Foreign students studying at major American universities have had their futures suddenly thrown into question by President Donald Trump’s sweeping new executive orders on immigration. Immigration lawyers have warned student visa and green card holders not to leave the country because of the risk that they will be barred from re-entry. Fear is also growing that the federal government may begin targeting students already here for deportation.
Even before the order was signed last week, reports had begun to surface of students at major U.S. universities having their student visas revoked and being barred from re-entry to the country after traveling abroad. The Intercept was able to contact and independently confirm the identities of several people who had these experiences. The individuals affected asked that their identities be withheld because they are attempting to appeal the government’s decision.
Many are now asking what U.S. colleges and universities are willing to do to protect their students from an increasingly predatory administration.
The University of Michigan issued a statement that it would not voluntarily share any information about its students’ immigration status with the federal government. A number of other major universities with large foreign student populations contacted by The Intercept also said that it was their policy not to voluntarily share information with the federal government about immigration status without subpoenas.
But many students say that institutions urgently need to do more. “A lot of the institutions are in the same place and are really struggling to cope with the new executive orders. They didn’t expect this to happen, but they need to start taking it seriously,” says Hazami Barada, a student activist at Harvard University. Barada says that school administrators can help students by making immigration attorneys available to them, distributing Know Your Rights information and conducting educational seminars, and providing transparency on what steps they are taking to assist individual students who are now at risk.
“The level of anxiety and fear among students is extremely high,” she says. “This needs to be a priority for all schools, right now.”
Contacted by The Intercept, a spokesperson for the American Association of Universities, an organizing body representing 60 major U.S. universities, said that it has “not provided advice to [member] universities on how to deal with the impact of the executive order,” but added that it is working “with these universities and other associations to end this order.” The AAU also issued a statement calling on the Trump administration to lift the executive order as soon as possible.
As the impact of new immigration restrictions builds, there are signs that the government may be moving to pressure schools to provide more information on their students. A bill in the New York State Senate introduced by Republican senators last week would require schools to compile reports on their foreign students, including information about countries of origin.
This is where, educators say, schools need to resist pressure.
“One of things we are advocating is that schools resist providing information about their students from the federal government,” says Shirin Vossoughi, an assistant professor at Northwestern University. “It’s possible that in the future the Trump administration may attempt to withhold funding from publicly funded schools if they refuse to share information, but it’s important for them to stand strong on this issue.”
The Student and Exchange Visitor Program, or SEVP, is a program maintained by the Department of Homeland Security to track foreign students in the United States. Legal activists who spoke to The Intercept said that they are working with a number of schools around the country to find legal ways to help them protect some student information from the federal government. After the detention of a number of University of Massachusetts faculty last week, the president of the school joined Massachusetts Attorney General Maura Healey at a press conference announcing a legal challenge to the executive order.
But even if schools can take steps to protect their international students and staff, the long-term impact of the executive order on higher education in the United States will still be significant.
A 2015 State Department report estimated that there are roughly 1 million international students studying at U.S. colleges and universities. In addition to the research and educational benefits these students bring to American schools, their presence contributed over $30 billion to the U.S. economy last year alone. The abrupt nature of Trump’s recent executive order — stranding many students abroad and barring them from re-entry — shows that the Trump administration is willing to make sudden, drastic changes to immigration policies with complete disregard for their impact on international students and faculty.
Even if students already in the United States can be protected — something that is far from certain at the moment — it’s likely that fewer will choose to take the risk of studying here in the future.
“In the long run, this will be very damaging to the competitiveness of academic institutions in the United States,” says Michael Horn, an associate professor at Northwestern University. A number of Horn’s own students have been impacted by the recent orders, putting their ability to finish their education into question. Horn says the callous disregard for students exhibited by the new administration will have long-term effects on the ability of U.S. schools to attract foreign students, who are particularly well represented in the science and engineering fields.
Says Horn, “If I were a student from any country that might happen to end up on the administration’s list, and executive orders can be sprung without warning on any random Friday, why would I risk coming to the U.S.?”

There is no question that colleges want and sadly need foreign students. Why? They pay full price. What I don’t understand is why professors are losing out to part time teachers on one year contracts, who handle you work out of the trunk of you car and I guess if have to meet a student sit inside. The staff side of the schools has grown in leaps and bounds with silly titles and stupid jobs mostly in no way helping in the teaching of the students. Critical thinking is a lost cause it’s my way or the highway, tech teaching but no humanities. And by God not have a meeting to discuss a problem pro and con. And last but not least no asking WHY?
And then… the students of Berkeley weigh in.
What’s pathetic? A bunch of conservative students rallying around a Gamergate misogynist as their flag bearer.

