Ashley Hinson’s Digital Chief Oversees Firm Paid Millions to Push Israeli Propaganda

The person in charge of digital strategy for the Senate campaign of Iowa Republican Rep. Ashley Hinson helps run a company that received nearly $10 million to influence Americans with pro-Israel propaganda.

In September 2025, Hinson — who is battling Democratic state Rep. Josh Turek in a tight race that could decide control of the Senate — tapped Abe Adams to lead her campaign’s digital efforts.

Adams is a co-founder and managing partner of Targeted Victory, a digital consulting firm that has been used by high-profile Republican candidates such as Ted Cruz and Marco Rubio. Targeted Victory shares an address and much of its staff with Targeted Communications Global — a related company with no discernible online presence. Both are subsidiaries of marketing company Stagwell Global.

Israel awarded Targeted Communications a $9.9 million contract in March 2025 focused on social media and paid advertising, documents show. By October 2025, the firm was at work pitching news content and guests on Fox News and CNN, and creating YouTube ads suggesting young Iranians have been educated to believe the “most sacred thing they do is stab a Christian in the heart.”

Hinson is endorsed by both President Donald Trump and the American Israel Public Affairs Committee, and has been supportive of Trump’s war in Iran.

A June 2026 Department of Justice FARA filing from Targeted Communications details much of the firm’s work for Israel. The document lists 10 registered foreign agents working on the Targeted Communications contract for Israel. Six of them are identified as Targeted Victory employees on the company’s website or their LinkedIn accounts. Adams is not named in the filing.

Hinson, Adams, and Targeted Victory did not immediately respond to  requests for comment.

Adams is not the only Hinson campaign adviser with ties to Targeted Victory and the Israel lobby. Hinson’s current deputy campaign manager, Addison Lavis, worked at Targeted Victory before serving as Hinson’s campaign manager in her 2023 congressional run. Lavis was previously an intern at AIPAC. Lavis did not immediately respond to a request for comment.

Hinson has received more than $100,000 from AIPAC and related pro-Israel PACs in 2026, and as an Iowa state representative supported legislation that prohibited the state from working with any companies that boycott Israel.

Hinson’s political action committee has paid Targeted Victory more than $1.6 million this election cycle for digital consulting and ads — 27 percent of its total expenditures, according to Federal Election Commission filings.

Israel’s deal with Targeted Communications is part of a major public relations push that has pumped more than $100 million into swaying public opinion, particularly among young conservatives, back toward Israel.

IT’S EVEN WORSE THAN WE THOUGHT.

What we’re seeing right now from Donald Trump is a full-on authoritarian takeover of the U.S. government.

This is not hyperbole.

Court orders are being ignored. MAGA loyalists have been put in charge of the military and federal law enforcement agencies. The Department of Government Efficiency has stripped Congress of its power of the purse. News outlets that challenge Trump have been banished or put under investigation.

Yet far too many are still covering Trump’s assault on democracy like politics as usual, with flattering headlines describing Trump as “unconventional,” “testing the boundaries,” and “aggressively flexing power.”

The Intercept has long covered authoritarian governments, billionaire oligarchs, and backsliding democracies around the world. We understand the challenge we face in Trump and the vital importance of press freedom in defending democracy.

IT’S BEEN A DEVASTATING year for journalism — the worst in modern U.S. history.

We have a president with utter contempt for truth aggressively using the government’s full powers to dismantle the free press. Corporate news outlets have cowered, becoming accessories in Trump’s project to create a post-truth America. Right-wing billionaires have pounced, buying up media organizations and rebuilding the information environment to their liking.

In this most perilous moment for democracy, The Intercept is fighting back. But to do so effectively, we need to grow.
