Executive Summary
This report highlights the role of United Airlines (henceforth ‘United’) in the transfer of
military cargo shipments to Israel. Between 24 July 2025 and 27 February 2026, United
Airlines was involved in the transport of at least 2761 shipments that were explicitly
carrying military cargo to Israel and/or were destined for Elbit Systems, Israel's largest
‘weapons manufacturer. In the data observed, United transported 2,070 shipments to Elbit
‘Systems or one of its subsidiaries, 414 to Hatzor Airbase, 78 to Lockheed Martin Israel, 64
to the Government of Israel's Ministry of Defense, and 135 to Nevatim Airbase—where
Israel's entire F-35 fleet is based.
An analysis of cargo descriptions for a sample of 546 shipments revealed that United
transported armored vehicle components, including ammunition handling systems,
and F-35 fighter jet components, including parts used to release munitions and power
surveillance systems. The capabilities enabled by many of the items in this report have
facilitated Israeli war crimes in Gaza, Lebanon, and Iran.
All but 45 of the shipments described in this report departed the U.S. from Newark
Liberty International Airport to Ben Gurion International Airport. United also
transported cargo through a network of airports within the US. including: Dallas Fort-
Worth International Airport, Chicago O'Hare International Airport, Washington Dulles
International Airport, Houston International Airport, Atlanta International Airport and
San Francisco International Airport. All of these shipments were carried on passenger
flights. This further highlights the use of public infrastructure to sustain the military

continued to play a role in the transportation of these shipments to Israel while its own flights
were suspended.

war crimes, possibly implicates United and all airports listed in this report in genocide. The

‘this supply chain must be challenged? On 9 September, United is set to transport five
shipments to Elbit Systems and its subsidiaries including Israel Military Industries
from Newark on passenger flight UA9O. In light of the evidence presented in this report
and the evident resumption of these shipments, city and state-level governments must
investigate and intervene to prevent the use of civilian infrastructure for the transport of
military cargo to Israel. Additionally, workers, passengers, and civil society must demand
‘that United immediately end its role in the transfer of these military cargo shipments, in
accordance with international humanitarian law.
Methodology
Analysis of the contents of each shipment was performed using a variety of primary and
secondary sources, including the description of the shipment and shipper from cargo
documents. To designate a shipment as being for the Israeli F-35 (F-35l) fleet, the shipment
had to be a) destined for Nevatim Airbase and b) originate from Lockheed Martin's F-35
facility in Fort Worth, Texas.
Due to the extensive number of shipments in this dataset, the contents for only a subset
of shipments that departed the U.S. between July and October 2025 were analyzed to
identify military-related cargo. The goods descriptions, discussed below, and the mentions
of Foreign Military Sales (FMS) and Foreign Military Financing (FMF) in many of the
cargo documents revealed the military nature of the transported goods. Still, since not all
shipments were analyzed, some could be for use in civilian avionics developed by Elbit
Systems. Lastly, the end-user is not specified for these shipments, and some shipments may
be for systems destined for third-party users.
Flights and Shipments by United Air-
lines
Analysis of export data has revealed at least 2761 Israel-bound shipments that departed
from the U.S. between 24 July 2025 and 27 February 2026 on United flights. Newark Liberty
International Airport was the final U.S. port through which nearly all of these shipments
transited. The majority of the cargo in the data observed, nearly 75%, was delivered to Elbit
Systems—Israet's largest weapons manufacturer—or one of its subsidiaries, such as Israel
Military Industries (IMI).
Over 600 shipments in the analyzed period were destined for the Israeli military or the
Government of Israel's Ministry of Defense (IMOD), which oversees Israel's military. Sixty-four
of these shipments were delivered to IMOD, while at least 549 shipments were ultimately
delivered to Israeli Air Force bases—Nevatim Airbase and Hatzor Airbase. Nevatim Airbase is
the operational and maintenance center for Israel's entire F-351 fleet.
‘The number of shipments to each military entity, airbase, or weapons manufacturer in Israel
is noted in Tablet below.

‘These 28 shipments included Commander Open Architecture Panoramic Sight
(COAPS)‘ hardware, assemblies, and markers, which are used for Main Battle Tanks
(MBT) such as the Merkava and armored fighting vehicles. COAPS are advanced sights
that enable long-range target acquisition and integrate with the core systems of tanks and
armored fighting vehicles “to increase lethality.”=
United also transported shipments of assemblies and hardware for Modular Gunner
Sights’ which enable high-accuracy target identification for guns mounted on armored
vehicles. Modular Gunner Sights can also be integrated with a COAPS sight in a “Hunt / Kill”
configuration?
Intelligent Data Acquisition Node (IDAN)® assemblies specifically for the Merkava
MBT were also delivered. These are modular enclosure systems built around embedded
computers that are necessary to control sensors, process data, and perform diagnostics.
Additionally, United transported two shipments of ammunition handling systems to Israel.
These systems originated from Nobles Worldwide, which produces ammunition handling
systems for small and medium caliber machine guns, naval guns, aitcraft weapons loaders,
and turrets?
United also transferred Gunner Display Units (GDU). GDUs, placed in armored vehicles,
display ‘targeting information’ and allow ground forces to fire with lethal accuracy.”
‘These shipments occurred alongside a concerted effort by IMOD to increase production of
and upgrade armored vehicles. In August 2025, IMOD approved a $1.5 billion procurement
to boost production of the Merkava MBT, Namer APC, and Eitan APC." In November
2025, a $210M contract was awarded from the IMOD to Elbit Systems to modernize and
upgrade the Merkava MBT, including specifically with “advanced electro-optical sights’,
which would include the COAPS and MGS systems" While it cannot be conclusively stated
if these shipments were part of this contract, this investment underscores the importance of
these systems to Israe!'s warfighting capabilities.

The Civilian Reserve Air Fleet provides personnel and cargo movements by air to the
Department of Defense, in wartime and peacetime. An award under this program with ID

questions:
1. Is there an actual or potential adverse impact on human rights or is the conflict
connected either to the corporate entity's activities, products or services?
2. If so, do the corporate entity's activities increase the risk of that impact?
3. Ifso, would the corporate entity's activities in and of themselves be sufficient to result in
that impact?
Any company found to have answered at least 1) and 2) contributes to human rights
violations and must take immediate action to cease this contribution and cooperate with
remedial and reparative action.
There are two primary categories of shipments analyzed in this report that support weapons
systems used in the genocide in Gaza and directly linked to Israeli war crimes across
Palestine and Lebanon: armored vehicle components and F-35 fighter jet parts.
Conclusion
The evidence detailed in this report confirms United's role in the shipment of military
cargo to Israel during its ongoing genocide of Palestinians in Gaza and its escalated
aggression across the region. The findings further expose the use of civilian services and
infrastructure, including airports and passenger flights, as conduits for genocide.
With at least 2,761 shipments taking place within a roughly seven-month period, United,
Newark Liberty International Airport, and all other domestic airports listed in this
report, have participated in the military cargo supply chain to Israel, and have
therefore rendered themselves complicit in Israeli war crimes. United passengers,
employees, and investors have an obligation to pressure this company to end its compitcity
and terminate the shipment of all military cargo destined for |srael—especially given that the.
airline resumed direct flights to Israel on 8 September 2026. It is incumbent on labor unions,
municipalities, and broader community members to investigate and challenge the use of
public infrastructure as hubs for military cargo transfers.
