equal to or better than Defense Technologies part number 1065, Colored Safe Smoke - Green. 4.1.8. Pocket Tactical Smoke Canister. This canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay, followed by continuous smoke discharge of 20 - 40 seconds. The chemical shall be formulated to be less toxic than Hexachloroethane (HC) smoke. Performance shall be equal to or better than Defense Technologies part number 1017, Pocket Tactical Grenade-Saf-smoke.

It shall have sufficient number of gas ports to facilitate dispersion of red colored smoke and have a continuous discharge time of 30-50 seconds. Performance shall be equal to or better than Defense Technologies part number 1067, Colored Safe Smoke - Red. 4.1.5. Violet Colored Smoke Canister. This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. It shall have a sufficient number of gas ports to facilitate dispersion of Violet colored smoke and have a continuous discharge time of 30-50 seconds. Performance shall be equal to or better than Defense Technologies part number 1068, Colored Saf-Smoke - Violet. 4.1.6. Blue Colored Smoke Canister. This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. It shall have a sufficient number of gas ports to facilitate dispersion of Blue colored smoke and have a continuous discharge time of 30-50 seconds. Performance shall be equal to or better than Defense Technologies part number 1064, Colored Saf-Smoke -Blue. 4.1.7. Green Colored Smoke Canister. This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuse with an average 1.5 second fuse delay. It shall have sufficient number of gas ports to facilitate dispersion of green colored smoke and have a continuous discharge time of 30-50 seconds. Performance shall be equal to or better than Defense Technologies part number 1065, Colored Safe Smoke - Green. 4.1.8. Pocket Tactical Smoke Canister. This canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay, followed by continuous smoke discharge of 20 - 40 seconds. The chemical shall be formulated to be less toxic than Hexachloroethane (HC) smoke. Performance shall be equal to or better than Defense Technologies part number 1017, Pocket Tactical Grenade-Saf-smoke.

This hand delivered or launchable canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay, followed by continuous CS discharge of 20 - 40 seconds. Performance shall be equal to or better than Defense Technologies part number 1016, Pocket Tactical Grenade-CS. 4.1.10. Pocket Tactical OC Canister. This hand delivered or launchable canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay, followed by continuous OC discharge of 20 - 40 seconds. Performance shall be equal to or better than Defense Technologies part number 1019, Pocket Tactical Grenade-OC. 4.1.11. Three Part Sub-Munitions CS Canister. This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. The canister shall contain three sub-munitions. After detonation of separation charge, it shall separate its three pieces to a distance of 20 feet and continuously release 92 grams of CS for 20-30 seconds. Performance shall be equal to or better than Defense Technologies part number 1026, Triple Chaser Grenade- Separating Canister- CS. 4.1.12. Three Part Sub-Munitions OC Canister. This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. The canister shall contain three sub-munitions. After detonation of separation charge, it shall separate its three pieces to a distance of 20 feet and continuously release 92 grams of OC for 20-30 seconds. Performance shall be equal to or better than Defense Technologies part number 1020, Triple Chaser Grenade- Separating Canister- OC. 4.1.13. Non-Burning Internal Canister CS Grenade. This hand delivered CS canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. The canister shall be equipped with an internal canister that will contain the burned pyrotechnic contents. After detonation, the contents will combust and release CS through ports on the outer canister while containing all fire-producing properties. The device shall contain a minimum of 20 grams of CS and discharge for 20-30 seconds. Performance shall be equal to or better than Defense Technologies part number 1032, Tri￾Chamber Flameless Grenade - CS. 4.1.14. Non-Burning Internal Canister OC Grenade. This hand delivered OC canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. The canister shall be equipped with an internal canister that will contain the burned pyrotechnic contents. After detonation, the contents will combust and release OC through ports on the outer canister while containing all fire-producing properties. The device shall contain a minimum of 7.5 grams of OC and discharge for 20-30 seconds. Performance