What’s worse than that? Students and others who cannot even sense the irony of standing around a riot burning the American flag with the solemn intent of showing the world that people aren’t going to tolerate unpopular speech wherever it might appear.
But of course, none of this is as bad as somebody getting shot over this stuff like last time.
I mean seriously, the Berkeley students are the bright young hope of America. Berkeley’s graduate programs are some of the most respected in the country. It doesn’t get better than this, and this really sucks. “Whom the gods would destroy, they first make mad.” That’s us — all of us, every side, every point of view.
I am seriously beginning to consider that there could be some widespread toxin or pathogen, somewhat like leaded gasoline, that is literally driving Americans crazy. What if this isn’t social – what if it’s purely a chemical or biological phenomenon?

How should schools respond? By following the decades old laws on the books? I welcome immigrants and students who come here legally . Visa’s are GRANTED for a purpose , An Immigrant visa is diffrent than a student visa. Which doesnt mean when a student is here they cant APPLY for a change in status . Lots of people would kill to get into some of those colleges and a lot get denied every year. That’s 1 million more spots open in colleges for American students, which means a chance for 1 million more citizens of this country to receive higher education. Imagine if you had busted your ass for years trying to get into a good college, met all the requirements and then some, and got denied enrollment. My college immediately sent out an email letting the students know of the situation, and telling the students who may be affected to NOT leave the country if they can help it, because they may not get back. Awful feeling that must be.

I am disappointed in that the parents of these students who seem to have a lot of non-academic time on their hands to demonstrate about a non-issue are not asking themselves why their kids are pursuing liberal arts degrees and the foreign students are pursuing high demand technical degrees?
And they wonder why student debt is so high after attending a liberal run college? Check the salaries of the presidents and professors to see if they really care enough to lower their pay to help your kids out.
I’m one of those students demonstrating, I took time off my 60-hr week doing lab research on Alzheimer’s so I could protest this ill-conceived and poorly executed EO. I’m not an exception to the people I protested with. Just as I don’t make blanket statements about Trump supporters (ie, they are racists), I hope you may learn not to generalize protesters/millennials as a group that you completely disregard to make yourself feel better.
For the record, I would support restricting immigration, but in a rational and well thought out method. This was neither.

A bit of context: UTChattanooga has a long history of students, faculty and staff from Muslim majority countries. As an undergrad, I made friends with many Muslim and middle-eastern classmates. Some of them are friends to this day.
We also had the unfortunate incident of the July, 2015 murders of 5 service members by a UTC graduate, a Muslim of immigrant parents.

The International students (IS) need WAY more academic and social support than Americans. Most colleges have entire departments just for giving support to IS who can barely speak English and need help reading their textbooks.

I got on this last weekend seeing what was going on. Some good statements have been made by Penn State & Ohio State, with Iowa State & Kansas State doing okay statements.
The AAU and the APLU put out good statements, esp. the latter. The faculty senate at my U did a stronger statement (was glad to see some of my notions in there, whether that’s a coincidence or not I don’t know but they did receive my message) and the grad student organization put out an even stronger statement.

The notion of opening taxpayer-subsidized public colleges to non-taxpayer foreigners is a massive theft. A theft of education from deserving Americans. A theft of tax-funded resources. A theft of lifetime earnings from America’s most talented young men and women.

I would also add the states are broke. In 2015 half are officially broke according to the census bureau, and at least 20 US cities are almost in bankruptcy.

But freedoms and rights aside, if you cannot afford a family of 4, how do you think your going to manage if you add another 4 to your family. Chances are you can’t afford it. And there is a good chance your family end up in some governmental social program for support. There is the problem (See state and city budget issues).
Back when there were floods of refugees or immigrants from other nations we had a surplus of resources, and a surplus of work. With 40% of millennials now living with their parents, and states not able to raise enough capital for their budgets. I doubt we have a surplus of anything.
foreign grad students don’t pay for anything, they get sponsors that pay their tuition, usually fed grants, they come here for the stipend, ~$15k per year, they pump it back into the economy most of it
