Antifa Overview The Southeast Florida Fusion Center (SEFFC) is issuing this situational awareness bulletin regarding President Donald J. Trump designating Antifa as a domestic terrorist organization. Background Terrorism is defined as the unlawful use of violence and intimidation, especially against civilians, in the pursuit of political gains. The goal of Antifa is the violent overthrow of the United States government. One of their chants is “No Border, No Walls, No USAAt All” which clearly states their intentions. Their beginnings go back to Russia and Germany. The Bolsheviks, wanting to spread their communist revolution outside of Russia, attempted a communist revolution in Germany, but lost. Primarily influenced by Bolshevik ideology, the communist party in Germany (KPD - Kommunistische Partei Deutschland) established the militant arm of the communist party named “Antifaschistische Aktion” in 1932. Antifa are anarcho-communists who function as a decentralized autonomous network of cells and are active throughout various countries, not just in the USA. Recently they have been rioting in Italy, France, Nepal, Turkey and have active cells in countries like Germany, Sweden, the Netherlands, Brazil, Canada and the UK, just to name a few. Stateside, Antifa has cells in different states, Rose City Antifa in Oregon perhaps being the most well-known. Antifa shares the same ideology regardless of which country they find themselves in and function in a similar fashion. They stand against capitalism and want to overthrow governments they feel are oppressive, through violence and silence their opposition by any means necessary. They communicate and organize through social media, meet and greets, different publishing arms (websites) where they receive calls to action, training material, podcasts and communiques, as well as different apps like Signal. The way they function is to piggy-back on a cause and indirectly support a political party that will eventually help them achieve their goal of revolution that will lead to total anarchy and liberation. In the past few years, Antifa has been very active, their most prevalent presence during the George Floyd riots and recently during the anti-ICE protests. When they are not active in the streets, they continue their revolt by doxing their opposition, recruiting and training new members, attending events of the opposition, and targeting cities where their active, smaller-scale actions are tolerated by the local government. Antifa, the Boardgame – Antifa explained in simple terms3 This boardgame was created by the French collective La Horde. It explains how Antifa is organized in simple terms. Each character represents a function or role a person plays within the cell. There are various characters that play different roles within a riot, including a medic, one dressed in black bloc, one carrying the flag, another on the microphone/megaphone and another handing out pamphlets/zines. You can also see one on a computer and another character with a camera, which are the ones who stalk people or take their photo during a protest or other event, dox them online and continue terrorizing them that way. There is also a character for one who vandalizes and another with a knife to physically hurt the opposition. Tactics, Techniques and Procedures Black Bloc When Antifa answers a call to action and become active, all those participating will dress in black attire. Ideally, each member will dress all in black and not use anything that will aid in identifying them. They hide their faces, use protective eye gear and some may use gas masks, hide tattoos and wear shoes that are not unique or easily identifiable. The purpose of the Black Bloc is anonymity, to avoid successful arrest, prosecution and conviction. During the 2017 presidential inauguration, over 200 people were arrested, but only 21 were convicted because they pleaded guilty. Prosecutors were unable to link defendants to specific acts of vandalism. Grey bloc refers to dressing in “normal” street clothing before and after having participated in criminal activity. The purpose is the same as with black bloc- anonymity.45678910

De-arresting It is a technique used by Antifa to interfere and prevent an individual from being arrested. The arresting officer and malicious actor are surrounded by those who are part of the demonstration and will begin pulling the arrestee away from the officer. At the same time, other malicious actors pull at the officer attempting to make the arrest from different sides, forcing them to defend themselves. Incendiary/explosive devices & improvised smoke bombs There are different reasons why Antifa will initiate the use of these devices. They are often used to create chaos within a demonstration but will also be used as weapons against law enforcement or counter-protesters. During the 2020 riots, Molotov cocktails and other incendiary devices were used to vandalize buildings and to set fire to police stations. They have been used at officers while they were holding the line against rowdy demonstrators. In Portland, during the riots in 2020, lasers were used against federal officers that were trying to protect the courthouse. Over 100 officers reported eye injuries from lasers pointed at them by Antifa. Those rioting may use other weapons to cause harm, especially against law enforcement, in the form of flag poles, umbrellas, bricks, cans of soup, fireworks, rocks, glass bottles, lasers, flashlights, concrete milkshakes, wooden stakes, glass bottles, rocks and even bicycles have been used to fight against law enforcement. It has been observed in Portland that slingshots with marbles or small rocks are being used during riots. Eggs, frozen water bottles, water bottles filled with urine, and sometimes with feces, have been used by Antifa and thrown at officers and counter-protestors. Umbrellas / Shields / Barricades: Umbrellas are a tool largely used by Antifa for every aspect of their mission. They are used to conceal, attack and protect. Umbrellas are used to hide their activity from the police or the opposition, for example, when they are changing clothing from black bloc to gray bloc (or vice-versa), removing items/weapons concealed in backpacks or folding trolleys or preventing someone from filming them. As a weapon, they can easily be used to force a person away, to intimidate and harass the media and counter-protestors or to assault someone. They are often used as shields during a protest to hide from the police, from cameras, but can also be used to protect themselves from pepper spray, to deflect rubber bullets, smoke canisters and hide from laser pointers from law enforcement to identify troublemakers. Homemade shields constructed out of wood and large garbage bins are used the same way as umbrellas or how shields were used throughout history during a battle – to protect themselves and as a weapon. Barricades that are used to keep protestors in one area are used by malicious actors as weapons. A group of these malicious actors will unhook the barricades from one another and various individuals will grab them and ram into police officers. This technique has been observed in NY, LA and in many of the riots in 2020.181920