Non-Pyrotechnic Indoor/Outdoor Use 4.2.1. Flameless Expulsion Grenade (CS). This hand delivered canister shall be non-burning. It shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second delay. It shall expel approximately 4.5 grams of CS through gas ports located on the canister within 3 seconds. Performance shall be equal to or better than Defense Technologies part number 2042, Flameless Expulsion Grenade-CS. 4.2.2. Flameless Expulsion Grenade (OC). This hand delivered canister shall be non-burning. It shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second delay. It shall expel approximately 0.5 grams of OC through gas ports located on the canister within 3 seconds. Performance shall be equal to or better than Defense Technologies part number 2040, Flameless Expulsion Grenade-OC. 4.2.3. Flameless Expulsion Grenade (Inert). This hand delivered canister shall be non-burning. It shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second delay. It shall expel an inert material through gas ports located on the canister within 3 seconds. Performance shall be equal to or better than Defense Technologies part number 2043, Flameless Expulsion Grenade-Practice. 4.2.4. Instant Blast Powder Grenade (CS). This hand delivered canister shall be non-burning. It shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second delay. Upon detonation, the outside canister shall split, immediately expelling approximately 44 grams of CS powder. Performance shall be equal to or better than Defense Technologies part number 1042, Instantaneous Blast Grenade- CS. 4.2.5. Instant Blast Powder Grenade (OC). This hand delivered canister shall be non-burning. It shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second delay. Upon detonation, the outside canister shall split, immediately expelling approximately 9.2 grams of OC powder. This hand delivered canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. It shall be no larger in diameter than 2.25 inches and no more than 6.5 inches in length. It shall disperse the OC mist and have a continuous discharge time of 1-5 seconds. The active agent shall be .7% OC Capsaicinoid. Performance shall be equal to or better than Defense Technologies part number 1056, OC Vapor Aerosol Grenade. 4.2.8. OC Vapor Aerosol Grenade (Inert). This hand delivered canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. It shall be no larger in diameter than 2.25 inches and no more than 6.5 inches in length. It shall disperse the inert mist and have a continuous discharge time of 1-5 seconds. Performance shall be equal to or better than Defense Technologies part number 1055, OC Vapor Aerosol Grenade (Inert). 4.3. Hand Delivered Rubber Ball Grenades 4.3.1. Rubber Ball Grenade. This device shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second delay, followed by another 0.5 second delay charge which disperses approximately 180 .32 caliber sized rubber balls in a fifty-foot radius. Performance shall be equal to or better than Defense Technologies part number 1090, Stinger Rubber Ball Grenade￾Rubber Pellets Only. 4.3.2. Rubber Ball Grenade (CS). This device shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second delay, followed by another 0.5 second delay charge which disperses approximately 180 .32 caliber sized rubber balls in a fifty-foot radius. The device will also disperse approximately 2 grams of CS upon detonation. Performance shall be equal to or better than Defense Technologies part number 1088, Stinger Rubber Ball Grenade- CS. 4.3.3. Rubber Ball Grenade (OC). This device shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second delay, followed by another 0.5 second delay charge which disperses approximately 180, .32 caliber sized rubber balls in a fifty foot radius. The device will also disperse approximately .30 grams of OC powder upon detonation. Performance shall be equal to or better than Defense Technologies part number 1089, Stinger Rubber Ball Grenade- OC. 4.3.4. Rubber Ball Blast Grenade. This device shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second delay, followed by another 0.5

The shield shall include a quick adjustable mounting system for smooth up/down rotation and removal. The shield shall be fully compatibility with industry-standard helmet rails or mounting points. It shall be constructed with a liquid drip mitigation seal at the top of the visor. One size shall be fully compatible with the Modular Bump Helmet (SOW 4.10.8). The face shield shall be available in clear and tinted options. 5. ADMINISTRATIVE REQUIREMENTS 5.1. Quality Control and Quality Assurance 5.1.1. No changes in design of any device or accessory shall take place without the prior approval of the COR and the CO. 5.1.2. Devices and accessories which fail any portion of the vendor’s (including manufacturers) QC processes shall be rejected and not shipped. No further attempts shall be made to correct or otherwise remediate a device or accessory which has failed any portion of the QC testing, for purposes of delivery. 5.1.3. The Government may conduct periodic random Quality Assurance (QA) testing of devices and/or accessories produced, to ensure items meet performance requirements for which the contract was awarded. 5.1.4. QA may or may not be conducted by Government personnel at a government owned facility. 5.1.5. Devices and/or accessories which fail QA testing may be sent back to the vendor, at no cost to the Government, and replaced with an equal amount of new supplies. If a second or subsequent failure (for the same test) occurs within the same batch, this will be considered a batch failure. The vendor shall be notified by the COR, in writing, of the nature of the failure, defect, or deficiency and the vendor shall replace the entire batch at no cost to the government. 5.1.6. Statement of Work (SOW) Less Lethal Specialty Munitions (LLSM) FY2026 COR within 7 calendar days of written notification. A completed failure analysis report, to include preventative measures, shall be submitted to the COR within 60 calendar days of notification of non-conformance. 5.2. Warranties 5.2.1. Vendor shall warrant all products contained in this contract to be free of defects. Vendor further warrants that the product conforms to all applicable requirements as outlined within this Statement of Work and guarantees that the product will maintain useful shelf life under reasonable storage conditions (both CONUS and OCONUS) for a period of five (5) years from the date of product acceptance. 5.2.2. The vendor shall provide to the COR a single point of contact (including name, phone number, and email address) who will handle all warranty claims occurring under this contract. 5.2.3. The vendor shall utilize FEDEX, UPS overnight, or other trackable next day service for all warranty shipments to the government. Exemptions, such as ground service or freight, may be authorized by the COR on a case-by-case basis. All shipping charges associated with warranty claims (both to and from the Government) shall be the vendor’s responsibility. 5.3. Government Access of Contractor’s Facility 5.3.1. The vendor shall permit the Government to conduct quality control inspections of the vendor’s facility (including production facility) to ensure consistency of manufacture and quality of products ordered and delivered. 5.3.2. The authorized inspection team shall be identified in writing by the COR or the CO. 5.3.3. The minimum advance notice of inspection shall be three business days. 5.3.4. Inspections may include all aspects of manufacturing, testing, quality control, and packaging. 5.4. Production Capacity 5.4.1. The Government reserves the right to verify the company’s ability to produce at an acceptable level in accordance with the requirements prior to the issuance of any delivery order. 5.5. Distribution Authorization

With proposal submission, the vendor (if not the manufacturer) shall provide a letter(s) from the manufacturer(s) indicating it is an authorized distributor/retailer of all device(s) and their accompanying accessories. Unauthorized distributors and retailers are unacceptable and will not be considered. 5.6. Shipping 5.6.1. All items are to be shipped Freight on Board (FOB) Destination. 5.6.2. Shipping locations may be centralized or may include individual locations throughout CONUS. 5.6.3. Shipping methods for each location may be specified by CBP at the delivery order level and may vary depending on location, quantity of items, and receiver’s ability to handle freight shipments. 5.6.4. All shipments shall be trackable. Tracking information shall be provided to the COR (or designate) upon request. 5.7. Packaging 5.7.1. Material shall be packaged, packed and marked for shipment in such a manner that will ensure acceptance by common carriers and safe delivery at destination. 5.7.2. Pallets and associated packaging, when used for shipping, shall be stackable, allowing for a second complete pallet to be placed on top of a first complete pallet, without structural problems or damage to the contents of either pallet. 5.7.3. Individual pallets shall consist of containers that are identical in size and shape in order to maintain the integrity of the shipment and ensure pallets are stackable. 5.7.4. Each pallet shall be clearly identified on the outer wrapping with the following information: • Contract number • Delivery/task order number • Part/Model numbers of all items contained within that pallet • Material Data Sheets for all items contained within that pallet 5.7.5. All individual containers within a shipment shall be clearly identified on the outside of the container with the printed manufacturer part/model numbers

Individual cardboard containers holding multiple part/model numbers shall be easily identifiable by a application of a highly visible label/placard/sticker on the side of the container facing out when palletized. 5.7.8. All shipments for CBP Specific orders shall contain an easily identifiable statement instructing the recipient to immediately contact CBP’s Law Enforcement Safety and Compliance Directorate for accountability purposes. Specific language will be provided by the COR (or COR representative) at the contract post-award meeting prior to any shipments being initiated. 5.8. Vendor Performance Conferences 5.8.1. Within 30 days of contract award, the vendor shall host a pre-production meeting telephonically or in person at the governments discretion. 5.8.2. CBP and the vendor may meet in person once per year, commencing six months after production begins and continuing approximately every year thereafter. These performance conferences are to discuss contract issues, review technical and financial status of the contract, discuss vendor and Government performance, and to resolve any issues or problems as they may arise. 5.8.3. Government attendees may include the Contracting Officer, Contract Specialist, COR, representatives from the CBP components, and LESC subject matter experts. 5.9. Reporting Requirements 5.9.1. A delivery order report should be sent to the COR of the contract on a bi￾annual basis, or at the request of the COR. The report should include a cumulative line-item Excel spreadsheet of all delivery orders and include the following: • Name of purchasing agency/group • Delivery order number • Unit cost • Quantity of units on the delivery order • Value of delivery order • Current quantity of units shipped

Each line in the report shall contain the following information: • Return merchandise authorization (RMA) # • Date vendor was notified • Date corrected item was shipped to vendor • Brief statement of problem • Brief statement of solution; and • Date shipped back to the Government 5.10 Media Statements 5.10.1 All press/media statements and releases related to the contract shall receive advanced written approval by the Contracting Officer and COR. 6. DELIVERABLES AND DELIVERY SCHEDULE 6.1. Orders shall be delivered to the addresses attached to a delivery location spreadsheet provided at time of award of the contract/delivery order. The government reserves the right to modify shipping locations up to the time a shipment leaves the vendor/manufacture’s location. 6.2. Items are to be shipped within 60 days after receipt of order (ARO) or immediately upon ATF Approval for those items requiring such. 6.3. The vendor shall provide notice of shipping immediately upon the product leaving the vendors facility. Notification shall be sent to the COR or their designate, and to the local recipient for each shipping location via email. The local recipient’s name and contact information will be included on the delivery location spreadsheet that will be provided at the award of the contract/delivery order. 6.4. The vendor shall provide a list of serial numbers by item type and shipping location for all controlled items that require serialization by the ATF. This list shall be in Excel format and shall be sent to the COR or their designate immediately upon shipment via email.