They will use blowhorns, loud music, speakers, kazoo noise makers, whistles and even a make￾shift Long-Range Acoustic Device (LRAD - used to broadcast sound over long distances) system to harass others. Such a system has been used in Portland at the ICE facility since June 7, 2025. Such tactics are often used to stifle speech from counter-protestors. In addition to expressing their demands and views, Antifa activists will continuously use profane language against law enforcement and often ask them when they will kill themselves. In the era where the public square is found on social media sites, doxing has been a very efficient method used to suppress, intimidate and often destroy the lives of those seen as a threat. Doxing is searching for private or identifying information and maliciously posting it online with the intent of destroying the reputation and life of the target. Additionally, Antifa will stalk those they see as a threat as part of their plan to extinguish the threat. The plan is always the same – Identify the threat, stalk, gather as much intel on the person, photograph, stalk them online, identify their place of employment, identify their close family/spouse and then begin the harassment campaign both online and in real life. They will often contact employers or write fake negative reviews if their target owns a business, with the purpose of the target losing their livelihood. In real life, they will vandalize the target’s vehicle or property and may even go to their home for the sake of intimidation. During a demonstration, in addition to suppressing opposition speech by using noise, Antifa will also use physical tactics like pushing and surrounding an individual to intimidate, harass and eventually force the person or group to leave.2223242526

One law enforcement officer was shot and was expected to recover. At least 15 suspects have since then been charged in connection with the attack.272829 • January 2022 – Stop Cop City or Defend the Atlanta Forest was a decentralized movement composed of Antifa aligned environmental extremists who occupied the forest for nearly two years and engaged in acts of violence, intimidation, held a civilian at gunpoint, hurled firebombs at police and destroyed construction equipment by setting it on fire. 61 suspects, three who were foreigners, were charged with domestic terrorism and the Racketeer Influenced and Corrupt Organizations (RICO) Act.3031 • January 2021 – Antifa showed up in black clothing and armed with weapons and protective gear to counterprotest a political demonstration in Pacific Beach. Initially, the occupants of the CHAZ claimed to have killed two Nazis and later learned they had in fact killed two black kids. A total of 65 crimes were reported to have occurred in the CHAZ. The Seattle Police Department entered on July 1st and made about 30 arrests, cleared out the autonomous zone and recouped the East Precinct.3637 • May 2020 - The Mark O. Hatfield U.S. Courthouse was besieged by Antifa rioters for at least 100 consecutive days and attempted several times to burn it down. Homeland Security Deputy Director Ken Cuccinelli reported 277 injuries to 140 officers, 113 eye injuries caused by laser, hearing damage reported as the second most common injury, head wounds, broken bones, sledgehammer strikes and being hit by projectiles. Over 900 law enforcement officers were injured during the 2020 riots.383940 • May 2020 – The weekend of May 29, 2020, St. John’s Church and White House were firebombed by Antifa and other Left-wing extremists. Several fires were set near the White House including a fire to the basement of The Parish House in St. John’s Church. Over 60 Secret Service Officers and Special Agents were injured due to projectiles, including exposure to bodily fluids, as well as physically assaulted by rioters. President Donald J. Trump was rushed to an underground bunker for less than an hour. 4142434445 Propaganda / Recruiting / Websites There are several websites that publish literature promoting and guiding the antifascist movement and ideology. Such sites offer support in the form of books, zines, podcasts, tools and articles that parallel current events happening throughout the world. Zines are informational pamphlets that can be downloaded from different websites and are used as educational tools and offered as propaganda to recruit new sympathizers. Social media and in-person meetups are also utilized to promote and organize their actions. Recently in Portland, inflatable animal costumes have been seen worn by those protesting the ICE facility. This is a form of propaganda implemented by Antifa to soften their image and change the narrative that they are a violent domestic terrorist organization.46474849505152

National Lawyers Guild About - National Lawyers Guild Even though they do not believe in our judicial system or governments, they do have legal representation. During Antifa direct actions, non-independent legal observers from the National Lawyers Guild (NLG) can be seen wearing green helmets/hats. They are there to observe and take notes and said documentation is later used to defend their clients. Antifa International Defence Fund* *(defence as spelled in British English) It is a collective established to assist anti-fascists and anti-racists with funds for a legal defense. They list stories of successful court cases where anti-fascists have won, plus other articles having to do with anti-fascism, annual reports and the Defense Fund. The website has a Donate & Support page that was taking donations until recently but have shut it down due to President Donald Trump’s declaration of Antifa as a domestic terrorist organization. In the interest of their donors and recipients, they are looking to re-establish the fund in another country. Mark Bray is the author of several publications, amongst them is “ANTIFA The Anti￾Fascist Handbook” and is a professor at Rutgers University. He offered to donate half of that book’s proceeds to the Antifa International Defence Fund. The Rutgers website states that he offers courses in Antifascism, Anarchism, Communism, Occupy Wallstreet, the Spanish Civil war, World History II, Human Rights, Modern Germany and Terrorism. He has since then fled to Spain claiming to have received death threats.
